What to Check Before Transferring Crypto to a Newly Licensed Provider

A new licence is only a starting point. Check the provider’s official register entry, authorized activities, identity, transfer details, custody, and recourse before sending crypto.

Before sending cryptocurrency to a newly licensed provider, verify its authorization in the regulator’s official register, confirm that the permission covers your location and the service you intend to use, and match the provider’s legal entity, app, and website to that record. Then check the exact asset, network, address, memo or tag, fees, and withdrawal terms. A new licence is not a guarantee against loss, and an approval to operate may not yet be a full licence.

1. Confirm which regulator applies to you

Licensing depends on jurisdiction, the provider’s activities, and the service it offers. A provider’s authorization in one market does not automatically permit it to serve customers in another. Start with the regulator responsible for the provider’s service in your location, and verify the rules for the exact service you plan to use.

The examples below illustrate why status and scope must be checked locally. They are not a complete guide to global licensing rules.

  • Dubai, excluding the Dubai International Financial Centre (DIFC): The Virtual Assets Regulatory Authority (VARA) public register shows fully licensed providers and applicants with In-Principle Approval (IPA), along with licensed activities. VARA says IPA applicants may not begin operations, conduct virtual-asset activities, or serve clients until they receive a full VASP licence. Check the VARA Public Register for the exact entity and activity.
  • Australia: AUSTRAC’s public register lets you check VASP registration. Covered designated services include exchange, safekeeping, and accepting instructions to transfer virtual assets; businesses must register before offering those services in Australia. See AUSTRAC’s explanation of the public VASP register.
  • Pakistan: PVARA says it maintains an up-to-date public register and that a licence covers only the categories expressly specified. Its licensing page describes regulations notified on 21 August 2026; those rules should not be assumed to apply outside Pakistan. See PVARA’s licensing guidance.
  • European Union: The European Supervisory Authorities say MiCA has applied to certain crypto-assets since December 2024 and advise consumers to check that a crypto-asset service provider is authorized in the EU. Protection may be limited depending on the asset and service. See the ESAs’ consumer warning.
  • Indonesia: OJK’s 19 December 2025 whitelist release advises customers to use listed providers and official channels, and to match entity, app, and website details. It warns about unofficial links, lookalike domains, and unclear promotions in social media or group chats. See OJK’s whitelist release.
  • United Kingdom: The FCA advises checking a firm in the FS Register, reviewing its permitted activities, and matching its contact details to the register. A firm absent from the register is unlikely to have permission to offer crypto products. See the FCA’s crypto investment scam guidance.

2. Check the provider in the regulator’s current register

Go to the regulator’s official website independently—type its address or locate it through a trusted source rather than following a link in a message, advertisement, or social post. Search for the provider by its exact legal name, not only its brand or trading name.

Read the entry closely. Check whether the status is active and determine what the regulator’s terms mean: a full licence, registration, conditional approval, in-principle approval, suspension, or no listing are not interchangeable. Registers and status labels differ by jurisdiction. A provider’s own website claim or a certificate it sends you is not a substitute for the regulator’s record.

3. Make sure the authorization covers your intended service

A listing does not necessarily authorize every crypto-related activity. Confirm that the permission covers what you are about to do—such as exchanging, brokerage, custody, or transferring assets—and applies to the service offered to customers in your jurisdiction. VARA displays activities associated with providers’ licences, while PVARA says a licence authorizes only the categories specified.

If the register does not clearly cover the service, do not infer permission from the provider’s brand, general claims, or another activity listed in its record. Ask the regulator or provider for clarification through independently verified contact details before sending funds.

4. Match the legal entity, app, and website

Scammers can imitate an authorized provider. Compare the legal entity and contact details shown in the regulator’s record with the company’s website and app. Check the address character by character for misspellings, extra words, or lookalike domains; do not rely on a search advertisement or a link supplied in a message. The FCA advises matching contact details against the FS Register, and OJK specifically warns about unofficial links and lookalike channels.

If the provider’s app publisher, website, legal name, or contact details do not line up with the official listing, pause. Do not use a support number, account manager, or group-chat contact just because they claim to represent the provider.

5. Verify the exact transfer instructions

Use the provider’s authenticated account and current deposit instructions. Check each detail against the sending wallet before confirming:

  • the cryptocurrency or token you are sending;
  • the blockchain and network selected on both sides;
  • the destination address, copied from the provider’s authenticated instructions;
  • any required memo, tag, or payment reference;
  • the minimum deposit, fees, and any limits;
  • when the deposit is expected to be credited and the conditions for withdrawing it.

Provider instructions vary by asset and network, and the same asset name may be available on different networks. Do not send unless the sending wallet and destination support the same asset and network and every required field matches. A wrong network, address, or omitted memo/tag can delay or prevent crediting; recovery is not assured.

There is no universal test-transfer amount or rule that makes a transfer safe. Any test transfer, if considered, must be assessed against the provider’s current minimums, fees, and instructions; a small transfer does not establish that the provider or later transaction is safe.

6. Understand custody, withdrawals, and recourse

Before depositing, find out who controls the private keys and how the provider holds customer assets. Read the current terms for withdrawal limits, delays, maintenance or outage procedures, and what happens if the provider becomes insolvent. Check how to submit a complaint and what recovery route, if any, applies to your particular service and jurisdiction.

Regulatory authorization is relevant, but it does not guarantee that an asset will retain value, a transfer will succeed, or losses will be reimbursed. The ESAs also caution that legal protection can vary with the asset and service, and recommend securing wallets used to store crypto-assets.

7. Stop when the details conflict

Do not send until the discrepancy is resolved through independently verified channels if any of these do not agree:

  • the register entry and the provider’s claimed status;
  • the licensed legal entity and the app or website you are using;
  • the authorized activities and the service being offered;
  • the provider’s deposit instructions and the sending wallet’s asset or network;
  • the listed contact details and the person or channel asking you to act.

Recheck the regulator’s register and the provider’s supported assets, networks, and transaction terms immediately before acting; these details can change.
