What Sanctions on a Crypto Exchange Mean for Users and Their Funds

A sanctions notice can make crypto held by an exchange inaccessible, but it does not by itself prove that a customer is sanctioned or that the government seized the funds. Here’s how U.S. OFAC rules work and what users can do.

If a crypto exchange says sanctions affect your account or funds, it may have restricted access because it believes sanctions rules apply to property it holds or controls. That does not, by itself, prove that you are personally sanctioned, that the government has taken your crypto, or that you will get it back by a particular date. The exact result depends on the authority, applicable sanctions program, jurisdiction, and facts of the account and transactions.

What a sanctions block means for your crypto

A sanctions block is a legal restriction on access to property and dealings with it. When U.S. sanctions rules require a U.S. person to block virtual currency in their possession or control, OFAC says they must deny all parties access to it. A custodial exchange that holds or controls affected crypto may therefore have to prevent withdrawals, transfers, or other dealings while the restriction applies. OFAC FAQ 646

In practice, the exchange controls the hosted account and wallets through which you access assets held in custody. OFAC defines a hosted wallet provider as a business that creates and stores a digital-currency wallet for a customer; many such providers also offer exchange or payment services. The particular controls—and whether they affect a whole account or only specific property—depend on the circumstances. A notice that says “sanctions” alone does not establish the precise legal basis or scope.

A block is not the same as seizure

OFAC does not itself take possession of or hold blocked funds. A financial institution blocks property in its possession or control to comply with sanctions rules; the property remains subject to the applicable restriction until OFAC authorizes release or the prohibition requiring the block no longer applies. That means a block does not, by itself, transfer ownership to OFAC or establish that ownership has been permanently lost. OFAC FAQ 51

Release is not automatic. OFAC says an owner may apply for authorization to unblock funds, but its guidance does not guarantee approval or give a universal processing time. Blocked virtual currency need not be converted into dollars or held in an interest-bearing account. OFAC FAQ 646

Does a sanctioned exchange mean every customer is sanctioned?

No. A restriction on an exchange, a block on particular property, and a determination that an individual is sanctioned are not interchangeable. A platform might block property because it believes applicable rules require it to do so; the restriction alone does not prove the customer is on a sanctions list or committed wrongdoing. Nor can an outside observer determine from a generic account notice why the exchange acted.

U.S. sanctions obligations can apply to digital assets as well as fiat. OFAC says the obligations are the same whether a transaction is denominated in digital currency or traditional currency. U.S. persons generally must block property of persons designated on OFAC’s Specially Designated Nationals and Blocked Persons List (SDN List), as well as entities owned 50 percent or more in aggregate by blocked persons, subject to the relevant program’s rules and exceptions. If Treasury designates an exchange, U.S. persons may be prohibited from dealing with it, and property in which a blocked person has an interest may need to be blocked when it is in a U.S. person’s possession or control. That does not let a reader infer that every customer’s assets are blocked, or that every user has been individually designated. The applicable program, ownership and property interests, transaction facts, and any relevant authorization or exception matter.

Which sanctions rules may apply?

This article explains U.S. Treasury OFAC rules, not every country’s sanctions laws. OFAC’s rules generally apply to U.S. citizens and lawful permanent residents wherever located; individuals and entities in the United States; and entities organized under U.S. law, including their foreign branches. Some sanctions programs can also affect certain foreign entities or conduct with a U.S. nexus. The scope depends on the program and transaction. OFAC’s Sanctions Compliance Guidance for the Virtual Currency Industry

OFAC’s Russia-related guidance also describes prohibitions affecting certain virtual-currency transactions and warns that non-U.S. persons may face consequences for causing or conspiring to cause a U.S. person to violate sanctions, or for evading sanctions. OFAC FAQ 1021 A non-U.S. exchange or customer may be subject to another authority’s rules as well; do not assume OFAC’s rules are the only ones involved.

What to do if an exchange says sanctions affect your account

  1. Confirm the reason through the exchange’s official support channel. Ask whether the restriction is an OFAC sanctions block or relates to another authority or process. OFAC advises people who believe their funds may have been blocked to confirm the situation with their financial institution first. OFAC FAQ 51
  2. Ask what is restricted and what process is available. Request the affected property or transactions, the authority or sanctions program involved, and the exchange’s review or documentation process. Do not assume the notice means the whole account is legally blocked.
  3. Keep relevant records. Preserve account notices, transaction hashes, wallet addresses, deposit and withdrawal records, and identity or source-of-funds documents that may help explain your activity. This is a practical recordkeeping measure, not a user checklist imposed by the cited OFAC FAQs.
  4. If the exchange confirms an OFAC block, ask how to proceed. You can ask the institution about its process and consider qualified legal advice about whether to seek OFAC authorization. OFAC says owners may contact it regarding the treatment of blocked virtual currency; any release while the prohibition remains in force requires authorization. OFAC FAQ 646 OFAC FAQ 51
  5. Do not route assets elsewhere to get around the restriction. Moving property through another wallet, exchange, person, or jurisdiction to evade sanctions can itself create legal risk. OFAC identifies transactions intended to evade or avoid sanctions among prohibited conduct; consequences depend on the applicable rules and facts. OFAC FAQ 1021 OFAC’s virtual-currency FAQs

What a recent exchange designation can—and cannot—tell you

On June 2, 2026, the U.S. Treasury announced the designation of Nobitex and three other Iranian digital-asset exchanges. Treasury said Nobitex processed more than 50 percent of Iranian digital-asset inflows in 2025; that figure is Treasury’s assertion, not an independently audited measure established here. An announcement about a designated exchange is relevant to dealings with that entity, but it does not by itself establish that every customer is individually sanctioned or specify the status of each customer’s assets. The effect on a particular user depends on the applicable rules and facts, including where the user and property are, who owns or controls the property, and which transactions are involved.
