Read the breach notice, use any monitoring it specifically offers, check your credit reports, and consider a free credit freeze or fraud alert. Exposure alone does not prove identity theft, but unexplained accounts, charges, tax notices, medical bills, or employment records require immediate reporting and recovery steps.
Start with the breach notice
A data-breach notice confirms that information was exposed; it does not by itself show that anyone has used your Social Security number (SSN). Read the notice carefully before taking action.

Confirm what was exposed
Look for the date of the incident, the categories of data involved, and whether the company says your SSN was included. The same notice should explain how to contact the company and whether it is offering free credit monitoring, identity-monitoring, or another service. Use only the offer and enrollment instructions stated in that notice; availability, duration, and coverage vary by breach.
Save evidence
Keep the notice, enrollment confirmation, reference numbers, and any emails or letters in a dedicated folder. If the notice arrived by email, verify that the sender and links are genuine by visiting the company’s known website or calling a number from a statement—not a suspicious message.

Check your credit reports for unfamiliar activity
Obtain your reports from AnnualCreditReport.com, the federally authorized source for free reports. Review all three nationwide bureau reports, because an account or inquiry can appear on one report before another.
IdentityTheft.gov says consumers can check reports weekly for free. Continue checking rather than treating one clean review as proof that no misuse occurred.
What to look for
- Credit cards, loans, utility accounts, or other accounts you did not open.
- Hard inquiries from businesses you do not recognize.
- Incorrect names, addresses, phone numbers, or employers that could indicate a mixed or compromised file.
- Collection accounts, late payments, or balances for debts you never incurred.
- Transactions or charges that do not match your activity.
Download or print each report and mark the date you reviewed it. If you find something unfamiliar, do not assume it is harmless: contact the listed creditor through an independently verified channel and begin the identity-theft process described below.

Choose between a credit freeze and a fraud alert
Both options are free, but they work differently. A freeze restricts access to your credit report. A fraud alert leaves the report available but asks businesses to take additional steps to verify an applicant’s identity. Neither is a guarantee that every form of fraud will stop.
| Option | What it does | How to request it | Duration and trade-off |
|---|---|---|---|
| Credit freeze | Restricts access to your credit report, which can make it harder for an identity thief to open new credit in your name. | Request it separately from Equifax, Experian, and TransUnion. Use the current bureau directory at IdentityTheft.gov because contact methods can change. | Free and remains until you lift or remove it. You may need to temporarily lift it when applying for credit or another service that checks your report. |
| Initial fraud alert | Signals businesses to verify your identity before issuing credit. | Contact one nationwide bureau; that bureau must notify the other two. | Free and lasts one year. You can renew it. |
| Extended fraud alert | Provides stronger notice to potential creditors after you have experienced identity theft; creditors must contact you before issuing credit. | Contact a bureau and provide an FTC Identity Theft Report and the required forms. | Free and lasts seven years. |
Which one fits your situation?
A freeze is the stronger choice when you want to block most new-credit applications and can tolerate lifting it for legitimate applications. An initial alert may be more convenient if you expect frequent credit checks or do not want to manage three separate freeze accounts. An extended alert requires documented identity theft, not exposure alone.
You may use a freeze and an alert at different times, but do not treat either as a substitute for reviewing reports, bank activity, tax correspondence, and medical bills.

When you see signs of actual identity theft
Warning signs include unexplained withdrawals, unfamiliar credit accounts or charges, debt collection for debts you do not recognize, medical billing or insurance anomalies, or a notice that your personal information was compromised. If any of these appear, move from precaution to documented recovery.
- Call each affected business’s fraud department. Explain that the account or transaction is not yours. Ask the business to close or freeze the fraudulent account, remove unauthorized charges, and send written confirmation.
- Keep a contact log. Record the date, time, representative’s name or identification number, case number, promised action, and any documents you sent. Save copies of letters, forms, screenshots, and billing statements.
- File a report at IdentityTheft.gov. The federal service creates an FTC Identity Theft Report and a recovery plan based on the information you provide. Save or print both documents and follow the steps tailored to your case.
- Dispute fraudulent information with the credit bureaus. IdentityTheft.gov explains how to send the bureaus your FTC Identity Theft Report, proof of identity, and a description of the fraudulent information to request that it be blocked.
The FTC uses reports to support law-enforcement and trend analysis, but it does not resolve individual consumer complaints. The businesses and bureaus involved in your case must handle the account closures, charge reversals, and report corrections.
Could someone file taxes with your SSN?
Yes. An identity thief can try to use an SSN on a fraudulent tax return to claim a refund before the legitimate taxpayer files. SSN exposure alone does not mean you should submit a tax-identity-theft form, but it does justify close attention to tax records.

Reduce the risk
- File your federal and state tax returns as early as you can.
- Use a secure method to submit returns and protect tax documents.
- Watch for IRS letters, refund rejections, or notices about a return you did not file.
If the IRS contacts you
Follow the instructions in the specific IRS notice and respond promptly. When tax identity theft is suspected and you have not already filed the relevant affidavit, IdentityTheft.gov identifies IRS Form 14039 as the form used to report it. Keep a record of every contact and document you submit. Do not file Form 14039 solely because a breach exposed your SSN.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Check for employment misuse
Someone using your SSN for work can create wage records or tax problems that do not appear on a credit report. Review your earnings and employment history through a my Social Security account. If you find an employer or wages that are not yours, contact a local Social Security Administration office and ask how to correct the record.
IdentityTheft.gov also describes an E-Verify account lock that can help prevent employment-verification checks using your SSN. Account names and procedures can change, so confirm the current process on the official government service before relying on it.

Ignore “your SSN is suspended” calls
Unexpected callers may claim that your SSN is suspended, tied to a crime, or about to cancel your benefits. They may demand your SSN, bank details, a wire transfer, cash, or gift cards. Do not provide information or payment, and do not call back using the number displayed on your phone.
The FTC’s IdentityTheft.gov guidance states: “Your Social Security number is not about to be suspended.” It also says, “SSA will never call to threaten you or your benefits.” Social Security staff may call about ongoing business, but they will not threaten you or demand money. Report impersonation calls at ReportFraud.ftc.gov.
Is a new Social Security number necessary?
Usually not. IdentityTheft.gov says a person generally cannot receive a new SSN without evidence that the existing number is being misused. Even when the Social Security Administration approves a new number, organizations may retain records linking you to the old one, so the change may not eliminate every account or reporting problem.

A practical follow-up schedule
Today
- Read and save the breach notice.
- Enroll in any monitoring the notice explicitly offers.
- Pull your credit reports and mark unfamiliar activity.
- Choose a freeze or initial fraud alert if the risk and inconvenience fit your situation.
- Change passwords on affected accounts and turn on multifactor authentication where available.
Over the next several weeks
- Review credit reports regularly; weekly checks are available through IdentityTheft.gov’s guidance.
- Watch bank statements, credit-card statements, medical bills, insurance explanations of benefits, and mail for anomalies.
- Track every dispute and follow up when a business misses a promised deadline.
- File taxes early and respond to any IRS notice.
If fraud appears later
Return to the business’s fraud department, update your contact log, and add the new incident to your IdentityTheft.gov report and recovery plan. A clean report today does not rule out misuse discovered months later.
What this advice covers
This guidance is for consumers in the United States and concerns SSN exposure in a data breach. Credit-bureau procedures and government service interfaces can change, so use the current instructions on IdentityTheft.gov and the agencies’ official websites. The core protective steps—monitoring, report review, a freeze or alert, prompt dispute, and attention to tax and employment records—do not require buying a physical product or a paid identity-protection package.
