The right questions depend on whether the meeting concerns zoning, site review, an air permit, a utility proceeding, or public information; each may have a different decision-maker, record, and comment process.
Prepare around the decision on the agenda
Before the hearing, download the notice, agenda, application, staff report, site plan, draft conditions, and technical studies. Note the item number, the body that will act, and the deadline and method for written comments. If documents are missing, ask the clerk or agency where they can be inspected and whether they will be posted before the hearing.

Keep evidence distinct from forecasts and opinions. Label statements as documented facts, applicant estimates, official findings, unresolved questions, or opinion. When someone gives an estimate, ask: “What document supports that estimate, and where can the public review it?”
Ask the hearing body or staff:
- What action may this body take, and what legal standards govern that decision?
- Is this a zoning change, conditional or special-use permit, site plan, air permit, utility decision, or informational meeting?
- Which approvals remain, which agencies control them, and what is the expected sequence?
- Which application materials and technical studies are in the public record? When will missing or revised materials be available?
- Does the application include multiple buildings or later phases, and how will cumulative impacts be assessed?
Do not assume that one hearing settles every issue. For example, Page, Arizona’s September 2026 FAQ described a proposed text amendment as distinct from later zoning, utility, technical-review, and development approvals; that sequence applies to the Page proposal, not every project. Page’s project FAQ is a local example of why the agenda and approval sequence matter.

Ask for evidence on water and electricity
Water supply and cooling
- What are the facility’s expected typical and peak water demands, and how might demand vary by season?
- What source and delivery method are proposed—municipal supply, groundwater, reclaimed water, or another source—and what approvals are in place?
- Which cooling system is proposed, and what assumptions support the water-use estimate?
- Has the water supplier evaluated effects on current users, drought planning, wastewater treatment, and future capacity?
- Who would pay for pipes, treatment, storage, or other required upgrades, and will the relevant agreements be public?
Do not infer a project’s water source from its location. Page’s September 2026 FAQ, for example, said that no water source, quantity, or delivery method had been approved for the potential Page project at that time.
Electricity and utility infrastructure
- What electric load is forecast, and what utility analysis supports the forecast?
- Would generation, transmission, substation, or gas-pipeline upgrades be needed? Where would they be built?
- Who would pay for each upgrade? Could costs affect other customers, rates, or public budgets, and which regulator decides?
- Will the facility use on-site generation or storage, and under what operating conditions?
- How would future phases or nearby projects affect cumulative load and long-term capacity?
The University of Iowa’s data center decision tool identifies water and energy resources, off-site utility infrastructure, governance, and long-term capacity as local review issues. It is a planning framework, not a binding code. Answers about a particular utility’s costs, rates, and capacity need to come from the relevant utility filings and regulators.

Ask how impacts will be limited and enforced
Noise, lighting, and site design
- What noise study was conducted, where were levels modeled or measured, and what operating conditions did it assume?
- What noise limits apply at the property line and at nearby homes or other sensitive locations? Are low-frequency sounds evaluated as well as ordinary sound levels?
- How often will compliance be tested after opening, who will review results, and what happens if a limit is exceeded?
- What setbacks, buffers, screening, building-height limits, and lighting controls are proposed?
- What complaint process can neighbors use, and who will investigate and correct a verified violation?
Where standards are being considered, ask whether they will be objective and measurable. The University of Iowa tool points to dBA and low-frequency dBC measurements, sensitive-receptor setbacks, and post-construction testing or reporting as possible local-code considerations. Page’s proposed overlay rules also listed noise and vibration, setbacks, landscaping, screening, lighting, and building design. Those examples identify topics to examine; they do not establish that another proposal meets or violates a standard.

Stormwater, hazardous materials, and construction
- How will stormwater and waste be managed, and what plans or permits cover them?
- What hazardous materials will be stored or used, and what safeguards and reporting requirements apply?
- What construction hours, traffic routes, dust controls, and road repairs are proposed?
- Who will receive construction complaints, and how will complaints and resolutions be recorded?
Ask about backup power and air quality
- What backup generators or other combustion equipment are proposed, including fuel, number, capacity, and permitted operating hours?
- What emissions are expected during routine testing, maintenance, and outages, and what analysis and permit limits apply?
- How often will generators be tested, and will residents be notified of testing schedules?
- Where can the public review the air-permit application, technical analysis, and proposed conditions?
A Pennsylvania Department of Environmental Protection notice dated July 13, 2026, for a proposed Falls Township air-quality plan approval described an application with 280 natural-gas-fired generator engines and three diesel emergency generator engines, intended for backup service and limited testing and maintenance. Those figures describe that proposal only. DEP said the application could be requested and that the proposed decision would have a 30-day comment period after notice publication; that stated comment period and meeting process have passed. The example shows why it is useful to ask for the equipment inventory, operating assumptions, permit materials, and current deadlines for the project actually under review. Ask who will respond in an emergency
- Has the fire department reviewed site access, water supply, suppression systems, electrical hazards, and any specialized response needs?
- What emergency plan will be public, and who would pay for additional equipment or training required for this site?
- What emergency access and coordination conditions would be included in an approval?
Page’s September 2026 FAQ said no emergency response plan had been approved for its potential project at that time and described planning as part of future development review. That is a local status example, not evidence about another proposal. Ask the responsible local department what it has reviewed for the application on your agenda.
Separate projected benefits from binding commitments
- How many temporary construction jobs and permanent operating jobs are forecast, and what assumptions distinguish them?
- What tax revenue is estimated for each public body, over what period, and under what assessment assumptions?
- Are incentives, rebates, discounted services, or public infrastructure contributions proposed? Where are their terms documented?
- Which public costs—such as roads, utility upgrades, emergency services, or water infrastructure—are included in the estimate?
- Which commitments will be written into an approval, contract, or enforceable agreement, and who will monitor compliance?
Request the underlying fiscal analysis rather than treating a forecast as a guaranteed result. The University of Iowa tool treats economic development and incentives as distinct review areas, but there is no general jobs or tax figure that can be responsibly applied to an unspecified facility.

Compare alternatives on the same terms
If the hearing body is considering alternative sites, designs, or conditions, ask staff or the applicant to use consistent assumptions for each. Compare documented information on:
- Water demand, source, and delivery.
- Electric load and off-site infrastructure.
- Emissions and backup-power assumptions.
- Noise, including low-frequency sound, setbacks, and screening.
- Traffic, construction disturbance, and emergency response.
- Public infrastructure costs, incentives, enforceability, and monitoring.
- Cumulative effects from later phases or nearby facilities.
Make a focused public comment
A concise comment can identify the decision, the evidence or unresolved issue, its community effect, and the action requested. For example: “The packet does not show projected peak water demand or identify an approved source. Please make those materials public and require a reviewed water-supply plan before the next approval.” Adapt the request to the authority of the actual decision-maker.

Before the meeting, check whether speakers must register, whether written comments are accepted, the speaking limit, the deadline, and whether the body can answer questions or only receive testimony. Ask how comments will be included in the record and whether there will be another hearing.
Procedures vary by hearing type and jurisdiction. EPA’s summary of 40 CFR 25.5 describes requirements and practices for the federal water-quality hearing context it covers, including public access to relevant materials at least 30 days before the hearing. Its summary quotes the regulatory text: “Reports, documents and data relevant to the discussion at the public hearing shall be available to the public at least 30 days before the hearing.” That timing is not a universal deadline for local zoning or every permit hearing. The EPA summary also discusses notice, convenient time and place, time for unscheduled testimony, consideration of a question-and-answer period, and a publicly available record in its covered context.
After the hearing, look for minutes or a recording, written submissions, staff responses, revised conditions, and the next decision date. A local project page can help gather materials and later meeting opportunities; Sangamon County’s data center project page is one example of such a record hub.
