It cannot secure a public page, force every bot to comply, or control every later use of content already collected. To keep a page private, use authentication or another access control. To manage AI services, choose rules for the specific crawler and purpose you mean.
How does robots.txt work?
A site publishes the file at the top-level /robots.txt path on its host. It contains groups: a User-agent line identifies the crawler, and Allow or Disallow lines specify URL paths. Under RFC 9309, a crawler should match its product token without regard to letter case; if no specific group matches, it uses the * group if one exists. If no group applies, there are no rules for that crawler.

For example, this asks a compliant crawler to skip the entire site, while leaving the separate search crawler allowed by default:
User-agent: GPTBot
Disallow: /
User-agent: OAI-SearchBot
Allow: /
The example uses OpenAI’s documented tokens; it does not set a universal rule for other vendors. A path-specific rule can be narrower:

When rules overlap, RFC 9309 says the most specific matching path—the one with the most octets—takes precedence. If an Allow and Disallow rule are equally specific, Allow should win. The standard also supports * as a wildcard and $ as an end-of-match marker. The /robots.txt path itself is implicitly allowed.
These are requirements for implementations following the standard, not a guarantee that every crawler behaves identically. RFC 9309 says successfully downloaded files must be followed according to their parseable rules. If the file is unavailable with a 4xx response, a crawler may access resources; if a server or network error makes it unreachable, the standard says the crawler must assume complete disallow. The RFC also says crawlers should not use a cached copy for more than 24 hours unless the file is unreachable.

Which AI crawlers do the main providers identify?
There is no single “block AI” token. Vendors document separate agents or tokens for different activities, and names and behavior can change. The IAB AI-CONTROL Workshop report, RFC 9969, describes the practice as uncoordinated across vendors, with differing implementations.
| Provider and token | Documented purpose | Stated effect or limit |
|---|---|---|
OpenAI: GPTBot |
Collection that may be used to train foundation models, according to OpenAI’s crawler guidance. | Separate from the search crawler; a rule for this token alone does not block every OpenAI product route. |
OpenAI: OAI-SearchBot |
Crawls websites for ChatGPT search features. | OpenAI says opting out removes a site from ChatGPT search answers, though it may still appear as a navigational link. Updates may take about 24 hours to affect search systems. |
OpenAI: ChatGPT-User |
Used for some user-initiated requests. | OpenAI says robots.txt rules may not apply to these requests. |
Google: Google-Extended |
A standalone robots.txt product token governing whether crawled content may be used for specified Gemini model training and grounding purposes. | Google says it does not affect inclusion in Google Search or act as a Search ranking signal. It is not a separate HTTP request user-agent. |
Anthropic: ClaudeBot |
Collection that could contribute to model training. | Anthropic says its bots honor robots.txt; the documented agents have distinct purposes. |
Anthropic: Claude-User |
User-directed web retrieval. | Different from the training-related collection and search-result agents. |
Anthropic: Claude-SearchBot |
Improving search results. | Different from the user-directed retrieval and training-related collection agents. |
These descriptions reflect provider documentation available on October 7, 2026: OpenAI’s crawler guidance, Google’s common-crawler documentation last updated July 14, 2026, and Anthropic’s crawler guidance dated April 7, 2026. Check those providers’ current documentation before relying on a token or its stated effect.

What does disallowing an AI crawler actually stop?
A Disallow rule tells a crawler that follows robots.txt not to fetch the matching paths. That can express a site-level crawl preference, such as excluding selected paths from a training-related crawler while leaving a search crawler available. The outcome depends on the vendor’s agents and the path rules you publish; one provider’s token does not control another provider’s systems.
Search visibility is a separate consideration. OpenAI says opting out of OAI-SearchBot removes a site from ChatGPT search answers but does not necessarily prevent it from appearing there as a navigational link. Google says Google-Extended does not control Google Search inclusion. For Anthropic, consult its current documentation for the consequences of disabling each agent; its agents serve different purposes.

What can robots.txt not do?
- It cannot protect confidential pages. RFC 9309 explicitly says, “These rules are not a form of access authorization.” The RFC advises using a valid security measure at the application layer to control access to the paths listed in robots.txt. Private material needs authentication or another real access control.
- It cannot force an uncooperative client to comply. The protocol is a request to crawlers that follow it, not a technical barrier to a client requesting a publicly accessible URL.
- It cannot retract content already fetched. The IAB workshop report identifies a distinction between crawl-time preferences and later uses of model-training data, including the difficulty of carrying preferences into inference. This is a concern raised in the workshop report, not a legal conclusion.
- It cannot reliably express every owner’s preference across a large service. The IAB report notes that a site administrator usually controls the file, which can make it too coarse for services with many contributors. A preference also does not automatically follow content copied to another site.
How should you choose a control?
Start by deciding what outcome you need. Excluding a path from compliant crawler fetching, limiting a specific provider’s search visibility, and keeping information private are different goals.
Quick Recap
- To express a crawl preference: identify the vendor’s exact token and the activity it controls, then write rules for the intended paths. If you want search access but not a specific training-related collection, verify that the provider documents separate controls and configure only the relevant token.
- To restrict public access: use authentication or another application- or network-layer access control. A robots.txt entry neither enforces privacy nor hides the path; listing a path can reveal it.
- To enforce a firmer site-level restriction: consider selective blocking or a paywall. These are active controls, unlike a preference file, but implementation and bot identification need care. Blocking can also affect useful services when crawling supports multiple purposes, a trade-off noted in the IAB workshop report.
