Does Beneath Cursed Sands let you enter Menaphos?
No. Jagex’s official Beneath Cursed Sands poll said, “Menaphos will not be opening its gates just yet.” The poll says the quest is required to access the Tombs of Amascut; that is not the same as opening the city to players.

So if by “entering Menaphos” you mean progressing into its OSRS storyline, Beneath Cursed Sands is the relevant quest. Do not treat its completion as a promise of access to the city itself.

The OSRS Wiki quest page lists these prerequisites and skill gates:

- Skills: 62 Agility, 55 Crafting, and 55 Firemaking. These levels are unboostable and required to start.
Contact! has its own prerequisites: Prince Ali Rescue and Icthlarin’s Little Helper. Icthlarin’s Little Helper in turn requires Gertrude’s Cat. Complete the chain before heading to start Beneath Cursed Sands; meeting the skill levels alone is not enough.
What should you bring?
The OSRS Wiki quest page lists coal, an iron bar, a tinderbox, a spade, and cooked or raw meat among the quest items. Fish and raw yak meat do not qualify as the required meat.

For a smoother start, carry coal, an iron bar, and eligible meat. The quest page notes that a tinderbox and spade can be obtained during the quest, and suitable meat can be bought from a shop during it, so those are less urgent to pack.
How should you prepare for hazards and fights?
The walkthrough recommends preparing for desert heat, poison, and several substantial encounters. These are practical recommendations, not additional start requirements; no single combat level or inventory guarantees success.

- Desert heat: Bring protection such as waterskins or a Desert amulet 4.
- Poison: Carry a way to prevent or treat it.
- Combat: Equip gear and bring food suited to your character. One encounter disables protection prayers, so do not rely on those prayers throughout the quest.
- Dungeon movement: Stamina potions are useful, according to the walkthrough.
Encounters to expect
The quest page lists a level 174 Head Menaphite Guard, fought without protection prayers; two level 119 Scarab Mages; the level 379 Champion of Scabaras; and the level 351 Menaphite Akh. These are encounter details, not a recommended combat-level threshold.
Which travel options are useful but optional?
The walkthrough mentions a Dramen staff for fairy ring AKP, a Pharaoh’s sceptre for travel to the necropolis, and a Nardah teleport method as conveniences. They are not entry requirements. Use whichever travel options you already have; do not delay the quest solely to obtain one of these routes.

- Complete Contact!, including its prerequisite quests: Prince Ali Rescue and Icthlarin’s Little Helper, with Gertrude’s Cat required for the latter.
- Reach 62 Agility, 55 Crafting, and 55 Firemaking without relying on boosts.
- Pack coal, an iron bar, and cooked or raw meat other than fish or raw yak meat. A tinderbox and spade can be found during the quest.
- Bring food and combat gear appropriate to your character, desert-heat protection, and poison prevention or treatment.
- Consider stamina potions or a convenient teleport route if you have them, then be ready for multiple fights and a point where protection prayers are unavailable.
