An ODM, or original design manufacturer, can design a smartphone for a company that sells it under its own brand. Its work may include the device’s board design and parts of its Android integration, but it does not necessarily make every component, assemble the phone, control updates, or provide customer support. The label alone says little about a phone’s quality, security, or similarity to another model.
What does ODM mean in a smartphone supply chain?
An original design manufacturer develops a product design for another company to bring to market. For a smartphone, that contribution can span industrial and board design, hardware integration, and device-specific software work. Other parties may supply the chipset and components, develop firmware, assemble the handset, sell it, or support it after purchase.

Android’s documentation describes one specific technical role: ODMs customize a system-on-chip vendor’s board-support package for the device’s board. That can involve board-specific kernel modules, daemons, and hardware abstraction layer features. Android 10 and later also support a separate odm partition for hardware-SKU customizations; the product partition serves software-SKU customizations. These are Android platform mechanisms, not evidence that any particular retail phone was ODM-designed. Android Open Source Project: ODM partitions

OEM is often used for the company that brings a phone to market, while ODM refers to a company that designs a product for another seller. Industry usage is not perfectly consistent, however. The useful question is not just which acronym applies, but which company is responsible for each part of the particular device.

Does an ODM make the whole phone?
Not necessarily. “ODM-made” does not establish that one company designed, sourced, manufactured, assembled, branded, and supported the entire handset. Work can be divided among an ODM, component suppliers, the selling brand, and electronics manufacturing services (EMS) companies.

A historical example: Xiaomi’s arrangement described in 2020
Omdia’s 2020 Handset ODM Industry White Paper described Xiaomi ODM projects in which ODMs handled research and design, Xiaomi directly controlled material procurement, and third-party EMS companies carried out production and assembly. The paper named Longcheer, Huaqin, and Wingtech as major suppliers in that historical context. It reported that outsourced projects accounted for roughly 77% of Xiaomi shipments in 2019. That is a historical, Omdia-reported figure—not a current share, a measure for all brands, or proof of present supplier relationships. Omdia: Handset ODM Industry White Paper

No conclusion about identical phones follows from a shared ODM, a similar case, or apparent design resemblance. Even if devices share design work or some components, they may differ in board configuration, hardware SKU, software, network support, region, or update arrangements. Establishing whether two models are genuinely the same requires checking the exact model and regional version, not inferring sameness from a brand or supplier label.

Does an ODM phone get Android updates from the ODM?
There is no universal answer. Update responsibility depends on the specific device’s arrangements: an ODM may contribute device-specific software, while the selling brand or another provider publishes and distributes updates. A brand name by itself does not tell you the update schedule or guaranteed end date.
Google’s Android Enterprise device requirements illustrate the importance of checking the scope of a promise. For devices covered by that program, OEMs must share an update plan and distribute Android security updates after Google releases them; for Android 12 and later, the OEM must publish how often the device receives security updates. Requirements also vary by category and Android version. These rules apply to covered program devices, not every Android phone. Google Android Enterprise device requirements

Does ODM design mean lower quality or weaker security?
No. ODM is a business and engineering role, not a quality grade or a security rating. The label alone does not establish that a phone is inferior—or that it is secure.

That firmware can contain vulnerabilities and add to the device’s attack surface. NIST’s point is that the supply chain and the way its parts are integrated can affect security; it does not show that ODM-designed phones are inherently less secure. How to evaluate a specific ODM smartphone
Assess the exact phone you can buy in your region rather than relying on the ODM label. Check the manufacturer’s current documentation and confirm:
- Identity: Record the exact model and regional SKU. Do not infer the maker or design source from an exterior resemblance.
- Software support: Find the stated security-update frequency and guaranteed support end date, if published.
- Responsibility: Confirm who distributes updates and which organization handles warranty and repair in your region.
- Compatibility: Verify regional network bands, services, and app ecosystem against your needs.
- Certification: Treat a program listing as evidence only within that program’s scope and requirements.
- Practical fit: Compare support, regional availability, warranty and repair access, price, and the features that matter to you.
Current public information may not identify the ODM behind a particular retail model. Unless the manufacturer documents the relationship, do not treat a guessed supplier attribution as fact.
