If construction at a nearby data center is disrupting your home, start by recording when and how long the noise occurs, then contact the project’s posted construction or noise-complaint contact and the local office that enforces noise or construction rules. There is no nationwide data-center construction curfew or universal decibel limit: permitted hours, approval conditions, and complaint procedures depend on your location and the specific project.
What can I do about construction noise near my home?
Use a dated, factual record to make the complaint specific. If the project has a posted disturbance coordinator or hotline, report the disturbance there; also ask your city or county which rule applies and which office handles enforcement. The Federal Highway Administration (FHWA) recommends balancing construction type, timing, and duration, complying with local noise requirements, and responding proactively to community concerns. That is guidance for transportation projects, not a rule governing data centers.

1. Keep a noise log
For each disturbance, note the date, start and end times, approximate duration, where you heard it, and what seemed to be happening—for example, truck traffic, excavation, concrete work, or deliveries. Record whether you were indoors or outdoors and whether windows were open. Keep any recordings only if lawful and useful, and do not trespass or enter the work site.

If you use a sound-level meter or phone app, note the device and where and how you took the reading. Treat it as an observation, not proof of a violation: local authorities may require a particular measurement method. FHWA provides noise-measurement guidance, but it is focused on transportation noise and does not certify consumer meters for local code enforcement. FHWA noise regulations and guidance index.

- Professional Safe - With strong fire resistance and good air permeability, the acoustic foam panels can stop burning to prevent hidden fire hazards. Also, non-toxic materials won't do harm to your body while everyday use.
2. Report the disturbance to the project
Look for contact details on site notices, mailed construction schedules, permits, or the developer’s project page. Give the date, times, apparent activity, and duration; explain how it affects you, ask for a response, and request a reference number. Keep a copy of what you send.
Some approvals require a dedicated disturbance coordinator and a process for identifying and correcting complaint causes. San José’s data-center review is one example, not a requirement you can assume applies to another site. San José Data Center Final EIR.
3. Contact the local enforcing office
Ask the city or county noise-control or code-enforcement office—or the planning or building department identified in project documents—to clarify who handles the complaint. Provide your log and ask whether the activity is within allowed hours, whether an after-hours permit or variance applies, how to file a formal complaint, and whether an officer can inspect or measure during the disturbance.

Not intended for full soundproofing or noise isolation from external environments.
4. Ask for the project’s conditions and noise plan
Request the project approval conditions, construction noise-control plan, work schedule, any after-hours permissions, monitoring results, and complaint-response procedure. These documents can show what the project promised or was required to do. For example, a San José STACK data-center document describes work hours, noise-minimization measures, equipment, advance notice of schedules and particularly noisy work, and a disturbance coordinator. Those are useful questions to ask about, not features guaranteed at every data center. STACK Data Center project document.
5. Follow up in writing if the noise continues
Send the log and any earlier complaint reference numbers to the responsible local office. Ask which rule or permit condition applies and what investigation will follow. Keep the exchange concise and retain copies of replies.
How do I report construction noise?
Use the project contact for a direct complaint and the local authority for questions about rules and enforcement. A report is easier to assess when it identifies the specific disturbance rather than describing it only as “too loud.” Include:

- Focused Sound Environment for Offices and Remote Work - Noise canceling panels and sound insulation panels reduce echo and distractions in offices, call centers, remote workspaces, video call setups, and study rooms, helping speech sound clearer and improving focus throughout the workday.
- The address or location where you heard the noise.
- The date, start and end times, and duration.
- What activity you observed, if you can identify it.
- Whether it happened indoors or outdoors and relevant conditions, such as open windows.
- Your earlier complaint reference number, if you have one, and a clear request for a response.
If the activity is happening now, contact the project and local office using their published current complaint channels. If it is intermittent, keep logging each occurrence so the pattern is clear. What are the permitted construction hours?
There is no single U.S. schedule to apply to every data-center construction site. Hours may depend on local ordinances, project approval conditions, and any after-hours permit or variance. Ask the local enforcing office to identify the applicable rule and confirm whether permission was issued for the work you observed.
New York City, for example, publishes its own construction-noise rules and after-hours permit process. Those rules apply to their stated jurisdiction; they should not be used to determine permitted hours elsewhere. NYC construction-noise rules and regulations.

Who handles a construction noise complaint?
Start with the project’s published disturbance coordinator or construction complaint contact, if one exists. The local noise-control or code-enforcement office can identify applicable rules and enforcement procedures; planning or building staff may be the right contact for project conditions or permits. If it is not clear which office has authority, ask the city or county to direct you to the responsible department.
Do not assume a project has a complaint coordinator, noise plan, monitoring requirement, or special construction hours. Those can be approval-specific. Ask for the conditions that apply to the actual site. FHWA’s construction-noise rules and guidance concern transportation projects, not a general data-center construction code. A consistent log is a useful starting point; official compliance measurements may require a method set by local authorities. Record the same basic details each time, and ask the enforcing office what evidence it recognizes before relying on meter readings as proof of noncompliance.

Two San José project figures illustrate why noise numbers need context: the city’s 2022 review treated a daytime increase of 10 dBA or more as an impact warranting additional measures for that project, while a 2024 addendum described an estimate of 53 dBA to 63 dBA for the loudest construction activities at the nearest businesses in that project. These are project-specific assessments and estimates, not typical data-center noise levels or universal legal limits. San José Data Center addendum.
What mitigation can I ask the project about?
Ask whether the site’s approval or noise plan addresses scheduling, equipment, advance notice, monitoring, and how complaints are investigated and corrected. FHWA’s construction guidance notes that some complex transportation projects may use detailed analysis, operational scheduling, continuous noise monitoring, and enforcement. These are potential mitigation approaches, not automatic requirements for data centers.
If construction ends but the disturbance continues, describe it as ongoing facility noise when you contact the local authority. Ask which separate operating permits, limits, or approval conditions apply; construction and facility operation may be governed differently.
When is a meter or acoustical consultant useful?
A sound-level meter is optional for keeping consistent personal observations; it does not enforce an ordinance or establish a violation by itself. First ask the local authority what measurement method it recognizes. If the issue is persistent, technically complex, or disputed and the local investigation does not resolve it, a qualified independent acoustical consultant may be appropriate for formal measurement.
