Before a data center is approved, find out exactly which decision is being made, what remains undecided, and where the evidence sits in the public record. Then ask for project-specific figures and written, enforceable conditions—not broad assurances about jobs, utility bills, or environmental impact. The process and local authority vary by jurisdiction, so a zoning vote in one community does not establish what another community can approve or what later permits will require.
First, what decision is actually before the board?
A data center may go through several separate reviews. A zoning or land-use decision can happen before a detailed site plan, construction permits, air permits, or utility work are finalized. Ask which body has authority over each decision and whether the proposal needs a rezoning, special or conditional use, variance, or another approval.

| Review stage | What to establish | Ask |
|---|---|---|
| Zoning or land use | Whether the use is allowed at this location and what conditions the deciding body can impose. | “Which decision is before you today, and what decisions will be made later by this or another agency?” |
| Site plan | How buildings, equipment, access, landscaping, setbacks, drainage, and lighting will fit on the parcel. | “Has a complete site plan been filed and reviewed, or is it still pending?” |
| Construction and operating permits | Which local, state, or federal permits are needed before construction or operation, and which agencies issue them. | “Which permits are outstanding, and where will their applications and public-comment dates be posted?” |
| Utility infrastructure | What generation, transmission, substation, or distribution work is required, and which regulator or utility reviews it. | “Which utility decisions are part of this hearing, and which are outside this board’s authority?” |
Local rules matter. Fairfax County, for example, says some facilities may be allowed by right in specified industrial districts, while certain changes can require special-exception hearings. Tyrone describes a rezoning approval following hearings and regional review even though site-plan and permit submissions remained outstanding. Those examples illustrate why a vote should not be treated as approval of every project detail. In Page, a September 2026 FAQ described a proposed overlay; a proposal is not an adopted regulation, so check the current agenda and adoption status.
Where is the complete public record?
Ask for materials in the public docket or record, not only the applicant’s presentation. A presentation can summarize a proposal, but the underlying filings and staff analysis show what was measured, assumed, or left unresolved.

Ask how written comments become part of the official record, how to obtain a response, and where revised documents will appear. Sangamon County posts hearing materials and comments, and notes that project responses may change as additional information arrives. Keep a copy of each submission and refer to the document name, page, or issue you are addressing so the concern can be tracked.
What will the project mean for electricity demand and rates?
Request the developer’s projected peak demand and annual electricity use, along with the assumptions and date behind those estimates. Ask for the proposed generation, transmission, substation, and distribution work; the schedule for each upgrade; and who pays for each one.

- Could any project-related infrastructure costs be reflected in household or business rates, directly or through utility investments?
- Which utility or regulator decides how those costs are allocated, and where can residents comment on that decision?
- Are energy-affordability or ratepayer-protection commitments written into an approval or contract, and who monitors and enforces them over the project’s life?
Fairfax County explains that residents may bear a portion of required energy-infrastructure improvement costs even if they do not directly pay for the data center’s electricity. Pennsylvania’s 2026 GRID materials are an example of state-specific commitments concerning energy affordability and infrastructure costs; they should not be assumed to apply elsewhere or to a particular project without checking the current legal text and applicability.

There is no single project-independent water figure residents can use to judge every data center. Ask for estimates tied to this facility, with units, time period, assumptions, and the source of the estimate identified.

- What are expected water withdrawals and discharges during ordinary operation, peak demand, and drought conditions?
- What is the planned water source, cooling design, and expected use of reclaimed water, if any? Has reclaimed water been assessed as technically available?
- How will wastewater be handled, and what are the stormwater, runoff, and drainage plans?
- What operating changes or limits apply if water supplies are constrained, and who decides when those measures take effect?
Do not treat a generic online estimate as a prediction for a local proposal. Ask the applicant and reviewing agencies to identify the project-specific filing that supports the numbers and whether the estimates are commitments or planning assumptions.
How will noise, generators, and air emissions be controlled?
Request an acoustic study that covers continuous equipment and nighttime conditions, not just a daytime snapshot. Ask where sound levels will be measured, what nearby homes or other sensitive locations were modeled, and how generator testing is represented.

- What enforceable daytime and nighttime noise limits are proposed, and where are property-line or receiver measurement points?
- How often may backup generators be tested, at what times, and under what operating limits?
- How many generators are proposed, what fuels will they use, and which air permits and emissions estimates are in the record?
- Who receives complaints, how quickly must they respond, and what corrective action or remedy follows if a limit is exceeded?
The Pennsylvania Department of Environmental Protection’s July 13, 2026 notice for a Falls Township application listed 280 natural-gas-fired generator engines and three diesel-fired emergency generator engines. Those counts describe that application alone, not a typical data center; they show why residents should ask for the actual equipment list and air-permit review for their project. St. Louis has also described noise-related permit conditions for a particular project, an example of the sort of measurable terms to request rather than an outcome guaranteed elsewhere. A consumer sound meter can help document when noise occurs, but it cannot establish permit compliance or replace a qualified acoustic assessment.

What will construction and the finished site change nearby?
Review the site plan and construction documents for impacts that can affect neighbors even when the facility meets its zoning rules. Ask for specifics on truck routes and hours, construction traffic, lighting, landscaping, building setbacks, drainage, and habitat impacts. If materials are incomplete, ask when they will be filed and whether the public can comment before the relevant approval.

Which promised benefits will be measurable and enforceable?
Separate temporary construction employment from ongoing operations positions, and ask for the estimated number and duration of each. For revenue claims, request the estimate after exemptions or incentives, then ask which public-service and infrastructure costs were included. A gross tax figure alone does not show net public revenue.
- Are local hiring, training, or workforce commitments specific enough to measure, and who reports results?
- Are community-benefit or environmental commitments written into an approval or contract, with a responsible party, public reporting, and a remedy for nonperformance?
- What monitoring will continue after construction, who pays for it, and where will results be published?
St. Louis’s April 2026 announcement described conditions and a community-benefits framework tied to one project. Pennsylvania’s 2026 GRID materials include community-engagement, workforce, economic-development, and environmental elements for that state. These are examples of terms residents can ask about, not standard benefits guaranteed in every locality.
How can you make a hearing question useful?
Choose a concrete gap in the record and ask the responsible body to identify the document, answer, or condition that resolves it. If a number is offered, ask who prepared it, when, under what assumptions, and whether it is a binding limit or only an estimate. If the answer is that an issue belongs to another agency or a later stage, ask which agency or stage, how residents will be notified, and whether the issue can still affect the approval before the board.
Submit written comments by the stated deadline and request that they be included in the record. A focused comment can identify a nearby receptor, an unanswered impact, the evidence needed to evaluate it, and the condition or follow-up that would address it. That gives the reviewing body a specific issue to resolve rather than a general expression of support or opposition.
