What Makes the U.S. Financial System Resilient During a Crisis?

Financial system resilience is about keeping credit, payments, and other essential functions working through shocks. Here is how U.S. agencies monitor vulnerabilities and seek to limit spillovers.

Financial system resilience is the ability to keep credit, essential financial services, and safe payment and settlement functions working through a shock. It does not mean that losses or disruptions never occur; it means the system can absorb stress and limit its spillovers.

What does financial system resilience mean?

The Federal Reserve Board defines a stable financial system as one in which “banks, other lenders, and financial markets are able to provide households, communities, and businesses with the financing they need to invest, grow, and participate in a well-functioning economy—and can do so even when hit by adverse events, or ‘shocks.’” That definition centers on whether the system can continue serving people and businesses, not on whether every institution or market avoids losses.

Resilience is therefore a matter of essential functions: credit remains available, payments can be made, and transactions can be cleared and settled. A disruption can still be serious. The key question is whether it stays contained or spreads far enough to impair those functions across institutions or markets.

How does the U.S. financial system monitor and manage risk?

Responsibility is shared. The Federal Reserve monitors risks that could affect the financial system and supervises institutions within its remit. The Financial Stability Oversight Council (FSOC), created by Congress under the Dodd-Frank Act, brings member agencies together to identify threats, promote market discipline, and make recommendations. Neither body alone operates or guarantees the entire system.

The Federal Reserve organizes its monitoring around four broad vulnerabilities. Its May 2026 Financial Stability Report also discusses near-term risks that could interact with them; its information cutoff was April 23, 2026, so the report describes conditions and views up to that date, not live conditions afterward.

Vulnerability Why it can matter for resilience
Asset valuations Sharp price declines can reduce the value of holdings and contribute to losses or stress elsewhere.
Borrowing by businesses and households Debt can make borrowers more vulnerable to adverse changes in income, financing conditions, or asset values.
Leverage in the financial sector Borrowing can magnify the effect of losses on financial institutions and markets.
Funding risks A mismatch between quickly withdrawable funding and assets that are difficult to sell can force asset sales during stress.

These categories help structure monitoring; they are not a guarantee that every threat can be predicted or neatly classified. The Federal Reserve notes that novel or difficult-to-quantify risks may fall outside a systematic framework, which is why monitoring and research have to evolve.

How can a shock spread through financial markets?

Funding stress illustrates how a problem can move beyond its starting point. An institution may offer investors access to money on short notice while holding assets that are long-term or hard to sell quickly. If many investors withdraw at once, the institution may have to sell assets at distressed prices. Those sales can crystallize losses, push prices lower, and put pressure on other institutions or markets that hold similar assets or depend on the same funding.

Other channels include shared exposures, borrower distress, and interrupted services. A useful way to assess a risk is to ask four questions:

  1. What is vulnerable? Consider valuations, borrowing, leverage, funding, cybersecurity, or operations.
  2. Where could the shock start? It may begin at an institution, in a market or financial infrastructure, or in the broader economy.
  3. How could it spread? Look for exposures, withdrawals, forced sales, or interruption of payments and other services.
  4. Which response is relevant? Identify the responsible public authority and the supervisory, regulatory, or operational measure that could reduce the risk or its effects.

This is a practical way to organize the questions, not an official taxonomy published by the Federal Reserve or FSOC.

What tools help institutions and markets absorb stress?

The Federal Reserve describes several parts of a layered approach. Each addresses different weaknesses; none promises to prevent every crisis.

  • Supervision and regulation: Oversight of institutions within regulators’ respective responsibilities can identify and address weaknesses.
  • Capital requirements: More and higher-quality capital can give banks a larger capacity to absorb losses.
  • Stress testing: Testing how institutions might fare under adverse scenarios can help reveal vulnerabilities before stress occurs.
  • Liquidity regulation for the largest banks: Liquidity requirements are intended to strengthen those banks’ ability to meet obligations when funding conditions tighten.
  • Countercyclical capital buffer: This tool can add a capital cushion during periods when system-wide vulnerabilities are building.

The Federal Reserve also works with domestic agencies directly and through FSOC to monitor risks and mitigate both the risks of instability and its consequences. Coordination matters because a threat can cross institutional and market boundaries.

What did recent U.S. market stress show?

FSOC’s 2025 Annual Report says U.S. financial markets and institutions performed well during 2025. It reports that core markets and institutions—including critical short-term funding and Treasury markets, as well as payment, clearing, and settlement systems—remained operational and resilient during a short-lived bout of volatility in early April 2025. The report also describes a temporary tightening in financial conditions and deterioration in Treasury market liquidity alongside abrupt volatility. The episode shows continued functioning under stress, not immunity from disruption.

The report gives a sense of the Treasury market’s scale: nearly $1 trillion in average daily trading volume and more than $29 trillion in Treasury securities outstanding, figures reported by FSOC in 2025. These are measures of market size, not scores of resilience. The reviewed official sources do not provide a single headline statistic that quantifies the resilience of the entire U.S. financial system.

Which risks and priorities are officials watching?

In the Federal Reserve’s May 2026 assessment, market contacts most frequently cited geopolitical risks, an oil shock, risks from artificial intelligence, private credit, and persistent inflation as concerns for U.S. financial stability. These were reported concerns, not forecasts that those events would occur. The assessment reflects information available through April 23, 2026.

FSOC’s 2025 Annual Report identifies four priority areas:

  • Treasury market resilience
  • Cyber risk
  • Depository-institution supervisory and regulatory frameworks
  • Responsible use of artificial intelligence

For cyber preparedness, FSOC recommends continued information sharing between regulators and industry, along with scenario-driven tabletop exercises. The Federal Reserve’s cybersecurity reporting series describes its risk-management policies and procedures, activities to address cyber risks, and current and emerging threats, including malware and supply-chain risks. Cyber and operational incidents matter to resilience because an interruption can affect the services that people and institutions rely on, even when the initial problem is not a market loss.

What makes financial markets resilient?

Resilience depends on several conditions working together: institutions must be able to absorb losses and meet obligations; markets and funding channels must continue functioning; and critical infrastructure must keep supporting payments, clearing, and settlement. Monitoring, supervision, regulation, and coordination can reduce vulnerabilities and help limit spillovers, while changing risks require authorities to keep adapting their approach.
