Check the transaction’s exact rate and terms, compare equivalent offers, and verify that the provider is authorized where it operates. A fast-moving currency market does not reveal which future date will offer the best rate.
Start with the amount you will actually receive
A headline exchange rate or “zero fee” claim does not show the full cost. A provider may build a spread into its exchange rate, while separate fees, taxes, card charges, third-party costs, or later conversion and withdrawal fees can also reduce the value of the transaction. For a transfer, compare both the total amount the sender pays and the amount the recipient receives.

For covered U.S. remittance transfers, the Consumer Financial Protection Bureau describes pre-payment disclosures that include the exchange rate, fees and taxes, total cost, and the amount the recipient will receive. The CFPB also warns about misleading claims that transfers are free or fast. These rules apply to covered U.S. transfers, not every exchange or transfer worldwide. Read the CFPB’s 2024 circular.
Confirm which exchange rate applies
Ask for the rate that will be used for your specific transaction, not just a general market rate shown on a screen. Check whether the quote is a buy or sell rate from the provider’s perspective. The Czech National Bank explains that a bureau’s buy rate applies when it buys foreign currency from a customer; its sell rate applies when it sells foreign currency to the customer. If you are buying foreign currency, confirm the amount you will receive at the provider’s sell rate.

Rates can differ substantially between currency bureaus, and the Czech National Bank advises customers to compare them. Local rules determine what providers must disclose and what commissions or other terms apply, so check the rules for the country where you exchange. See the Czech National Bank’s guidance on bureau-de-change rates.
Compare like-for-like offers
Get quotes using the same amount, currency pair, location, payment method, and transaction type. A better-looking rate may be outweighed by a fee or a less favorable condition. Compare these details together:

- Charges: provider fees, taxes, card charges, and known third-party costs.

In Brazil, the central bank recommends checking the VET (Valor Efetivo Total), which combines the exchange rate with applicable taxes and charges to help compare actual prices. VET is a Brazilian measure, not a universal disclosure format. Read Banco Central do Brasil’s currency exchange information.
Look beyond “no fee” and promotional claims
Ask whether a promotional rate or no-fee offer has eligibility conditions, a time limit, or costs elsewhere in the transaction. A transaction can still be costly when the provider earns money through the exchange rate or another charge. Banco de España noted in an article dated 18 April 2023 that charges can sometimes exceed 20% of the value exchanged. That is a warning in the Spanish central bank’s article, not a current universal rate or a typical fee. Read Banco de España’s explanation of currency-exchange charges.

Check the provider and keep the terms
Verify authorization with the regulator for the country where the provider operates; authorization in one jurisdiction does not establish that it is authorized elsewhere. Banco Central do Brasil advises consumers in Brazil to use institutions authorized by it and to keep receipts. Its guidance also recommends using VET to compare the actual cost. See the Brazilian central bank’s consumer recommendations.
Before you pay, save the quote, receipt, or transaction confirmation. For transfers, check the stated delivery estimate, how a delay is handled, and what happens if the recipient details are wrong. Ask whether you can cancel and what exchange rate and charges would apply to a refund; rights and terms vary by jurisdiction and transaction type.

Use this checklist before confirming
- Confirm the amount you pay and the amount the recipient or traveler receives in the target currency.
- Ask which rate applies and whether the quote is a buy or sell rate from the provider’s perspective.
- Identify explicit fees, taxes, card charges, third-party costs, and any conversion or withdrawal fees that may apply later.
- Compare another provider using equivalent transaction details rather than comparing headline rates alone.
- Check conditions and time limits attached to promotional rates or “no fee” offers.
- Verify the provider’s authorization with the relevant local regulator and save the terms and receipt.
- For a transfer, check delivery timing, correction or delay procedures, cancellation rights, and refund terms.
What volatility can—and cannot—tell you
Volatility means the rate may change, so a quote is useful only for its stated terms and time. The consumer guidance cited here explains how to compare costs and check disclosures; it does not establish a reliable way to predict the best exchange date, a universally favorable rate threshold, or a timing rule that works for every traveler or sender. Decide based on the transaction you can verify rather than treating a market move as a forecast.
