Before connecting an AI agent to company systems, make five decisions explicit: the task and accountable owner, the agent’s identity and minimum permissions, the data it may use and retain, the actions that require human approval, and the controls for logging, cost limits, pausing, and incident response. Treat the entire arrangement—model, prompts, retrieved content, tools, plugins, data stores, and downstream integrations—as one governed system.
What an AI agent changes compared with an ordinary chatbot
A chatbot mainly produces text in response to a user. An agent is a delegated actor: it can retrieve information, call tools, write to business systems, and continue through several steps toward an outcome. That makes accountability and inventory essential. Microsoft’s Govern and secure AI agents guidance warns that untracked deployments create both security and cost risks.

Start an inventory before a pilot goes live. For every agent, record its name, owner, purpose, platform, data sources, tools, permitted operations, prohibited operations, environment, and escalation contact. Include agents created by individual teams as well as centrally managed ones. An inventory that omits a small “experimental” agent can still leave an active credential, data connection, or recurring workload ungoverned.

The owner is accountable for the agent’s behavior and lifecycle, even when another team operates the underlying model or hosting. Assign a technical contact who can revoke access and stop execution, and a business contact who can judge whether the task remains appropriate.

Questions about purpose, scope, and accountability
What exact task is being delegated?
Write the intended outcome in operational terms, such as “classify incoming support tickets and draft a response for a human reviewer.” Avoid a broad objective such as “manage customer service.” Define the input, expected output, success criteria, time limits, and the systems the agent is allowed to touch.
List prohibited actions as well as permitted ones. A ticket-triage agent might read support messages and create a draft, but it should not issue refunds, change account ownership, delete records, or send an unreviewed legal commitment. Microsoft’s risk guidance recommends clear boundaries, deterministic blocks for prohibited actions, least privilege, and least action.
Who is accountable when the agent is wrong?
Name the person or team that accepts residual risk, approves production use, reviews exceptions, and decides whether to retire the agent. Document who can change its instructions, connectors, model, or permission set. A handoff plan matters because an agent can continue operating after its original creator changes roles.

Set use-case-specific acceptance criteria before launch. Measures may include classification accuracy, escalation rate, unauthorized-action rate, response latency, privacy incidents, and cost per completed task. Define tolerances and a stop condition rather than relying on a general claim that the model is “good enough.”
Identity and least-privilege questions
Does every agent have a distinct identity?
Use a separate, attributable identity for each agent. Microsoft’s guidance states: “Require each agent to operate under a distinct agent identity.” Do not hide automated actions behind a shared employee account. A unique identity lets investigators connect an action to the agent, revoke that agent without disabling a person, and distinguish automated activity from human activity in audit records.
Define how the identity is created, authenticated, rotated, suspended, and deleted. Record which human owner approved each permission. Include service credentials, API keys, certificates, delegated tokens, and secrets held by connected tools in the same lifecycle review.
What is the minimum permission set?
Grant only the data sources and operations required for the stated task. Prefer read-only access where writing is unnecessary. Separate permissions for reading, drafting, approving, and executing. Restrict access by tenant, project, record type, geography, and environment when the platform supports those boundaries.

Test whether a manipulated request could use an allowed connector to reach an unrelated system. A narrow tool list is safer than a general-purpose shell, browser, or database account. Review permissions whenever the task, model, connector, or data classification changes.
How are permissions revoked?
Define an emergency revocation path that does not depend on the agent cooperating. It should disable credentials, block tool calls, and prevent queued work from executing. Schedule periodic access reviews and remove dormant agents rather than leaving their identities active indefinitely. The National Institute of Standards and Technology (NIST) National Cybersecurity Center of Excellence (NCCoE) is developing practical identity and authorization guidance for agentic systems; its implementation project is still in progress.
Privacy and data-lifecycle questions
What information can the agent see?
Map every source the agent can query, including document repositories, email, ticket systems, customer records, telemetry, and external retrieval services. Classify the data and identify records the agent must never access. Check whether retrieval respects the source system’s row-level, document-level, or user-level permissions.
What information can it process, output, or cause to move?
Privacy exposure is not limited to the prompt. Sensitive information can leave through generated responses, tool parameters, logs, memory, exports, notifications, or downstream actions. Define which fields may be sent to the model, which may appear in outputs, and which must be masked, filtered, or blocked. Validate destinations before an agent emails, posts, uploads, or writes data to another system.
What is retained, and for how long?
Document retention for prompts, retrieved passages, model outputs, conversation state, long-lived memory, tool results, and audit logs separately. Minimize persistent memory when the task does not require it. Retention periods depend on jurisdiction, industry, data type, records obligations, and your organization’s policies; the available guidance does not establish one universal period. Privacy, legal, records-management, and security teams should approve the schedule.
Can people correct or delete agent-held data?
Provide a process to locate and remove or correct personal information in memory, indexes, caches, and logs where applicable. Test that deletion reaches replicas and downstream systems, not only the visible conversation. Keep an auditable record of the request and the systems affected without retaining more sensitive content than necessary.
Prompt-injection and untrusted-content questions
What happens when outside content gives the agent instructions?
Assume that web pages, documents, emails, retrieved passages, and tool results are untrusted data. They may contain text designed to override the agent’s rules or induce a harmful action. Separate system instructions from retrieved content and from tool parameters. Treat a sentence found in a document as data, never as authority to change policy.

Which controls must be deterministic?
Use allowlists for tools and destinations. Validate parameters in code before execution: account identifiers, amounts, recipients, file paths, query scope, and record states should meet explicit rules. Block prohibited operations even if the model proposes them repeatedly or describes them as urgent. Do not rely on a model’s self-restraint to enforce an authorization boundary.
Where is human approval required?
Require an informed approval step for high-impact, irreversible, or externally visible actions. Examples include money movement, deletion, contract acceptance, account changes, publication, and messages to customers or regulators. The approval screen should show the proposed action, affected records, destination, relevant evidence, and the identity of the agent. Make cancellation possible before execution and define what happens to partially completed work.
Human oversight, logging, and intervention
What must a reviewer be able to see?
For consequential work, show the planned action before execution, the data and tools used, the policy checks applied, and the result. During longer jobs, provide status and a way to inspect pending steps. A summary should distinguish what the agent actually did from what it intended to do.
What belongs in the audit trail?
Keep accessible records of the agent identity, owner, model and configuration version, request, retrieved sources or source identifiers, tool calls, parameters, approvals, denials, outputs, errors, and timestamps. Protect logs from unauthorized alteration and restrict who can view sensitive content. Store enough detail for incident response without creating an unnecessary second copy of confidential data.
How can someone pause or stop it?
Provide an operator-controlled pause that prevents new actions, an emergency stop that revokes credentials or blocks connectors, and a recovery procedure for queued or partially completed tasks. Test these controls under realistic conditions. Define who may invoke them and how operations resume after review.
Cost and resource questions
What will the deployment actually consume?
Estimate usage from realistic workloads rather than a single demonstration. Count model calls, context and retrieval volume, tool invocations, retries, background schedules, hosting, storage, observability, and integration charges. Agent behavior can vary with task complexity and failure recovery, so measure consumption per completed business outcome.
How will spending be bounded?
Set quotas, rate limits, maximum steps, concurrency limits, and approval thresholds. Alert on unusual activity and stop or downgrade work when a budget limit is reached. Microsoft’s governance guidance specifically calls for monitoring CPU, GPU, memory, and storage, as well as usage over time. Track these resources by agent and owner so an unexpected bill is actionable.

Are there reliable price comparisons?
No comparable current price table or universally cheapest platform is established by the available official material. Actual cost depends on model selection, hosting arrangement, workload, integration complexity, retention, and traffic. Compare options on the same workload and data classification, using measured consumption from a controlled pilot rather than headline unit prices.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to evaluate two deployment options
Score alternatives against the same task, data classification, volume, and approval policy. A platform that is inexpensive for a low-risk read-only task may be unsuitable for an agent that can change financial or customer records.
| Evaluation area | Questions to answer |
|---|---|
| Identity and authorization | Is there a distinct identity? Are permissions least-privilege, attributable, reviewable, and easy to revoke? |
| Data handling | Where are data processed and stored? How are retrieval, memory, outputs, logs, retention, and deletion controlled? |
| Action control | Can tools and destinations be allowlisted? Are parameters validated deterministically? Are approval, pause, and rollback available? |
| Observability and governance | Can the organization inventory agents, assign owners, inspect activity, apply policy across teams, and investigate incidents? |
| Operational and financial fit | Does it meet workload reliability needs? What integrations are required, and can resource use and cost be measured and capped? |
The reviewed guidance does not provide an independent ranking of platforms. Make the decision from evidence collected on your own workload, not from a general claim that one option is safest or cheapest.
A practical readiness process before production
- Define the use case. Write the task, owner, intended outcome, prohibited actions, data classification, tools, success measures, and stop conditions.
- Map the system. Diagram the model, prompts, retrieval sources, memory, plugins, connectors, downstream systems, identities, and data flows.
- Design controls. Create the agent identity, least-privilege roles, tool allowlists, deterministic validators, approval gates, logging, quotas, and pause mechanisms.
- Test misuse and failure cases. Include prompt injection in documents and tool results, unauthorized data requests, malformed parameters, excessive retries, connector failure, partial completion, and attempts to bypass approval.
- Run a bounded pilot. Use limited data and permissions. Review task outcomes, exceptions, logs, privacy events, latency, resource consumption, and cost throughout the pilot.
- Conduct an independent review. Have security, privacy, legal, compliance, and the responsible business owner assess the evidence. Resolve findings or document accepted residual risk.
- Authorize expansion explicitly. Set use-case-specific production criteria and name the person who may approve a wider rollout. There is no universal production threshold in the cited guidance.
- Operate and reassess. Monitor continuously, review access and configuration changes, investigate anomalies, rehearse stop and recovery procedures, and retire the agent when its purpose or ownership ends.
Questions to put to the deployment team
What exactly is the agent allowed to do?
Can the team show a written task definition, owner, data list, tool list, intended outcomes, limits, and prohibited operations? Is the permission set narrow enough that a mistaken or manipulated request cannot trigger unrelated actions?
Who or what is the agent acting as?
Does it have a unique identity, attributable logs, documented permission grants, and a tested revocation process? Is the inventory current, including owner, purpose, platform, and access scope?
What information can it see and retain?
Which classifications may enter retrieval, memory, prompts, outputs, and logs? What is retained, for how long, under which policy, and how are unauthorized disclosures prevented?
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat happens when outside content tries to steer it?
Are external instructions treated as untrusted? Which tools and destinations are allowlisted, which parameters are validated in code, and which actions require approval or are blocked outright?
Best Value
How will a person oversee it?
Can a reviewer inspect planned actions, status, evidence, tool use, and outcomes? Who reviews exceptions, interrupts execution, corrects mistakes, and preserves the relevant logs?
What evidence is enough to expand beyond a pilot?
Are acceptance criteria defined for performance, privacy, security, escalation, rollback, resource use, and cost? Have the relevant misuse and integration cases been tested, and who has authority to approve expansion?
What the current guidance does—and does not—establish
Microsoft’s Identify risk for autonomous agentic AI systems guidance addresses human oversight, intelligibility, prompt injection, sensitive-data leakage, supply-chain concerns, and least privilege. Its Govern AI guidance, last updated April 10, 2026, covers risk assessment, monitoring, and resource-cost risks. Microsoft’s organization-wide agent guidance was reviewed October 13, 2026.
NIST NCCoE’s Agentic AI Identity and Authorization project resource page reports more than 600 responses to its February 2026 concept paper. That is feedback to the project, not a statistic about deployment prevalence, security improvement, or agent performance. The implementation guidance remains in development and may change.
OpenAI’s Practices for Governing Agentic AI Systems, published December 14, 2023, provides foundational lifecycle-governance framing. Because it is older than the other material cited here, pair it with current identity, security, privacy, and operational controls.
The available official sources do not supply a universal incident rate, privacy-outcome statistic, total-cost benchmark, or production-readiness score. Treat those gaps as a reason to collect workload-specific evidence, not as permission to assume that an agent is safe or inexpensive.
The Bottom Line
Deploy an AI agent only when its task, owner, identity, permissions, data lifecycle, approval gates, logs, cost limits, and emergency stop path are documented and tested. Expand from a pilot on evidence from the actual workload, and keep governance active after launch.
