A daily routine can suggest a life beyond the player; context-aware dialogue can make a character feel present in the story; and reactions need to follow believable cause and effect. More complexity is not automatically better: consistency and clear intent matter more than sheer volume of behavior.
Believability starts with a character’s role and situation
A shopkeeper, guard, companion, and passerby should not respond to the same event in identical ways. The player also needs to understand enough about an NPC’s intent to make sense of an interaction. A behavior can be technically elaborate yet feel wrong if it conflicts with the character’s role or the immediate situation.

One model of NPC believability treats it as connected to a character’s complexity and ability to handle changing social contexts. That does not mean every character needs the same depth. It means the expected behavior should fit the context: a guard may investigate a disturbance, while a vendor may keep serving customers unless the disturbance affects the shop.
Warpefelt and Verhagen’s model of non-player character believability frames context as central to what behavior seems appropriate. The design question is not simply “Can this NPC do more?” but “Does this NPC respond in a way the player can understand here?”

Routines suggest that life continues off-screen
A character who returns to recognizable activities can make a world feel as though it exists beyond the player’s immediate attention. A routine might connect a person to a place or time of day; if interrupted, the character can respond and then resume an appropriate activity. The point is legible continuity, not simulating a complete life for every background character.
Zhao and Szafron’s 2014 paper describes a system that uses cyclic schedules for characters’ daily lives, built from modular, reusable behavior components. In the implementation they evaluated, the authors assessed behavior completeness and correctness as well as implementation time, and reported more reliable behavior and improved designer efficiency compared with manual scripting. Those findings describe that evaluated system, not every scheduling approach or game.
The paper on cyclic scheduling for believable game behavior is useful for understanding how reusable components can reduce the need to hand-script complex behavior. Schedules are one tool for creating consistency; they do not guarantee that an NPC will feel believable if the routine ignores the character’s role or the player’s actions.

Dialogue feels situated when it reflects what the character knows
A fluent line can still sound false if the character refers to an event they did not witness, knows something they could not have learned, or contradicts what their group knows. Believable dialogue depends on both the words and the information available to the speaker.
Naughty Dog’s dialogue system for The Last of Us was described as considering individual knowledge, collective knowledge, global game state, and the surrounding environment. Its design also let enemy and ally characters converse with each other and the player character, while giving sound designers substantial control. In the 2014 GDC session description, Jason Gregory summarized the approach as taking into account “rich contextual information, including individual knowledge, collective knowledge, global game state, and information about the surrounding environment.”
The practical lesson applies beyond that one system: dialogue should be consistent with what the character knows and what is happening around them. Context can make a short line feel more convincing than a long exchange that ignores the game state.

Reactions need a believable perception-to-action chain
Before an NPC can respond plausibly, it must detect the stimulus in a way that makes sense. A useful design chain is:

- Stimulus: The player does something that could matter, such as making a noise or entering view.
- Detection: The NPC notices it through an appropriate visual or audio cue.
- Interpretation: The character assesses what the cue may mean in context.
- Action: The character responds in a way consistent with its role and knowledge.
If detection is wrong, sophisticated decision-making later in the chain cannot fully repair the result. An NPC that reacts to something it could not have seen, or ignores a conspicuous stimulus, can undermine both immersion and gameplay.
Ubisoft’s Eric Martel discussed configurable visual and audio detection in work drawing on sensory systems from Assassin’s Creed and Thief. The 2017 GDC session summary explains why detecting player actions properly matters to credibility in action-adventure games.

Social behavior is harder than isolated actions
Navigation, tool use, and language are visible behaviors, but responding to other characters and changing group dynamics adds another layer. An NPC might need to notice what someone else is doing, interpret it, and adapt its own behavior. More animations or more dialogue do not, by themselves, solve that problem.
A 2014 study using the Game Agent Matrix examined behavior in 20 games. In that sample, the authors found more convincing examples in categories such as navigation, tool use, and language, while dynamic group formation and perceiving others’ actions were generally less convincing. This is an observation from those 20 games, not a ranking of all current games or a universal measure of NPC quality.
The Game Agent Matrix study offers a way to distinguish different kinds of behavior instead of treating “smart AI” as one capability. It helps explain why a character can move competently yet still seem socially unaware.

Generative AI can add variation, but needs boundaries
Generative systems may make NPC interactions more flexible, but generation alone does not ensure believable characters. A response still needs to fit the character, the world, the current situation, and the experience the designers intend to create.
A GDC 2026 session listing for “What Good Are AI NPCs? Lessons from a Large-Scale Player Study” reports a study involving over 100 participants and presents early evidence that AI-driven NPCs, embedded in carefully authored experiences, can support engagement, enjoyment, and creative freedom. The listing does not provide a precise effect size or enough study detail to treat those takeaways as settled across genres. It emphasizes authorial control, stating: “Strong authorial design remains essential; AI-powered experiences with strong authorial control outperform those with weak authorial control.” This is a takeaway attributed to the session listing, not a quoted statement by a named researcher.
For designers, the useful distinction is between adding possible responses and shaping which responses belong in the game. Strong constraints can preserve character voice, plot coherence, and player understanding while still allowing variation.

How to judge whether an NPC feels believable
There is no single established score that measures how real all NPCs feel. Instead, consider whether the character behaves coherently across the parts of the experience that matter:
- Context fidelity: Do words and actions reflect the character’s knowledge, game state, and surroundings?
- Perception reliability: Does the NPC notice visual and audio stimuli plausibly?
- Continuity: Do routines and behavior components create understandable activity over time?
- Social adaptability: Can the character account for other people and changing group situations?
- Authorial control: Can the designers keep behavior aligned with the intended character and experience?
The strongest impression often comes from these elements agreeing with one another. A routine establishes expectations; perception makes reactions fair; dialogue reflects the character’s knowledge; and social behavior shows how the character fits into the world.
