It follows that user’s existing permissions: Microsoft says Copilot surfaces organizational data only when the user has at least view permission, and its grounding process accesses only content the current user is authorized to access. Asking Copilot about a file does not give the user access they did not already have.
What Copilot can find also depends on how Microsoft 365 is configured. Sharing and discovery settings affect files, protection rights can restrict encrypted content, mailbox-based features require Exchange Online, and using Teams meeting content after a meeting depends on transcription or recording. Microsoft’s privacy and security documentation and its service requirements describe those boundaries.

How Copilot access works
Copilot grounds its responses in organizational content and context available through Microsoft Graph. The key boundary is the signed-in user’s access, not a separate permission that Copilot creates. Microsoft states that users must have at least view permission for organizational data Copilot surfaces, and that grounding accesses only content the current user is authorized to access. These are Microsoft’s documented service principles; the results in a particular tenant still depend on its permissions and configuration.
Access and discoverability are related but distinct. A user’s permissions determine what they are allowed to open; repository and tenant settings can also affect what Copilot can discover and reference in a given experience. App availability, licensing, and configuration can determine whether a particular Copilot feature is available at all.
What Copilot can use by content type
SharePoint and OneDrive files
Copilot can summarize or reference a SharePoint or OneDrive file only when the user is authorized to access it. Sharing, site membership, and discovery controls affect which files Copilot can find. In other words, “Copilot can see it” is not a new permission state: existing access and the relevant discovery settings govern what it can retrieve. Microsoft’s architecture and data protection guidance explains these controls.
Protection can narrow access further. For encrypted content, Microsoft says the user needs both EXTRACT and VIEW usage rights for Copilot to interact with the content. User-defined sensitivity-label permissions can also prevent Copilot agents from extracting or interacting with a file’s content. These restrictions govern Copilot’s ability to process the file; they do not grant or change the user’s underlying permissions.

Email and mailbox data
Experiences that use email, calendar, meeting, or other mailbox data require an Exchange Online mailbox. Microsoft documents support for a user’s primary Exchange Online mailbox and content the user is permitted to access in archive, shared, and delegate mailboxes. Group mailboxes are not supported. A specific mailbox-grounded feature may still depend on the app, license, and tenant configuration. See Microsoft Copilot requirements for service prerequisites.
Meetings and calls
Meeting content is one type of organizational context that can be available through Microsoft Graph, but not every meeting or call necessarily leaves content Copilot can use afterward. Microsoft says Teams meeting content can be referenced after a meeting when transcription or recording is configured. Teams Phone call content likewise requires transcription or recording; Microsoft’s requirements documentation says participants receive the applicable notification.

That distinction matters when asking about a past discussion: availability depends on whether the meeting or call was captured and on the user’s permissions and feature configuration. Do not assume that every live conversation, past meeting, or call is available in the same way.
Chats, calendar, and contacts
Microsoft lists chats, calendar, and contacts among the organizational content and context that can be available to Copilot through Microsoft Graph. Availability remains subject to the signed-in user’s authorization and to whether the particular app or experience supports that data. The general statement does not mean every Copilot experience can search every item in these categories.

What happens to prompts and responses
Microsoft says prompts, responses, and data accessed through Microsoft Graph are not used to train the foundation large language models used by Copilot. That does not mean nothing is stored. Microsoft documents interaction records that can include the user’s prompt, Copilot’s response, and citations to the information used to ground the answer; it says interaction data is encrypted while stored.

Administrators can use Content Search or Microsoft Purview to view or manage stored interaction data and retention. Microsoft’s privacy documentation describes these records and data-use commitments.

What Microsoft 365 administrators should review
Because Copilot respects existing access, overshared or poorly governed content can become easier for an authorized user to find. Microsoft recommends reviewing access and protection settings rather than treating Copilot as a replacement for permission hygiene. Relevant controls include SharePoint site access reviews and restricted content discovery, sensitivity labels, data loss prevention (DLP), auditing, retention, and eDiscovery.
Microsoft’s security and governance guidance describes foundational capabilities associated with A3/E3/G3 and optimized controls associated with A5/E5/G5. Those associations are license-dependent; administrators should confirm current entitlements before planning controls or relying on a capability.
Quick Recap
- Review SharePoint and OneDrive sharing, site membership, and discovery settings.
- Check whether encryption rights and sensitivity-label permissions allow intended Copilot processing.
- Confirm Exchange Online and the required app, license, and tenant settings for mailbox-grounded features.
- Set Teams transcription or recording policies where post-meeting or call use is intended, taking participant notifications into account.
- Use Purview and related compliance controls to govern interaction records, retention, auditing, and eDiscovery.
