They need observable routines, consistent reactions to events, and enough world activity to suggest that life continues when the player looks elsewhere. The design challenge is to make those behaviors legible and coherent without simulating every character at full fidelity or letting unscripted systems derail the story.
What makes an NPC feel believable?
Believability is a player-facing effect: players infer a life from what a character does. A worker who carries tools to a job, performs a task, takes a break, and later heads home communicates more than a motionless character waiting for a dialogue prompt. The behavior need not reproduce real life in every detail; it needs to make sense within the game’s world and remain consistent when observed.

Ubisoft’s 2018 account of Assassin’s Creed Origins describes NPCs working, travelling, eating, sleeping, and following schedules whether or not the player is nearby. Ubisoft also emphasizes that non-verbal activity and behavior help build the world. Routines make characters seem to have lives beyond the player’s quest log.

Start with a few purposeful activities
Give each role a small schedule built around work, travel, rest, and social time. Place the character where those activities make sense: a craftsperson near a workshop, for example, or a trader moving between a stall and a place to rest. Design transitions as well as destinations. A person abruptly appearing at work can undermine an otherwise convincing routine.
#1 Best Overall
Make actions readable before adding explanatory dialogue. Tools, posture, movement, and the task itself can indicate occupation. A character does not need to announce that they are a guard if their visible activity already makes that clear.
Use reusable behavior components where they fit
Hand-authoring every hour of every background character’s life can become expensive. Zhao and Szafron’s 2014 paper describes a cyclic scheduling model built from tiered, modular behavior components to generate daily schedules. Their user study evaluated completeness, correctness, and implementation time; the paper reports more reliable behavior and improved designer efficiency for the architecture it studied. That result is evidence for that model and evaluation, not a guarantee that any schedule system will save time or improve quality.
Reusable components can provide a foundation for ordinary characters, while bespoke behavior remains available for characters who matter to the story. This layered approach also reflects a challenge identified in GDC’s 2014 session description, Free-Range AI: Creating Compelling Characters for Open World Games: ambient, emergent behavior must coexist with structured narrative and scalable fidelity.

How do you balance emergent behavior and authored story?
Systems can produce incidental moments when characters’ needs, goals, and world events intersect. Ubisoft’s account of Assassin’s Creed Origins describes this kind of interaction as one way unscripted events can arise. Treat emergence as a design option, not a promise that more simulation automatically creates more compelling scenes.
Set boundaries around what the systems may change. A background character might respond freely to nearby activity, while a quest-critical character or story sequence needs more controlled timing and outcomes. Test both layers together: an unscripted event should not interrupt a required conversation, break a quest, or make a carefully authored moment seem arbitrary.
The practical division is not “systems or scripts.” Reusable schedules can carry ordinary activity; authored dialogue, quests, and tightly controlled sequences can carry story-specific intent. The right balance depends on the game’s narrative demands and how much freedom its world can support.

- Be Mad Max - Become the iconic post-apocalyptic warrior, crafting and upgrading Max's equipment and weapons to survive by combining melee combat, gunplay and tactical techniques. Gamers must form alliances as they work towards the goal of building their "Magnum opus."
- Immersive savage Wasteland - Explore the gritty, dynamic world while braving the treacherous landscapes, hostile weather patterns and deadly marauders.
- survive the open-world landscape - Staying alive isn't easy. Players clash with deadly factions and gangs through scores of dangerous side-missions and quests in the dynamic open-world full of exploration.
- intense vehicular combat - Engage in dynamic inter-vehicular combat, taking down enemy vehicles with a range of powerful weapons. Car combat is entirely physics-based, so no two battles are ever the Same.
- build the ultimate survival machine - Players design, customize and upgrade their ultimate vehicle-the Magnum Opus-choosing from different car chassis and a slew of upgrades including mounted weapons, armour and engines to survive another day
How should NPCs perceive and respond to events?
Decide what an NPC can see or hear, what counts as a meaningful event, and how the character should respond. Then make those rules consistent with what the player can observe. If an NPC reacts to something that appears hidden, or ignores a conspicuous stimulus, the game’s logic becomes difficult to trust.

Building Robust AI Sensory Systems, warns that NPCs detecting things they should not—or missing obvious stimuli—can damage immersion or break gameplay systems. Its stated focus includes designer-configurable detection. For a team, that points to a practical check: test whether sight and sound rules produce understandable responses in the situations players are likely to notice.
Why are animation and calm moments important?
Players often watch ambient characters when nothing urgent is happening. In those moments, an awkward idle, a broken interaction, or a jarring transition can stand out more than it would during combat. GDC’s 2015 session description, Remember to Relax! Realizing Relaxed Behaviors in AAA Games, highlights the visibility of flaws in slow actions and interactions, along with the need to consider AI, gameplay, behavior animation, production, and memory budgets.

Review the complete behavior, not just its individual animations. Check how a character begins and ends a task, moves between locations, handles interruptions, and interacts with nearby characters. Watch groups as well as individuals: repeated or poorly coordinated actions can make a crowd feel artificial even when each character’s animation looks acceptable on its own.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can you scale simulation in a large world?
Full-detail behavior for every distant character can be costly. One option is to reduce simulation detail with distance or visibility, keeping nearby characters responsive while updating faraway ones less often. Ubisoft’s 2018 account describes this approach in Assassin’s Creed Origins through virtual, bulk, and real states.
| State in Ubisoft’s account | How it was used in Assassin’s Creed Origins |
|---|---|
| Virtual | Behavior updated every five to 15 seconds, depending on distance. |
| Bulk | Behavior updated every other frame when the character was in sight, and once per second when out of sight. |
| Real | Characters within 80 meters updated every frame. |
These are implementation details reported by Ubisoft for that game, not universal targets or a current engine benchmark. A team should choose fidelity levels according to its population, gameplay, target hardware, and the behaviors players can notice. Distance-based simulation works only if reduced updates do not produce visible discontinuities when a character becomes relevant again.

How should a team evaluate its NPC behavior?
There is no common benchmark in these sources for comparing behavior systems, and no single axis matters equally in every game. Evaluate against the genre, player expectations, population size, and target hardware. Useful questions include:
- Routine coherence and variety: Do schedules fit the character’s role, and do repeated cycles become conspicuous?
- Perceptual consistency: Do characters notice the events they should, according to rules players can understand?
- Emergence and narrative control: Can incidental behavior occur without disrupting authored story beats?
- Authoring effort and reuse: Which activities can be composed from shared components, and which need bespoke scripting?
- Runtime and memory cost: How much detail is needed for each visibility and distance level?
- Animation quality: Do idles, work, social interactions, and transitions hold up when players can watch closely?
These checks help a team decide where simulation adds visible value and where a simpler or more controlled behavior is the better choice.
