What Permits and Safety Requirements Apply to Temporary Natural Gas Generators?

A temporary natural gas generator is not automatically permit-exempt. Requirements depend on its location, engine classification, operation and connections.

A temporary natural gas generator may need local installation approvals and air permits; short-term use alone does not make it exempt. Requirements depend on the site, engine classification, emissions, operating purpose and duration, and how the unit connects to gas and electrical systems. Before mobilizing, confirm the project’s requirements with the local building and fire authorities, electrical inspector, gas utility, and state or local air agency.

What permits do I need for a temporary natural gas generator?

There is no single nationwide permit list for every temporary generator. The applicable agencies, code editions, permits and inspections depend on the exact location and setup. Ask the authorities having jurisdiction to identify what applies before installation; the federal guidance discussed here cannot establish local forms, fees or approval timelines.

Building, fire and placement approvals

Ask the local building department and fire marshal whether the placement, setbacks, fire access, enclosure or exhaust conditions require a permit or inspection. Provide the proposed site plan and equipment details rather than assuming the rules for a portable generator also cover a commercial or engineered installation.

Electrical approval

Ask the electrical authority about temporary wiring, grounding, transfer equipment, interconnection and the locally adopted electrical code. If the unit will connect to a building’s wiring, plan for a properly installed transfer switch; OSHA warns against connecting a generator directly to a structure’s wiring without one.

Natural-gas service and fuel-gas approval

Ask the gas utility and fuel-gas authority about service capacity, the connection method, regulator and piping design, shutoff, inspection, and any utility review or approval. The required arrangement depends on the service and installation, so obtain direction for the specific site.

Air permits and operating conditions

Ask the state or local air agency whether the engine or its operation requires a construction permit, operating permit, registration or records. EPA distinguishes New Source Review (NSR), which can require preconstruction permits for qualifying new stationary sources and modifications, from Title V operating permits for major and certain minor sources that meet applicable thresholds. State, local or tribal authorities may administer these programs.

EPA’s temporary-generator material addresses how to apply NSR and Prevention of Significant Deterioration (PSD) rules; it does not establish a blanket temporary-use exemption. Whether an air permit applies depends on the applicable rules and agency determination.

Can I use a temporary generator without an air permit?

Possibly, but “temporary” by itself does not answer the question. Give the air agency the facts it needs to evaluate the engine and proposed operation:

  • Engine make, model, rated power, fuel and emissions certification.
  • Whether it is new or existing, its regulatory classification, and the site’s source classification.
  • How long it will be installed at the location and its expected operating hours.
  • Whether it will serve emergencies, testing and maintenance, or other loads.
  • How it will be used alongside other equipment at the site.

EPA says stationary-engine requirements vary with engine age, source status, and whether an engine is spark-ignition or compression-ignition. In the EPA rule context summarized for portable non-road engines, an engine can become stationary if it remains at one location for more than 12 months, or for the full annual operating period of a seasonal source. Treat this as a classification marker to discuss with the relevant agency, not as a general permit-free allowance.

An emergency designation can affect engine requirements and operating limits. Confirm the permitted purpose, hours, testing and maintenance rules, and recordkeeping requirements that apply to the actual unit; a project label or marketing description does not settle its regulatory status.

Which codes and installation standards should I check?

Ask the authority having jurisdiction which code editions and local amendments apply to the project. EPA’s facilities engineering guide names NFPA 37 (stationary combustion engines and gas turbines), NFPA 70 (National Electrical Code), NFPA 110 (emergency and standby power systems), and NFPA 111 (stored electrical energy systems) in its engineering discussion. Those references are a review checklist, not proof that a jurisdiction adopted a particular edition or that a design is approved.

For workplace installations, OSHA requires electrical equipment to be suitable for hazardous classified locations when those rules apply, and points to NFPA 70 for guidance on installations in such locations.

How far does a generator need to be from a building?

For portable-generator safety, CDC guidance says to keep the generator at least 20 feet from doors, windows and vents. That figure is not a universal permit setback for commercial installations. For the specific project, follow the equipment instructions and approved site plan, and have the responsible authority review exhaust discharge and placement.

Can I connect a generator to a building’s electrical system?

Only through an appropriately designed and installed connection. OSHA warns against connecting a generator directly to structure wiring without a properly installed transfer switch: improper connection can send power onto utility wiring and expose workers or the public to electrocution. Have the electrical authority or a qualified installer confirm the transfer equipment, wiring and grounding for the site.

For construction work covered by OSHA’s rule, covered 120-volt, single-phase 15- and 20-amp receptacles must have approved ground-fault circuit interrupter (GFCI) protection or be included in a compliant assured equipment-grounding conductor program. This requirement is specific to covered construction work and receptacles; it should not be generalized to every generator installation.

What operating and worker-safety checks matter?

  • Follow the manufacturer’s instructions, avoid overloading, inspect cords and equipment, and protect electrical equipment from water.
  • Address fire and fuel hazards in the job plan, along with shock, electrocution and CO exposure.
  • Keep exhaust clear of openings and follow the approved siting plan.
  • Where required, retain engine identification, approvals, emissions documentation, operating hours and purpose, test and maintenance records, and permit conditions.

Records and operating limits vary by rule and permit. Ask the relevant agencies to state which conditions apply to this installation.

What information should I provide to get a site-specific answer?

Exact requirements cannot be determined without the location, site type, generator rating, engine certification, duration, operating purpose, gas-service configuration and electrical connection. Send those details to the relevant agencies and request written direction where available. That is the way to establish the applicable permits, inspections, code editions, emissions conditions and operating limits for the actual project.
