What skills and infrastructure do telecom companies need to develop advanced technology in-house?

Telecoms need a connected stack of network expertise, software, data and AI, cloud-native platforms, cybersecurity, integration labs and product governance to build advanced technology safely in-house.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Telecom companies that want to build advanced technology internally need more than data scientists or a private cloud. They need a connected capability stack: telecom network expertise, software engineering, cloud-native platforms, data and AI, cybersecurity, systems integration, testing, and a product operating model that can move a validated idea into a safe production service. The infrastructure must make data trustworthy, software repeatable, multi-vendor systems testable, and high-impact automation observable and reversible.

The capability stack an in-house telecom team needs

Advanced telecom products sit at the intersection of physical networks, distributed software, regulated operations and customer-facing services. Hiring one specialist group without the surrounding disciplines creates prototypes that cannot be integrated, secured or operated. Build the following capabilities as a deliberately connected stack.

1. Telecom architecture and software-defined networking

Retain deep knowledge of radio access, core, transport, service assurance and network operations while adding modern software skills. Engineers should understand how network functions behave under load and failure, then be able to expose those functions through APIs, automate them and run them on cloud-native infrastructure. TM Forum describes telecom R&D changing as networks move toward software functions and composable IT, and recommends making R&D part of product and service development rather than an isolated laboratory activity. See TM Forum’s report on the future for telecoms R&D.

  • Network architecture, protocol and radio-domain specialists who can define technical constraints.
  • Software engineers experienced with distributed systems, APIs, version control, automated delivery and observability.
  • Cloud-native architects who can package network functions, manage service dependencies and design for failure.
  • Automation engineers who translate operational procedures into controlled, repeatable workflows.
  • Systems architects who map interfaces across legacy and new platforms.

2. Data engineering, governance and AI

AI projects usually fail first at the data and operating-model layers, not at the model layer. A telco needs data engineers to build reliable pipelines from network telemetry, alarms, inventories, customer interactions and commercial systems. Governance teams must define ownership, quality rules, retention, access and shared meanings for terms such as availability, congestion and churn. Machine-learning specialists then need telecom expertise to select useful signals, evaluate models and monitor drift.

TM Forum’s AI-strategy report says operators need coherent company-wide data infrastructure, suitable technologies and processes, and relevant skills before AI can scale. Its evidence base comprised interviews with 20 communications service providers and a survey of 104 executives across 73 telcos; those figures describe the report’s research base, not the percentage of operators with any particular capability. Read the AI strategy report.

  • Data platform: governed ingestion, cataloguing, lineage, quality checks and access controls across operational and business domains.
  • Model lifecycle: reproducible training, evaluation datasets, model versioning, deployment controls and rollback.
  • Evaluation: task-specific measures such as forecast error, false-positive rate, avoided truck rolls or customer-resolution time, plus safety tests for abnormal conditions.
  • Human expertise: network planners, fraud analysts, service managers and other domain owners who can judge whether an output is operationally meaningful.

3. Cloud-native platforms and composable architecture

In-house development requires a common platform so every team does not rebuild deployment, identity, logging and policy controls. Provide standardized interfaces, reusable services, automated pipelines and environments that resemble production. “Cloud-native” does not mean that every workload must run in a public cloud: latency, sovereignty, resilience, data movement and operating cost may favor a private cloud, an edge site or a hybrid design.

Platform teams should offer self-service environments with guardrails. A product team can then provision compute, storage, message streams, test data and monitoring through approved templates instead of waiting for a bespoke infrastructure project. Keep interfaces composable so a service can be replaced without rewriting the entire network stack.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Cybersecurity, privacy and resilience

Security is an engineering property, not a final compliance gate. Build identity and least-privilege access into the platform; protect APIs and supply chains; encrypt data in transit and at rest; and record administrative and automated actions. Threat modelling should cover radio, core, edge, cloud, application and vendor interfaces.

Resilience engineering belongs beside security. Define failure domains, backup and recovery objectives, safe degradation, capacity limits and change-rollback procedures. For AI, test data poisoning, prompt or input manipulation where relevant, model extraction, sensitive-data leakage and unsafe recommendations. Critical-network automation must be able to stop, revert or hand control to an operator.

5. Systems integration and interoperability

Open interfaces and multi-vendor designs can broaden choice, but they also create more combinations to integrate and assure. The UK Department for Science, Innovation and Technology says Open RAN can help tailor networks and broaden the ecosystem while increasing deployment complexity and the need for performance, security and interoperability testing. Its report notes that integration may be done by an operator, a vendor or a specialist integrator. These are UK-specific policy observations, not a universal market benchmark. See the UK telecoms supply-chain report.

Develop integration engineers who can define interface contracts, build test harnesses, diagnose cross-domain faults and manage version compatibility. They should work with procurement and architecture teams early, because an apparently open interface may still have undocumented performance, timing or operational assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Product management and domain-focused teams

R&D creates value only when a real user or operational owner adopts the result. Form multidisciplinary teams around a measurable problem: for example, reducing fault-diagnosis time, improving capacity planning or launching a programmable service. Include a product manager, network and operations specialists, software and data engineers, security, legal or regulatory expertise where needed, and a representative of the teams that will run the system.

Give each initiative a named outcome, baseline, target, owner and route to production. Technology demonstrations without an adoption owner should remain experiments, not receive indefinite delivery funding.

Infrastructure blueprint for internal development

Data and telemetry foundation

Inventory the sources first: network events, performance counters, configuration, topology, tickets, orders, billing and customer-experience measures. Standardize timestamps, identifiers and units; retain lineage; and separate raw evidence from curated datasets. A shared catalog should show who owns each dataset, how fresh it is, what its quality limitations are and which uses are permitted.

Use privacy controls appropriate to the data. Mask or tokenize personal information in development, restrict production access and define retention periods. A model that cannot legally or operationally access reliable data is not production-ready, regardless of its laboratory accuracy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Development and delivery platform

  • Source control with peer review and signed, traceable releases.
  • Continuous integration that runs unit, integration, security and policy checks.
  • Automated environment provisioning so test and production configurations are comparable.
  • Artifact and model registries that preserve versions, dependencies and approvals.
  • Progressive deployment, feature flags and rapid rollback.
  • Central logs, metrics, traces and event correlation accessible to developers and operations.

Network, cloud and edge execution

Choose execution location per workload. Central processing can simplify management and provide more compute; edge execution can reduce latency, data transfer and dependence on a distant site. Document the decision using latency, workload size, connectivity, resilience, cost and operational-value criteria. Not every use case needs the largest model or a centralized processor.

For network functions, reserve capacity and test behavior during congestion, link loss, node failure and partial upgrades. Keep management planes separate from customer traffic where the design requires it, and ensure that an automation failure cannot cascade across the whole estate.

Test and assurance environments

Maintain a lab that can reproduce representative network topologies, traffic patterns, configurations and faults. Test single components, then interfaces, then end-to-end services under normal and degraded conditions. Include security and interoperability from the first integration build rather than treating them as a release-week activity.

The UK report describes two complementary UK facilities: SONIC Labs supports earlier-stage products, while the UK Telecoms Lab focuses on security and interoperability testing for more mature products. Their existence illustrates a useful maturity pattern—an exploratory environment followed by a rigorous pre-deployment assurance environment—not a requirement to use those facilities outside the UK.

How to turn an idea into a safe production capability

  1. Define the operational or customer problem. State who is affected, the current baseline, the desired improvement and the decision the technology will support. Reject projects whose only benefit is that a new model or platform exists.
  2. Map data, interfaces and constraints. Identify source systems, owners, data quality, privacy restrictions, latency needs, external dependencies and failure consequences. Record which parts are undocumented or unavailable.
  3. Build a thin, measurable prototype. Use representative—but controlled—data and a test environment. Compare against a simple baseline, such as the existing rule, forecast or manual process. Measure technical performance and operational usefulness separately.
  4. Add security and governance controls. Threat-model the design, set access permissions, document model and software provenance, define retention, and decide which actions require approval. Do not wait until live deployment to answer who is accountable.
  5. Integrate with realistic systems. Exercise APIs, timing, capacity, version changes, alarms and recovery with the surrounding network and IT stack. Test multi-vendor combinations when the service depends on them.
  6. Run controlled pilots. Limit geography, customers, traffic or action scope. Use canary releases, shadow mode or recommendations-only operation before allowing automated changes. Establish stop conditions and an on-call owner.
  7. Prove operational readiness. Confirm dashboards, alert thresholds, runbooks, staffing, training, backup, rollback and support ownership. A successful demo is not evidence that the service can be operated at 3 a.m.
  8. Scale by measured gates. Expand only when reliability, security, customer impact and cost meet the agreed thresholds. Feed incidents and drift back into the engineering backlog.

Governance for AI and other autonomous functions

As software begins to recommend or execute network changes, write a permission model before enabling actions. TM Forum’s September 2026 AI-native forum summary advises operators to define which actions agents may take, which data they may access and when human approval is required. It also identifies trusted data, shared definitions, architecture, standards and observability as prerequisites for dependable decisions. The guidance is summarized in TM Forum’s AI-Native Telco Forum takeaways.

Permission tiers

  • Observe: read approved data and produce explanations or alerts; no system changes.
  • Recommend: propose a change with confidence, evidence and an expiry time; a named operator approves it.
  • Execute within bounds: perform pre-approved, reversible actions inside rate, geography, time and capacity limits.
  • Escalate: stop and request a human decision when confidence falls, conditions are novel or consequences exceed the defined threshold.

Log the input, model or rule version, tools called, recommendation, approval, action and result. Observability should show not only whether a command succeeded, but whether it improved the service and whether the system is drifting toward unsafe behavior.

Choosing an operating model

No single sourcing or organization model fits every operator. Compare choices explicitly rather than adopting “in-house” as an all-or-nothing label.

Decision axis Internal emphasis Ecosystem emphasis Question to resolve
Control versus specialist access Retain architecture knowledge, data control and long-term ownership. Use vendors, research institutions, cloud providers or integrators for scarce expertise. Which capabilities are strategically differentiating or safety-critical?
Single vendor versus multiple vendors Fewer interfaces and potentially simpler accountability. More choice and negotiating flexibility through open or multi-vendor designs. Can the team fund the additional integration and assurance work?
Central versus edge execution Centralize for shared operations and larger pooled capacity. Place processing near users or network functions for latency and data-control needs. What do latency, resilience, workload, cost and data movement require?
Experiment versus production Fast learning with limited scope and reversible changes. Production-grade controls, support, compliance and measurable service outcomes. What evidence is required to cross the release gate?

These axes synthesize the trade-offs highlighted by the UK supply-chain report and TM Forum’s AI-native guidance; they are decision tools, not claims that one arrangement is universally superior.

Metrics and the business case

Set a baseline before development and report results in language that operating and commercial leaders can use. Useful measures include:

  • Service availability, latency, throughput and quality-of-experience change.
  • Mean time to detect, diagnose and restore faults.
  • Reduction in truck rolls, manual tickets, energy use or avoidable capacity.
  • Forecast accuracy, model false-positive and false-negative rates, and human override frequency.
  • Release frequency, change-failure rate, rollback time and time from prototype to pilot.
  • Revenue, retention, adoption or margin from a new programmable or digital service.
  • Security findings closed, policy violations, audit completeness and recovery-test results.

TM Forum’s 2026 6G reporting stresses commercialization, monetization, programmability and operational readiness. Its message is practical for any advanced-technology program: treat the network as a platform for a valued service or operational improvement, not as a science project. George Glass, TM Forum’s CTO, put it this way: “6G is not a science project, it is a business platform.” The statement appears in TM Forum’s 6G commercialization report announcement.

Do not infer a universal budget or staffing ratio from available industry reports. The evidence does not establish headcount, cost or make-versus-buy benchmarks that apply to every operator. One UK-specific reference point is the report’s description of a £250 million Open Networks R&D programme; the reviewed page does not establish that figure as current funding for every market or future period.

Common failure modes and fixes

Prototype success without a route to production

Symptom: a pilot scores well but no team owns deployment. Fix: assign the production product owner, operating budget, security review and support team before expanding the experiment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AI built on inconsistent data

Symptom: different systems use conflicting identifiers, timestamps or definitions. Fix: establish data owners, shared schemas, quality checks and lineage before tuning a more complex model.

Open interfaces mistaken for plug-and-play integration

Symptom: components conform on paper but fail under realistic timing, load or fault conditions. Fix: maintain interface contracts, conformance tests, end-to-end labs and version-compatibility matrices.

Automation with excessive permissions

Symptom: an agent or script can make broad changes without review or clear rollback. Fix: start in observe or recommend mode, restrict tools and data, impose action limits, require approval for consequential changes and log every decision.

Platform sprawl

Symptom: every project selects different pipelines, clouds, telemetry and identity controls. Fix: provide a small, supported set of paved paths, while allowing documented exceptions for genuine workload needs.

A practical capability roadmap

First 0–3 months: establish ownership and baselines

  • Choose one or two high-value operational or customer problems.
  • Map data, interfaces, risks and current performance.
  • Name product, network, data, security and operations owners.
  • Define the minimum platform standards and permission model.

Months 3–9: build the repeatable path

  • Implement governed data pipelines and a catalog for the selected domains.
  • Stand up automated build, test, deployment, observability and rollback.
  • Create representative lab environments and integration test suites.
  • Run controlled pilots with recommendation-only or tightly bounded automation.

Months 9–24: industrialize and scale

  • Promote proven components into reusable platform services.
  • Expand interoperability, resilience and security testing across vendors and sites.
  • Train operations and establish 24/7 support, incident learning and model monitoring.
  • Fund the next use cases only when the first ones show measurable service, customer or commercial value.

The result is not simply an internal research department. It is an engineering system in which domain experts, software and data teams, platform operators, security specialists and product owners can repeatedly turn an idea into a measurable, governable telecom capability.

Frequently Asked Questions

Should every telecom AI workload run in a centralized cloud?

No. Choose central, private, edge or hybrid execution according to latency, workload, data movement, resilience, sovereignty, cost and operational value. The most powerful or centralized option is not automatically the best one.

When should an operator use an external integrator instead of building the capability internally?

Use an external specialist when it provides scarce integration, testing or domain expertise faster than hiring and developing it. Keep architectural ownership, security decisions, data governance and operational accountability inside the operator for capabilities that are strategically differentiating or safety-critical.

What is the minimum evidence needed before AI can change a live network?

The operator should have representative evaluation results, security and interoperability tests, bounded permissions, audit logs, observable outcomes, a rollback path, a named human owner and a pilot with explicit stop conditions. A laboratory accuracy score alone is insufficient.
