What Should an Open Agent Identity Standard Define?

A useful agent identity standard needs a testable core for identifiers, credential proof, lifecycle and delegation, with profiles for existing systems and clear boundaries between discovery, authentication and permission.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An open agent identity standard should define a small, testable core: how an agent is named, how a credential or key is bound to that identity, how a verifier checks the proof, and how lifecycle and delegation context can be represented. It should keep discovery, authentication, authorization, and runtime enforcement separate. These are active proposals and drafts—not a settled consensus standard.

What belongs in the standard’s interoperable core?

The core should specify portable semantics and verification behavior, while profiles connect those semantics to existing identity systems and protocols. It should not require every deployment to adopt one identifier format, issuer, or policy engine.

Identifier semantics

Define what an identifier names, its scope and uniqueness expectations, any relevant issuer or controlling-organization relationship, and when it persists or changes. Do not assume every identifier is a stable, human-readable name. The W3C Community Group authentication draft notes that a DID can be verifiable without being a stable human-readable name, and that persistence and rotation depend on the DID method. Credential and key binding

Require proof that cryptographically connects the identifier to the credential or key presented by the agent. Specify what a verifier needs to check and what failures mean. An identifier by itself is not a credential: IETF AI-Auth draft material distinguishes unique identifiers from credentials cryptographically bound to agent attributes, and its interim slides state that authentication and authorization rely on the credential, not the bare identifier. Credential lifecycle

Define interoperable meanings for provisioning, expiry, renewal, rotation, invalidation or status checks, and key changes. Profiles can map those semantics to a deployment’s chosen credential issuer and workload identity mechanism. The W3C group scope includes credential lifecycle management and revocation; the IETF draft material discusses runtime provisioning and rotation. Authentication results and freshness

Specify what a successful proof establishes: which identifier and verification method were authenticated, and what freshness or request-context binding the applicable profile requires. The W3C HTTP authentication draft describes authentication using a verification method authorized by a DID document’s authentication relationship, with method-specific binding profiles. W3C Community Group draft

Delegation and audit context

Make it possible to carry the initiating person or organization, the delegated agent identity, the relevant scope, and verifiable chain context into downstream requests or logs. IETF draft material says implementations should support reconstructing an execution chain that includes delegated authority and intermediate calls. The exact universal policy language is not settled in these sources. IETF WIMSE interim draft material

Profiles and conformance tests

Publish machine-testable vectors and profiles for different identifier and credential systems and for the transports that use them. The W3C group scope proposes integration profiles for MCP, A2A, OAuth/OIDC, and SPIFFE; the authentication draft uses DID method binding profiles. Profiles let systems interoperate without turning the core into one monolithic stack. W3C group scope · W3C Community Group draft

Which boundaries must remain clear?

Four related functions should not be confused. Discovery finds an endpoint and protocol. Authentication checks control of an identifier-linked method. Authorization decides whether that authenticated actor may perform a particular action on a particular resource. Runtime enforcement and safety evaluate whether the requested action is acceptable in its actual execution context.

The Agent Identity & Discovery specification describes itself as a DNS-first bootstrap layer that answers where an agent is and which protocol to speak; it says richer protocols handle authentication and authorization. It does not issue credentials or grant authorization. The W3C authentication draft likewise says successful authentication establishes control of a verification method but does not grant resource access: the server must make a separate authorization decision. An identity credential alone cannot establish that an action is safe. Agent Identity & Discovery specification · W3C Community Group draft · IETF WIMSE interim draft material

How should proposals be compared?

A proposal should be judged by the interoperability and assurance it defines, not by whether it adopts a particular identifier format.

  • Layer boundary: Does it cover discovery, identity and authentication, authorization, or multiple layers? Are its claims explicit?
  • Identifier portability: Is identity scoped to a domain, trust domain, DID method, or another namespace? Can a verifier resolve it without hidden bilateral assumptions?
  • Credential assurance and lifecycle: What is cryptographically bound? How do profiles handle freshness, expiry, rotation, revocation or status, and key compromise?
  • Delegation and accountability: Can a verifier distinguish an agent from its controller or delegator? Can scope and chain context be carried and audited?
  • Profile strategy: Can it connect to DID, OAuth/OIDC, SPIFFE/WIMSE, MCP, and A2A deployments without requiring all parties to adopt one stack?
  • Conformance and maturity: Are requirements normative and testable? Is the document a draft, a Community Group effort, working-group material, or an adopted standard?

Agent Identity & Discovery

The specification identifies v2.1.1 as its current normative version, dated 2 October 2026. Its abstract asks, “Given a domain, where is the agent and which protocol should I speak?” It defines DNS TXT discovery at _agent.<domain>, says authentication and authorization belong to other protocols, and describes aid2 as the current default wire format and aid1 as a legacy compatibility format. W3C Community Group HTTP authentication draft

IETF AI-Auth draft material

The July 2026 AI-Auth Internet-Draft reproduced in WIMSE interim meeting materials frames agent identity management in terms of identifiers, bound credentials, runtime provisioning, authentication, authorization, observability and remediation, policy, and compliance. It uses WIMSE identifiers as its primary identifier in that framework and says SPIFFE IDs may instantiate the model. This is draft work describing a particular framework, not universal consensus. Research proposal on authorization layers

A May 2026 paper by Partha Madhira argues for separating credential containers, authorization payload semantics, and enforcement engines so profiles can preserve common authorization meaning across trust boundaries. It is a research proposal, not a standard. Paper abstract
