A launch procurement plan should connect the mission’s orbit, payload, schedule, and control needs to a suitable launch or hosted-service route—and assign an owner to every licensing, safety, integration, contract, and acceptance task before signing. There is no universal launch-provider checklist: requirements depend on the mission, provider, contracting route, and jurisdiction.
Start with the mission baseline
Before requesting quotes, write down what the mission needs and what it can trade. These inputs let the team test whether a service is actually compatible instead of comparing headline prices that may cover different work.

- Orbit and deployment: specify the intended orbit and deployment conditions, including any constraints on the orbit or timing after separation.
- Schedule: record the desired launch window, the latest acceptable launch date, and how much schedule movement the mission can absorb.
- Payload envelope: define mass, dimensions, interfaces, and relevant environmental requirements. NASA platform guidance recommends beginning with mission needs and the payload envelope.
- Mission and risk: document mission lifetime, risk tolerance, and required mission assurance or relevant flight heritage.
- Control needs: state how much authority the team needs over orbit, schedule, operations, changes, and data.
Do not insert generic numeric margins or assumed lead times into this baseline. The sources do not establish universal values. Derive margins and dates through mission analysis and the current requirements of the provider and contracting party.

Choose a service model that fits
Small spacecraft may pursue a dedicated launch, a rideshare, a brokered or integrated rideshare, or a hosted orbital service. These options distribute control, integration work, and responsibility differently; the labels alone do not establish what a quote includes.

Dedicated launch
A dedicated launch gives the mission a launch vehicle rather than placing it on a multi-manifest flight with a primary spacecraft. That distinction can matter when the mission needs more influence over orbit or schedule. It does not by itself guarantee a particular orbit, date, or level of service: those must be confirmed in the offer and contract.
Rideshare
Rideshare uses capacity on a launch carrying other payloads. In a traditional arrangement, a primary spacecraft can determine important requirements, including orbit and schedule. NASA also describes a dedicated rideshare as a launch carrying only small spacecraft; this is structurally different from a secondary payload joining a primary mission. Ask which arrangement the opportunity uses and what constraints follow from it.
A rideshare can shift obligations as well as reduce the need to procure a whole launch. The provider or primary mission may set orbit, timing, safety, and do-no-harm rules. Those rules may constrain spacecraft transmitters, deployments after separation, or hazardous materials. Obtain the current requirements baseline and the applicable Rideshare User Guide from the actual contracting party.

Brokered or integrated rideshare
A broker and an integrator are not interchangeable roles. A broker matches a spacecraft with a launch opportunity and may help negotiate schedule, integration, safety testing, or cost. An integrator may coordinate a multi-mission manifest, perform compatibility analyses, or physically integrate spacecraft. One organization may perform multiple functions, but the agreement should say which it is undertaking.

NASA guidance notes that dispenser or separation hardware may be supplied by either the integrator or the spacecraft customer. Treat this as a contract question, not an assumption. Identify who provides the hardware, who confirms compatibility, who performs each integration activity, and who owns each technical interface.
Hosted orbital service
A hosted service is not simply another way to buy launch capacity. The customer may procure use of a dedicated spacecraft, shared hosted capacity, a multi-payload mission, or—in technically applicable cases—software-only hosting. Compare the level of customization and control, schedule, budget, operations, and data delivery. Buying a spacecraft bus can offer greater tailoring and control, but it also increases the customer’s integration and operations burden; hosted services can shift some responsibilities to the service provider.
Compare offers on total mission fit
Build a decision matrix around the requirements in the mission baseline. Score or discuss each candidate against the same criteria, and distinguish a confirmed commitment from an assumption or an item that remains to be negotiated. NASA identifies these comparison dimensions but does not prescribe a universal scoring formula.
| Comparison area | Questions to resolve |
|---|---|
| Orbit and deployment | Does the offered orbit and deployment arrangement meet mission needs? Which party sets or can change them? |
| Schedule and control | What launch window is offered, how much control does the customer have, and what happens if the manifest or date changes? |
| Payload and interfaces | Does the payload envelope fit? Who performs compatibility analysis, physical integration, and provision of dispenser or separation hardware? |
| Total cost and scope | What work is included in the quote, and what services, hardware, testing, or processing are priced separately? |
| Mission assurance and risk | What assurance approach applies, and what relevant flight heritage supports the mission’s risk posture? |
| Licensing and safety | Which approvals and safety evidence are required, who supports them, and which party submits or accepts each item? |
| Operations and data | Who controls operations and changes, and what data rights, processing, storage, delivery, and service-level terms apply? |
| End of life | What end-of-life approach is required, and which party is responsible for disposition? |
For hosted services, add operational authority, cybersecurity, data processing and storage, delivery guarantees, and service-level terms. For bus procurement, account for the added customer work in integration and operations. Compare full scope and obligations rather than treating the lowest stated launch price as the lowest-cost mission route.

Make licensing and safety a tracked workstream
The spacecraft owner or operator remains responsible for obtaining applicable licenses. NASA’s 2026 launch chapter says providers require evidence of applicable approvals before integration or launch. Potential approvals include radio-frequency licensing, remote-sensing licensing, and authorization for laser use; which apply depends on the mission and jurisdiction. A reference index is not a legal determination, so confirm obligations with the relevant authority and contracting party.
Maintain a licensing register with one line per approval or evidence item. Include the jurisdiction, responsible organization, submission status, dependencies, supporting evidence, and latest-needed date. This makes long-lead approvals visible alongside engineering and integration milestones.
In parallel, schedule the provider’s safety and technical evidence package. NASA identifies typical items such as orbital-debris information, materials and venting data, spacecraft-specific models, and safety-related analyses. A rideshare team should also record provider- or primary-mission-specific do-no-harm constraints. Assign named owners and completion evidence; do not leave a general “safety” task without a person accountable for delivery.

Before signing, turn the selected service into explicit deliverables and decision points. NASA hosted-service procurement guidance identifies useful contract artifacts: a statement of work, interface control documents, verification and validation plans, acceptance test procedures, lifecycle reviews, and service-level agreements. These are particularly relevant when a provider is delivering hosted capacity, operations, or data. They are not a universal launch-contract template; tailor them to the service and negotiate launch-only provisions with the provider and legal counsel.

The plan and agreement should identify the parties, scope, interfaces, deliverables, fees, assumptions, schedule dependencies, and acceptance criteria. They should also establish change control, delay and cancellation handling, anomaly response, and the point at which each responsibility transfers. For each deliverable, state who prepares it, who reviews or approves it, and what evidence closes the task.
For hosted services, NASA highlights decision gates that can include payload acceptance review, environmental test reports, a mission operations plan, commissioning report, and data handover specification. Set the applicable gates and their acceptance evidence early. If the scope is launch-only, define the corresponding handoffs and acceptance terms for that arrangement rather than copying hosted-service artifacts without adaptation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Assign owners with an interface and responsibility register
A procurement plan becomes actionable when every external dependency has a named internal owner. Keep a responsibility register beside the technical interface documents. At minimum, assign ownership for:
- Mission and payload baseline, including orbit, envelope, and schedule tolerances.
- Provider selection, quote scope, and contract negotiations.
- Broker or integrator coordination, compatibility analysis, and physical integration.
- Dispenser or separation hardware procurement and technical interfaces.
- Licensing submissions and evidence of approvals.
- Safety package, orbital-debris information, materials and venting data, models, and analyses.
- Testing, verification evidence, acceptance decisions, and review-gate closure.
- Manifest and schedule monitoring, anomaly response, and contingency decisions.
- Operations, data delivery, and end-of-life responsibilities where included in the service.
For each item, record the accountable party, supporting parties, due date or dependency, required evidence, and escalation route. A provider may perform work without taking on the spacecraft owner’s licensing responsibility; make that distinction explicit.

Build a schedule around controlled requirements, not announcements
Use the provider’s current interface and safety requirements to create the milestone schedule. Track licensing, design closure, completion of test evidence, payload delivery, acceptance, launch integration, and operational readiness. Tie each milestone to its predecessor and name the decision-maker responsible for resolving a slip.
Include contingency actions for a changed manifest or launch date. NASA notes that CubeSat manifests and dates can change, so an award announcement or public manifest is not a contractual promise of a fixed flight date. The reviewed sources do not establish a comparable cross-provider lead-time or delay-rate statistic; avoid using a generalized industry figure as a schedule commitment.
Check program eligibility and price evidence carefully
NASA’s Venture-Class Acquisition of Dedicated and Rideshare (VADR) contract includes standard launch services and streamlined CubeSat launch services. It covers dedicated launches, anchor-payload rideshares, and traditional rideshares for eligible NASA or NASA-sponsored missions. It should not be treated as an open commercial purchasing program for every small-satellite team.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsNASA states a maximum total value of $300 million across all VADR fixed-price IDIQ contracts, with a five-year ordering period. That figure is a government contract ceiling, not the price of an individual launch or a market benchmark. The sources do not establish a current, comparable general launch-price figure suitable for comparing providers. Obtain scope-specific current quotes and check their assumptions, included services, and validity directly with the contracting party.
Pre-signature readiness check
Before authorizing an agreement, confirm that the plan contains the following:
- A mission and payload baseline with orbit, envelope, deployment, schedule tolerance, risk, and control needs.
- A documented choice among service models, with the rideshare structure and any primary-mission constraints understood.
- A quote comparison that separates included work, exclusions, hardware, services, and customer responsibilities.
- A licensing register and scheduled provider safety package, with owners and dependencies.
- Defined scope, interfaces, acceptance evidence, review gates, change control, delay/cancellation handling, and anomaly response.
- A milestone schedule tied to the provider’s current requirements, with a contingency plan for manifest or date changes.
- Named responsibility for integration interfaces, operations, data, and end-of-life obligations relevant to the purchased service.
NASA’s current technical basis includes its 2026 Small Spacecraft State-of-the-Art launch and platform chapters. NASA’s SSRI launch procurement index was last updated in 2021 and is useful as a background reference rather than a current market listing. Provider capabilities, manifests, prices, task orders, licensing requirements, and contract terms can change; confirm the controlling requirements with the actual provider and applicable authority before committing.
