What Software Does: A Clear Definition, Key Features, and Types

Software is the instructions that make computers and computerized devices perform tasks. Learn its key characteristics, common types, and how functional categories differ from distribution models.

Software is the set of instructions and related procedures that tells a computer or computerized device what to do. It can operate the device, help someone complete a task, provide tools for creating programs, or control equipment such as a car system. The word can also include related documentation and data in some standards, but a document, photo, recording, or database content is not automatically software just because a program uses it.

What is software?

In everyday terms, software is the instructions that make a computer or computerized device perform tasks. A practical example is a word processor: its program code tells the computer how to display and edit text, while the document being edited is content handled by the software.

Formal definitions vary by standard and context. The IEEE Computer Society’s SEVOCAB entry for software collects definitions from several standards. One concise formulation, attributed there to ISO/IEC/IEEE 26514:2022, describes software as a “program or set of programs used to run a computer.” Other standards-derived definitions also include procedures and, in some cases, associated rules, documentation, or data. These are related parts of a software system, not a single wording that applies identically in every context.

A useful boundary is the difference between a program and the information it operates on. SEVOCAB explicitly distinguishes software from information “per se,” including documents, audio or video, graphics, and database content. A program can open, change, or organize those materials without turning the materials themselves into software.

What are the main types of software?

A common functional classification groups software by what it does. These categories are useful, but they are not mutually exclusive: a product can combine several functions, and other classification schemes use different criteria.

System software

System software supports the operation and maintenance of a computer and provides the environment in which applications run. Operating systems, utilities, disk-management tools, and software for managing hardware are examples. In the standards terminology collected by IEEE, system software facilitates operation or maintenance, or supports application software.

Application software

Application software helps people perform particular tasks or solve particular kinds of problems. Office and productivity tools, data-management programs, media players, security applications, and web or mobile apps fit this broad category. The IEEE vocabulary describes application software in terms of helping users perform specific tasks.

Programming software

Programming software provides tools for creating and maintaining other software. IBM’s overview names text editors, compilers, linkers, and debuggers as examples. Such tools help developers write source code, translate it into a form a computer can run, combine program components, and find errors.

Embedded software

Embedded software runs within or controls devices that people may not ordinarily think of as computers. Examples include systems in cars, telecommunications networks, and industrial robots. Embedded devices can also connect to other devices or services as part of the Internet of Things.

IBM’s accessible overview of these functional categories and examples is available in “What Is Software Development?”.

How is software different from hardware?

Hardware is the physical equipment of a computer or computerized device: components such as a processor, memory chips, storage, a display, or sensors. Software is the program instructions and related procedures that direct what that equipment does. A device typically needs both: hardware provides the machinery, while software supplies instructions for using it.

The distinction is about role, not whether something is digital. A saved image is digital information, but it is not software merely because it is stored on a computer. An image-editing application is software because it contains instructions for displaying and changing images.

Are software types classified in other ways?

Yes. The functional categories above answer what a program does. A separate classification describes how software is made and distributed:

  • Custom software is designed for a particular set of users, functions, or organizations.
  • Commercial off-the-shelf (COTS) software is designed for broader needs and commercial distribution.

This is a different axis from system, application, programming, and embedded software. For example, an application can be custom-built for one organization or sold as a broadly usable product. IBM discusses this distinction in its software development overview.

What are the key features of software?

There is no single official checklist of software features that applies to every standard or product. For a practical understanding, focus on these characteristics:

  • It provides instructions. Programs direct a computer or device to carry out operations.
  • It has a purpose and context. It may support the system, serve a user task, help build other programs, or control a device.
  • It can be associated with procedures and documentation. Some formal definitions include these, and sometimes related rules or data, alongside programs.
  • It can operate on separate content. Documents, recordings, images, and database contents may be inputs or outputs without themselves being software.
  • Its categories can overlap. A product may fit more than one functional category, while its custom or off-the-shelf status describes a separate aspect.

How to identify a software category

When a product does not fit neatly into one label, classify it by asking what role is being described:

  1. Look at its purpose. Does it run or maintain the computer, help an end user do a task, provide tools for software creation, or control a device?
  2. Consider where it runs. Is it designed for a general-purpose computer or embedded in equipment such as a vehicle or industrial machine?
  3. Check its distribution model separately. Is it made for a particular organization or set of users, or intended for broader commercial use?

The first question identifies functional categories; the second clarifies execution context; the third describes customization and distribution. Keeping those questions separate avoids treating one taxonomy as a complete list of all possible software types.

Where software definitions come from

SEVOCAB is a project of the IEEE Computer Society and ISO/IEC JTC 1/SC 7 that provides definitions drawn from international standards. Its project description explains that standards-based role. Because its software entry brings together multiple standards and editions, formal wording should be read with its stated attribution rather than treated as one universal definition.
