If you encounter a problem while voting, tell a poll worker or election official before leaving the polling place. If the polls are closing and you are already in line, stay there and ask how officials are recording or managing the line. The right backup for a broken machine, missing registration, or ballot issue depends on your state and local election procedures.
What to do if the line is long or polls are closing
Stay in line, and make sure a poll worker knows you are present. The U.S. Election Assistance Commission (EAC) lists the right to “Vote if they are still in line when the polls close” in its Voter FAQs. Ask workers how they are marking or managing the line as closing approaches, then follow their instructions. Polling hours and line procedures are set locally; there is no nationwide closing time to assume.

For example, New York’s 2024 general-election FAQ says eligible voters who are in line or inside by 9 p.m. must be allowed to vote. That is a New York rule, not a general U.S. deadline. Check with your local election office for the rule where you are voting.
What to do if a voting machine, scanner, or printer fails
Tell a poll worker or election officer promptly and ask what backup applies at your polling place. Do not take a ballot away or place it somewhere without instructions from election staff. Depending on local procedures, officials may direct you to another machine or scanner, secure a completed ballot until scanning resumes, or provide an emergency paper ballot.

These options are jurisdiction-specific. New York’s 2024 FAQ describes using another operational scanner, having bipartisan poll workers secure completed ballots until scanning can resume, and asking whether an emergency paper ballot is available if repairs will take time. Pennsylvania’s Office of Attorney General says poll workers must provide emergency paper ballots if precinct machines are broken. Ask local officials which procedure applies to your ballot and how to submit it.
If your name is missing or your eligibility is questioned
- Ask a poll worker to check the voter list and confirm that you are at the correct polling place. If needed, ask the local election office to verify your registration and location.
- If the problem is unresolved, ask whether you can cast a provisional ballot. Under the Help America Vote Act (HAVA), in federal elections a provisional ballot must generally be offered when someone says they are registered but is not on the list, or when an official asserts that the person is ineligible. Exceptions include states using same-day registration systems and North Dakota, which does not require voter registration. The EAC’s overview of federal election laws explains the federal framework; state law governs the eligibility review and details.
A provisional ballot is not an assurance that your vote will count. Election officials review eligibility under state law, and the ballot is counted if the voter qualifies under the applicable rules. Pennsylvania, for example, advises officials to contact the county board to verify registration when a voter is at the correct location but missing from the poll book. It also says a voter at the wrong location must go to the correct place, though a provisional ballot may be possible if the voter insists they are eligible there.

How to follow up on a provisional ballot
Keep any instructions or receipt you receive with the ballot, and use the official status-check system for your jurisdiction. HAVA requires a free system through which voters can learn whether a provisional ballot was counted. California’s Secretary of State describes checking both whether the ballot counted and, if it did not, the reason. Follow the instructions provided locally; deadlines and any steps to resolve an eligibility issue vary by state.

Emergency paper ballots and provisional ballots are not the same
An emergency paper ballot is a local backup for an equipment problem. A provisional ballot is recorded while election officials determine whether a voter is eligible under state law. Which procedure applies depends on what went wrong, so describe the specific problem to poll workers rather than assuming one kind of ballot is a substitute for the other.

Ask for help if a disability creates an access barrier
Tell a poll worker or local election office what barrier you are facing and ask for an accommodation. The U.S. Department of Justice says state and local governments must give people with disabilities a full and equal opportunity to vote. Its Voting and Polling Places guidance describes possible accommodations such as being allowed to sit rather than stand in a long line, help using accessible voting equipment, and support for voting privately and independently. If the problem is not resolved at the polling place, contact the relevant state or local authority using its current official contact information.
