Do not plug in a discarded appliance or electronic device just to see whether it works. First identify its exact model and how it was offered or discarded; then screen its condition, check for relevant recalls, and deal with stored data and account access. A visual check cannot establish electrical safety. If the item is damaged, incomplete, has an uncertain history, or needs a safety-related repair, leave it disconnected and ask a qualified repair or testing service.
1. Identify the item and establish how it was obtained
Before deciding whether to reuse it, record the manufacturer, exact model, serial number or other product identification, and approximate age if known. Keep a photo of the label. These details help you find the correct manufacturer instructions and, once you know which official safety authority applies in your location, check whether the product or a particular serial range has been recalled.

Find out whether the item was deliberately offered for reuse, sold or gifted, or simply left in a waste or recycling stream. An item found in a skip or at a recycling collection has not thereby passed a safety check. In the UK, Environment Agency guidance says electrical and electronic equipment becomes WEEE when its holder discards it, intends to discard it, or is required to discard it; equipment offered for original-purpose reuse may remain used EEE only if applicable conditions are met. This is UK guidance, not a universal legal definition. See the Environment Agency’s guidance on when EEE becomes WEEE.

A replacement lawnmower cable or washing-machine seal may count as a minor repair in that context, but specialist skills or qualifications may still be needed.

2. Screen condition before connecting it
With the item unplugged, check its exterior, power cable and plug, and any parts needed to operate it safely. Look for:
- Cracked, crushed or distorted casing; exposed wires or conductors; damaged plugs, cables or strain reliefs.
- Missing covers, guards, lids, feet, safety labels or other parts that should be present.
- Scorching, melted or discoloured areas, corrosion, liquid residue, or an unusual burnt or chemical smell.
- Loose or unstable controls, broken connectors, or signs that the item has been modified.
This is a cautious initial screen, not a formal standard or proof of safety. UK guidance for facilities preparing WEEE for reuse treats visual inspection as only one part of the work, alongside electrical-safety and functionality testing. A consumer’s look-over is not equivalent to those tests; see the Environment Agency’s WEEE treatment appropriate measures.

Do not open sealed or mains-powered equipment, bypass an interlock, splice a damaged cord, or repeatedly power a suspect item to diagnose it. If you find damage, missing safety-critical parts, signs of overheating or liquid exposure, or simply cannot establish its condition, keep it disconnected and consult a qualified repair or testing service.

Appearance, a previous owner’s claim that it worked, and one successful power-on do not verify that an item is electrically safe. For UK permitted facilities preparing WEEE for reuse, official guidance calls for equipment to be fully functional and electrically safe, with visual, POPs, electrical-safety and functionality testing and records for each item. It points facilities to suitable standards such as BS EN 50614:2020. These are requirements and guidance for the facility context, not a consumer test procedure or certification checklist. The Environment Agency’s evidence and national protocols guidance was updated on 15 July 2026.

If safe operation depends on a repair or test you cannot verify, stop and use a qualified technician or refurbishment service. This matters especially for mains-powered appliances, where faults in cables, plugs or internal components can create risks that an exterior inspection will not reveal. Battery-powered devices also need a condition check; the sources cited here do not establish a complete consumer battery-inspection procedure.
4. Check recall status using the exact model
Once you know the make, model and relevant jurisdiction, search the official product-safety recall notices for that location. Compare the full model and, where notices specify them, serial or production ranges; a brand name alone is not enough to establish whether a particular item is affected. Recall authorities vary by country, so use the regulator responsible where the item will be used rather than assuming UK rules apply elsewhere.

5. Protect data and transfer connected-device ownership
Computers, phones, tablets, storage drives, USB media and smart TVs may hold files or account credentials. Some connected appliances can also retain personal data or remain linked to an owner’s account. Do not browse another person’s files, settings or account. Ask the previous owner to remove their account or complete the transfer where possible; then follow the manufacturer’s instructions for unlinking, resetting or transferring the exact model.

NIST SP 800-88 Rev. 2, published in September 2025, defines media sanitization as a process that makes access to target data infeasible for a given level of effort. It is organizational guidance, not a guarantee that a casual factory reset removes every kind of data from every device. See NIST SP 800-88 Rev. 2. A UK government-commissioned review likewise says appliances should be configured so personal data can easily be removed when ownership transfers or a consumer disposes of a device; read the review of smart domestic appliance safety.
6. Choose reuse, repair or an authorized disposal route
If the item appears reusable but needs a repair, inspection or documented test, use a qualified repair or refurbishment service rather than passing it on as safe. If it is unsafe, incomplete, untraceable, or unsuitable for reuse, follow local authorized collection or recycling rules. In the UK, WEEE evidence guidance describes proof of reuse or treatment by an approved authorized treatment facility, or export of a whole appliance by an approved exporter. Those regulatory routes are UK-specific; check the applicable local authority or environmental regulator elsewhere.
