Activate the school’s incident-response plan, alert IT and senior leadership, involve the data protection officer (DPO), contain the attack, and establish exactly what staff information may be affected. Keep a secure timeline of facts and decisions, assess risk under the law that applies to the school, and coordinate regulator, staff, parent, insurer and service-provider communications through named roles. A cyberattack does not automatically prove that personal data was stolen, and a vendor’s investigation does not remove the school’s own governance and notification responsibilities.
1. Raise the alarm and activate the response plan
Anyone who suspects that an attacker has accessed school systems should report it immediately through the school’s incident process. Do not wait for proof of data theft. The UK Department for Education (DfE) cyber-security core standard directs staff to report incidents to IT support and the senior-leadership digital lead. Those leaders should activate the incident-response plan, contain risk, capture information, investigate and escalate to governors or trustees.

Use the plan rather than improvising technical fixes. A staff member who discovers unusual encryption, a phishing message, a ransom note or suspicious account activity should preserve the message and report what they saw, when they saw it and which device or account was involved. They should not delete files, negotiate with an attacker, reconnect isolated equipment or install unapproved software.

That principle applies to other attacks as well: early escalation gives the technical team more options and gives leaders time to meet legal and safeguarding obligations.

Immediate actions for the first hour
- Notify the designated IT support contact and senior-leadership digital lead using a trusted channel, not an email account that may be compromised.
- Open the incident log and record the first report, time, reporter, affected device or service and actions already taken.
- Ask qualified IT staff or the contracted provider to isolate affected accounts, devices, servers or network segments without destroying evidence.
- Call the DPO or privacy officer and the incident lead named in the plan.
- Tell staff what they must do now, such as stopping use of a compromised system, while avoiding speculation about the scope of exposure.
- Preserve logs, ransom notes, suspicious messages, screenshots and relevant access records in a secure location.
2. Separate an attack from a personal-data breach
“Cyberattack” describes the security event; “personal data breach” describes what happened to personal data. Under the UK DfE definition, a breach includes personal data being lost, stolen, destroyed, changed without permission or accessed without permission. It can therefore involve unauthorised viewing or alteration even when no database was downloaded, and it can include accidental loss or destruction during an attack.
Do not announce that staff data was exfiltrated until evidence supports that conclusion. At the same time, do not assume that encrypted or unavailable files are harmless. Determine whether the attacker could access, copy, alter, delete or encrypt information, and whether backups or connected services were reached.
Build an affected-data picture
Work with IT and the DPO to identify the systems, accounts and storage locations involved. Classify the information rather than using the vague label “staff data.” Examples may include:
- Names, work email addresses, job titles and telephone numbers.
- Payroll, bank-account, tax, pension and benefits information.
- Absence, health, disability, disciplinary or grievance records.
- Identity documents, addresses, emergency contacts or background-check information.
- Credentials, security questions, access tokens or copies of correspondence.
Record which categories are confirmed, which are only potentially involved and which systems were checked but unaffected. List the people or groups concerned: current staff, former employees, applicants, contractors, volunteers or governors. Note whether data was encrypted, whether the encryption key was also exposed, and whether the incident affected confidentiality, integrity, availability or more than one of these.

3. Keep a defensible incident record
A contemporaneous record helps the school make consistent decisions, answer staff questions and demonstrate compliance. The DfE’s incident-recordkeeping guidance calls for records that are accurate, timely, secure and consistent, retained under the school’s own record rules.
What to log
- Timeline: detection, alerts, containment steps, provider contacts, decisions and recovery milestones, each with a time zone and timestamp.
- Observed facts: log entries, system alerts, affected hostnames, account activity, file paths and statements from witnesses. Label assumptions as assumptions.
- Scope: systems and backups examined, data categories, data subjects, geographic locations and periods covered.
- Actions and owners: who isolated an account, approved a message, contacted a regulator or authorised restoration.
- Risk assessment: likely consequences, number and type of people affected, protective measures and the DPO’s reasoning.
- Notifications: regulator submissions, staff notices, law-enforcement reports, insurer claims and provider tickets, including copies and timestamps.
Restrict the log to people who need it. Do not put unnecessary sensitive staff details into ordinary email threads or shared documents. Keep an immutable or access-controlled copy so later edits cannot erase the original sequence of events.
4. Assess notification duties by jurisdiction
Notification is a risk and jurisdiction decision, not an automatic consequence of every cyberattack. The school’s DPO, privacy officer or legal adviser should apply the law for the school’s location, the affected people and the relevant systems. Ask the regulator or supervisory authority for guidance when the threshold is unclear.

| Question | UK guidance cited here | Other jurisdictions |
|---|---|---|
| What triggers regulator notice? | If the school determines that a personal-data breach creates a risk to data subjects. | Not established by the cited sources; check the applicable national, state, provincial or sector rule. |
| Deadline | Notify the UK Information Commissioner’s Office (ICO) within 72 hours of becoming aware, under the DfE guidance described here. | There is no single worldwide deadline. Some laws use different hours, thresholds or discovery rules. |
| Notice to affected people | Inform affected people when appropriate so they can take protective steps, based on the assessed risk. | Follow the local authority’s content, timing and method requirements. |
| Who decides? | The school, with the DPO supporting the assessment and ICO contact. | The school’s privacy lead and advisers under local law; a supplier cannot complete the school’s duty by notifying on its behalf. |
UK-specific example
For a school operating under the UK guidance cited in this article, the 72-hour period starts when the school becomes aware of a breach that may create risk to data subjects, not when every forensic question is answered. Submit the information available, update it as facts develop and retain the decision record. If the school is unsure whether the impact or threshold requires notification, the DfE advises contacting the ICO helpline.

Do not present that 72-hour instruction as a rule for schools elsewhere. US schools must check applicable federal, state and contractual requirements; the US Department of Education resources provide education-sector response context but do not replace state-specific legal advice. The historical US Data Breach Response Checklist was last updated in June 2012, so current authority guidance should control operational and legal decisions.
5. Assign clear responsibility
Every school has a different structure. The DfE’s roles guidance says responsibilities should be adapted to the school, while still assigning accountable owners. A simple responsibility map prevents a technical provider, communications officer or individual teacher from making a decision outside their authority.
| Role | Core responsibilities during the incident |
|---|---|
| Headteacher and senior leadership | Activate and oversee the plan, approve priorities, involve the DPO and recovery team, brief governors or trustees and authorise public communications. |
| IT support or managed provider | Investigate indicators, contain affected systems, preserve evidence, identify impacted services, check backups and estimate disruption and restoration timing. |
| DPO or privacy officer | Determine whether personal data is involved, assess risk, advise on regulator and individual notices, document the reasoning and coordinate with the regulator as appropriate. |
| Business manager, HR and communications | Coordinate operational updates, assess payroll and HR effects, maintain approved staff messages and route questions to authorised spokespeople. |
| Safeguarding lead | Assess whether exposed information creates a safeguarding concern for staff, pupils or families and trigger the safeguarding process where needed. |
| Governors or trustees | Receive escalation, challenge whether risks are controlled and support policy, resource and recovery decisions. |
Outsourcing IT changes who performs technical tasks, not who is accountable for the school’s governance, compliance decisions and stakeholder communication. Confirm contract terms for incident notice, evidence access, forensic support, recovery and cooperation with the regulator.

6. Communicate without causing additional harm
Use the communication plan and a named spokesperson. Messages should state what is known, what is being investigated, what recipients should do and where verified updates will appear. Coordinate wording with leadership, HR, IT, the DPO, legal advisers and the safeguarding lead as appropriate.

What a first staff update should contain
- A plain description that a security incident is being investigated, with the date and time of the update.
- Practical instructions, such as changing a password through a trusted device, watching for targeted phishing or avoiding a named service until cleared.
- What information is currently confirmed or not confirmed, without guessing about the attacker or number of records.
- A secure contact route for questions and the time of the next update.
Do not claim that data is safe before the investigation supports that conclusion. Do not identify an alleged attacker, publish unverified numbers or downplay the event. The UK National Cyber Security Centre’s chief-executive guidance warns against misrepresenting or minimising an incident. If individual notices are required, make them understandable and explain protective steps such as password resets, fraud monitoring or contacting a bank when relevant.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Contact providers, authorities and insurers
Follow the school’s plan and local reporting rules. In the UK DfE ransomware guidance, schools are told to report to relevant authorities, notify the ICO within 72 hours if personal data is involved, contact affected service providers and contact a private insurer when cyber cover applies. Verify current contact details, eligibility and policy wording directly rather than relying on an old plan.
For UK schools that are members of the Risk Protection Arrangement, the DfE page identifies emergency assistance for members; confirm membership and the current route before calling. A cyber-insurance notification may have strict timing, panel-provider or consent conditions, so notify the insurer promptly and preserve its instructions in the incident log.

8. Recover carefully
Recovery is more than switching systems back on. IT staff or the provider should verify that backups are complete, untampered with and from a clean point before restoration. Identify the last known-good backup, the data-loss window and services that must be restored first for safeguarding, payroll, teaching and emergency communication.
- Confirm containment and remove unauthorised access paths, including compromised accounts, remote tools and exposed credentials.
- Validate backups and restoration procedures in an isolated environment.
- Restore priority services in an agreed order and monitor them for renewed suspicious activity.
- Record downtime, missing or altered data and any manual workarounds used by staff.
- Tell decision-makers and affected users what is available, what remains offline and when the next update will arrive.
- Require password resets, multifactor authentication or other control changes where the investigation identifies credential risk.
Do not let pressure to resume normal operations erase evidence or bypass approval. Document who authorised each restoration and the basis for believing the environment was safe enough to return to service.
9. Review causes and prevent a repeat
After containment and recovery, hold a structured review covering the attack path, detection time, decisions, communications, supplier performance, backup quality and staff impact. Include near misses as well as confirmed breaches. The DfE guidance recommends reviewing what happened, how and why it happened, and what controls or processes should change.

- Patch or retire the exploited service and record the owner and due date.
- Remove unnecessary privileges, review administrator accounts and enforce strong authentication.
- Test offline or otherwise protected backups and run a restoration exercise.
- Update contact trees, escalation thresholds, supplier clauses and regulator templates.
- Train staff on phishing, reporting routes and the prohibition on unauthorised remediation.
- Review data retention and access so the school holds and exposes fewer records.
- Report completed actions to governors or trustees and schedule verification, not just policy approval.
A practical first-day checklist
- Incident lead, IT lead, DPO and communications lead named.
- Trusted communication channel established.
- Affected accounts and systems isolated without destroying evidence.
- Timeline and secure incident log opened.
- Data categories, people affected and backup status being investigated.
- Jurisdiction and regulator requirements identified.
- Provider, insurer and relevant-authority contacts checked.
- Approved staff update issued with the next-update time.
- Recovery priorities and decision owners documented.
The safest response is disciplined and transparent: contain first, establish facts, assess risk with the DPO, meet the rules that apply to the school, communicate through authorised channels and record every significant decision. That approach protects staff while giving leaders a defensible path through uncertainty.
