Microplastics policy is moving forward, but the rules do not amount to a universal ban—and the evidence does not show that brands as a whole are simply behind lawmakers. The EU has restricted certain intentionally added synthetic polymer microparticles, set different transition dates for product categories, and adopted a separate framework for plastic pellet losses. Companies report some product changes, while textile-fiber shedding remains difficult to measure consistently across a product’s life cycle.
What do the new microplastics rules cover?
The key distinction is between particles intentionally added to products and particles formed unintentionally through wear and tear. The EU’s REACH restriction concerns synthetic polymer microparticles on their own or intentionally added to mixtures, subject to defined exclusions, derogations and transition periods. It is not a blanket prohibition on every particle commonly called a microplastic.

Fibers released from synthetic textiles and particles from tyre wear are examples of microplastics formed unintentionally. They are part of the wider environmental challenge, but they are not the same regulatory category as intentionally added microparticles covered by the REACH restriction.

The EU restriction is phased by product and use
Commission Regulation (EU) 2023/2055 began applying on 17 October 2023. Some uses had no transition period; other product groups have later deadlines or exceptions. The date a particular product must comply depends on its category and the regulation’s definitions, not just on whether it is described as a cosmetic.

| Product category | Transition milestone |
|---|---|
| Rinse-off cosmetics | Transition date: 17 October 2027. |
| Leave-on cosmetics | Transition date: 17 October 2029. |
| Make-up, lip and nail products still covered by the transition | Transition date: 17 October 2035. From 17 October 2031 through 16 October 2035, the specified products must carry the statement “This product contains microplastics.” |
These are category-level milestones, not a claim that every product in each broad category is treated identically. The European Commission’s explanatory guide is intended to help stakeholders and Member States apply the restriction, but the Commission says the guide is not legally binding; the regulation itself governs.
The United States law addresses a narrower use
The US Microbead-Free Waters Act of 2015 prohibits manufacturing, packaging and distribution of rinse-off cosmetics containing plastic microbeads. The FDA’s FAQ also addresses products that are both cosmetics and non-prescription drugs, such as toothpaste. The law’s definition concerns small solid plastic particles intended to exfoliate or cleanse; it is not a general US ban on all microplastics.
Why are pellet losses regulated separately?
Plastic pellets are raw material used to make plastic products, and losses during handling or transport are a different pathway from adding microparticles to a finished formulation. EU Regulation (EU) 2025/2365 creates a separate framework to prevent pellet losses. The Council describes obligations concerning risk management, packaging, handling, training, equipment and cleanup after accidental losses.

The separation matters: restricting an ingredient does not by itself address industrial spills or fibers shed during use. The European Commission has also set a target to reduce microplastic releases by 30% by 2030. That is a policy target, not a measured reduction already achieved.
Are brands removing microplastics from products?
Some companies report acting before or alongside regulation, but their milestones use different definitions and cover different products and geographies. The claims below are company-reported actions, not an independently audited ranking of brand performance.
Reported changes in personal-care products
- Beiersdorf: The company says it stopped using polyethylene peeling particles worldwide in 2015 and that its brands’ rinse-off products were free of microplastics from 2019. It says NIVEA met its stated UNEP-based definition in 2021, and that Eucerin reached a company-stated milestone for its cosmetics portfolio at the end of 2023.
- Henkel: The company says its consumer brands’ products have been free of plastic microbeads used as exfoliating or abrasive particles since 2016. It also says it completed a shift to natural-origin or biodegradable opacifiers in hair and body care products in early 2022, while continuing work on laundry and home-care formulations.
Those statements cannot be compared as if they measured the same thing: the companies describe different definitions, product scopes and milestones. A claim about removing exfoliating beads, for example, does not establish that every synthetic polymer or every source of microplastic has been eliminated from a company’s products.

Textile shedding remains a measurement problem
In its 2025 annual-report sustainability section, adidas describes microfiber release during production, consumer use and end-of-life. The company reports working with industry groups to develop measurement methods and says there is not yet a comprehensive, reliable and scalable methodology for all value-chain stages.
That account illustrates why a product-change announcement and a full assessment of environmental releases are not interchangeable. Without consistent measurement across stages, it is difficult to compare shedding claims across products or companies. adidas’s report describes its own position and work; it does not establish the state of the entire apparel sector.
What can the evidence say about environmental and human-health risks?
The EU’s 2025 pellet-loss regulation recites the European Commission Group of Chief Scientific Advisors’ 2019 opinion that “there are significant grounds for concern and for precautionary measures to be taken”. This supports a precautionary policy rationale; it is not proof that every proposed human-health effect has been demonstrated.

The FDA’s statement is narrower still. It says the agency has no evidence suggesting that plastic microbeads as used in cosmetics pose a human-health concern, and clarifies that the Microbead-Free Waters Act does not address consumer safety. That position concerns a specific particle type and use; it should not be generalized to other microplastics, exposure routes or health outcomes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should consumers interpret product claims?
Look for the scope behind a claim rather than treating “microplastic-free” as a universal, self-explanatory standard. A useful check is whether the statement identifies:
- Product category: Does it refer to a particular formula, product line or full portfolio?
- Definition: Does it mean no plastic exfoliating beads, no intentionally added synthetic polymer microparticles under a stated definition, or something else?
- Geography: Is the commitment worldwide or limited to a market?
- Timing: Is it a completed change, a future milestone or compliance with a transition deadline?
- Evidence: Is it a company statement, a regulatory requirement or an independently assessed result?
Textile shedding is a separate issue from intentionally added cosmetic ingredients. A washing-machine microfiber filter may be presented as a practical option, but the evidence summarized here does not establish the performance of any particular filter or show that buying one materially reduces an individual’s exposure. It should not be treated as a complete solution.

What does “playing catch up” get right—and what does it miss?
The phrase captures a real shift: policymakers are defining restrictions, deadlines and handling duties for several sources of microplastic releases. It also risks implying a single race with one finish line. Some firms report product changes made before or alongside regulation; other problems, especially measuring fibers across textile production, use and disposal, remain unresolved.
A fair assessment therefore compares like with like: the product category, the definition of microplastics, the geography, the milestone and the kind of evidence behind each claim. The available examples show uneven action and important measurement gaps, not a representative, cross-sector finding that brands generally have failed to keep pace with legislators.
