What Safe Mode Does in Windows 10 and When to Use It

Windows 10 Safe Mode starts with limited files and drivers so you can compare system behavior and narrow down troubleshooting causes.

Windows 10 Safe Mode starts the PC with a limited set of files and drivers. Use it to check whether a startup or system problem still occurs in this basic configuration. Safe Mode is a diagnostic tool, not a repair: a problem that disappears there narrows the possibilities but does not identify the cause by itself.

What Safe Mode does in Windows 10

Microsoft describes Safe Mode as starting Windows “in a basic state, using a limited set of files and drivers.” That makes it useful for comparing how the PC behaves with a reduced startup configuration. If the same problem does not reappear, default settings and basic device drivers are less likely causes; it does not prove which other driver, startup item, setting, or application is responsible. Microsoft’s Windows startup settings guide explains the diagnostic role.

Which Safe Mode option should you choose?

Option What it starts When it fits
Safe Mode Windows with limited files and drivers. Use it to see whether a startup or system problem persists in the basic configuration.
Safe Mode with Networking Safe Mode plus the network drivers and services needed to access the internet and other computers on the network. Choose it only if your troubleshooting task needs network access.
Safe Mode with Command Prompt Safe Mode with Command Prompt in place of the usual Windows interface. Choose it when your troubleshooting requires a command-line interface.

The distinctions between these modes are described in Microsoft’s startup settings documentation. Safe Mode with Networking is not required just to enter Safe Mode.

How to start Windows 10 in Safe Mode

  1. Enter the Windows Recovery Environment (WinRE). The route into recovery can vary with the PC and its boot condition, so do not assume one keypress works on every device.

  2. In WinRE, select Troubleshoot > Advanced options > Startup Settings > Restart.

  3. After the PC restarts to Startup Settings, select the Safe Mode option you want using the number or function key shown on screen.

An encrypted device may ask for its BitLocker recovery key to complete this process. Microsoft documents the Startup Settings steps and encryption caveat in its startup settings guide. If you cannot reach WinRE, use Windows recovery guidance or the PC maker’s instructions for your device.

How to interpret what happens in Safe Mode

  • The problem stops: Default settings and basic device drivers are less likely causes. Continue investigating other drivers, startup items, settings, or applications; Safe Mode does not single out one of them.
  • The problem continues: The issue also occurs in this limited configuration, so Safe Mode has not isolated it to something excluded from that startup state.

This is a comparison, not a conclusive diagnosis. Microsoft describes what a problem that does not reappear can help rule out, but Safe Mode does not automatically fix the underlying issue.

How to exit Safe Mode

Restart Windows; it should normally start in its usual mode. If the PC keeps returning to Safe Mode, use Microsoft’s fallback:

  1. Press Windows+R, type msconfig, and press Enter.

  2. Open the Boot tab and clear Safe boot.

  3. Apply the change and restart the PC.

These steps are Microsoft’s documented workaround for a device that continues starting in Safe Mode: Windows startup settings.

When to use a different troubleshooting or recovery option

Use a clean boot to isolate background software conflicts

A clean boot is not the same as Safe Mode. Microsoft describes it as starting Windows with essential drivers and startup programs, while giving you more control to isolate background-software conflicts. It may be a better fit if you can sign in and want to investigate software conflicts more selectively. See Microsoft’s clean boot instructions.

Use recovery tools when Windows will not start or needs recovery

Safe Mode is a diagnostic startup state, not a substitute for recovery operations. For a PC that cannot start, Microsoft’s recovery guidance includes options such as Startup Repair, System Restore, and uninstalling a recent update. Choose the recovery option that matches the problem rather than treating Safe Mode as a repair or reset. See Windows recovery options and Microsoft’s Startup Repair guidance.

Windows 10 support status

As of October 3, 2026, Windows 10 support has ended. Microsoft states that after October 14, 2025, it no longer provides free software updates from Windows Update, technical assistance, or security fixes for Windows 10; the PC will still work, and Microsoft recommends moving to Windows 11. See Microsoft’s Windows 10 support notice.
