What Quantum Computing Could Mean for Cybersecurity and Encryption

Quantum computing could threaten some encryption and digital signatures in the future. Here is what NIST’s post-quantum standards mean and how organizations and individuals can prepare now.

A sufficiently capable quantum computer could undermine some of today’s widely used cryptographic protections, but no one knows when such a machine will exist. The practical issue now is preparing for a gradual transition: NIST has finalized three post-quantum cryptography standards, and encrypted data collected today could be exposed later if it remains sensitive long enough.

What could quantum computing change about cybersecurity?

The risk is not that a quantum computer would instantly break every password, device, or security system. The concern is that a sufficiently capable quantum computer could defeat certain cryptographic methods that protect information and verify identities. NIST says the arrival date of a machine capable of doing this is unknown, and estimates vary widely.

Cryptography serves different purposes. Encryption and key establishment help keep information confidential; digital signatures help verify that a message, software update, or other digital object is authentic. The post-quantum standards address both functions, so it would be inaccurate to describe all of them simply as encryption algorithms.

What is post-quantum cryptography?

Post-quantum cryptography (PQC) means cryptographic algorithms designed to resist attacks from both conventional and quantum computers. These algorithms run on existing computing platforms; using PQC does not require a consumer to buy a quantum computer or install quantum communications equipment.

On August 13, 2024, NIST finalized its first three PQC standards. The standards emerged from a process in which NIST assessed 82 candidate algorithms originating in 25 countries. Their purposes differ:

Standard Algorithm Purpose Status
FIPS 203 ML-KEM Key establishment and general encryption Finalized by NIST in 2024; NIST identifies it as the primary general-encryption/key-establishment standard.
FIPS 204 ML-DSA Digital signatures Finalized by NIST in 2024.
FIPS 205 SLH-DSA Digital signatures using a different mathematical approach from ML-DSA Finalized by NIST in 2024.
No FIPS designation stated HQC Prospective backup for general encryption NIST selected it in March 2025 as a backup candidate to ML-KEM, not as a finalized standard. NIST said it expected to finalize an HQC standard in 2027.

In announcing HQC, NIST said ML-KEM remains its recommended choice for general encryption. HQC uses a different mathematical approach and could provide a fallback if ML-KEM were found vulnerable. NIST also advised organizations to continue migrating to the standards finalized in 2024.

Why prepare before a quantum computer exists?

The “harvest now, decrypt later” risk

An attacker can capture encrypted information today and store it in the hope of decrypting it in the future. NIST calls this “harvest now, decrypt later.” It does not mean every encrypted message is being collected or that current encryption has already been broken. It matters most when information must remain secret for many years: the longer its required confidentiality, the more relevant future decryption risk becomes.

Cryptographic change takes planning

Replacing cryptography can involve software, hardware, services, vendors, and systems that depend on one another. NIST notes that integrating a standardized algorithm into information systems has historically taken 10 to 20 years. That is general historical context, not a promise that every PQC migration will take that long. NIST’s mathematician Dustin Moody has urged organizations to begin transitioning to the finalized standards so their data remains secure in the quantum era.

How can organizations prepare for PQC?

NIST and the joint CISA/NIST/NSA recommendations frame readiness as an inventory and migration-planning effort. A practical sequence is:

  1. Inventory cryptography. Find the systems, applications, data, and technology assets that rely on cryptographic protection, including dependencies that may be managed by suppliers.
  2. Prioritize by sensitivity and criticality. Identify information that must remain confidential for a long time and systems whose compromise would have significant impact.
  3. Build a migration roadmap. Plan how and when affected systems can move to appropriate PQC standards, taking dependencies and operational needs into account.
  4. Engage vendors. Ask technology providers whether and how they plan to support PQC, and use their answers to inform the roadmap.

These steps are preparation, not a claim that every organization faces the same urgency or migration path. NIST has made the three finalized standards available for implementation and encourages organizations to start the transition.

What should individuals do?

For most individuals, the useful actions are straightforward: keep devices and software updated as providers release updates, and ask providers whether and how they plan to support PQC. Do not assume a particular browser, phone, messaging service, or other product already uses post-quantum protection unless its provider confirms it. Buying quantum-computing hardware is not a way to prepare your personal encryption.

How is PQC different from quantum key distribution?

The similar names can cause confusion, but PQC and quantum key distribution (QKD) are different approaches:

Approach How it works Deployment model Guidance and limits
Post-quantum cryptography Uses mathematical algorithms intended to resist attacks by classical and quantum computers. Implemented in software and systems on existing computing platforms. NIST has finalized standards for key establishment/general encryption and digital signatures, and encourages migration.
Quantum key distribution Uses quantum-mechanical properties to distribute keying material. Requires specialized quantum communications technology rather than only a software algorithm on existing platforms. The NSA does not recommend QKD or quantum cryptography for National Security Systems unless the limitations it identifies are overcome. It also cautions that implementation-dependent security does not make QKD automatically guaranteed.

QKD is therefore not another name for PQC or a general consumer substitute for migrating cryptographic software and systems.

What do the U.S. federal deadlines mean?

A June 2026 U.S. executive order directs agencies, within the order’s stated scope, to transition high-value assets and high-impact systems to PQC for key establishment by December 31, 2030, and for digital signatures by December 31, 2031. The specified provision excludes National Security Systems and also calls for agency migration plans.

Those are federal milestones under that order, not automatic deadlines for every private organization or every country. Organizations outside its scope can still use the standards and migration guidance to plan according to their own systems, data, and obligations.
