An effective streetlight makes pedestrians, cyclists, and road hazards easier to detect without creating disabling glare or wasting light. That depends on where light falls, how evenly it covers the road, the contrast of a target against its background, and the needs of the specific street—not simply on how bright a lamp appears.
What street lighting needs to make visible
Roadway lighting helps drivers see the road and detect obstacles within and beyond their headlights’ reach. On streets used by people walking or cycling, it also needs to reveal people and support visual search on and beside the road. Residential and pedestrian areas may have an additional safety and security purpose. The appropriate design therefore depends on road type, speed, pedestrian activity, and likely conflict points. FHWA’s adaptive roadway lighting report and its pedestrian safety report discuss these distinct needs.

Intersections and pedestrian crossings can merit particular attention. FHWA identifies nighttime crash history, traffic and non-motorized-user volumes, crosswalks, medians, and transit activity among factors for considering lighting at such locations. A uniform lighting level for every road would ignore these differences. FHWA’s lighting countermeasure page says about 25 percent of vehicle miles are traveled at night and that the nighttime fatality rate is three times the daytime rate; those figures explain why nighttime visibility matters, but do not establish that any one installation guarantees a safety outcome.
Why “brightness” is not one measurement
Several measurements describe different parts of the visibility problem. A high reading in one does not prove that a street is easy to see across.

- Horizontal illuminance measures light arriving on a horizontal surface, such as the road pavement.
- Vertical illuminance measures light arriving on a vertical surface, such as the front of a pedestrian. It can help show a person’s form to a driver.
- Luminance describes light perceived from a surface or scene, including the roadway as seen by a driver.
- Uniformity describes how consistently light is distributed across the area. Dark gaps can undermine visibility even where some spots are bright.
These are related but not interchangeable. A lux reading measures illuminance; by itself, it cannot establish roadway luminance, coverage uniformity, glare, or whether a particular pedestrian will be detectable. FHWA explains the distinction and target visibility in its adaptive roadway lighting report and midblock crosswalk lighting report.
Contrast, placement, and glare determine whether a target stands out
Detection depends on the contrast between a target and its background, as well as the target’s position, clothing, and color. The source’s intensity and spectrum, luminaire location and orientation, and consistency of illumination also affect what a driver can see. FHWA’s crosswalk report states that lighting must produce actual contrast greater than the threshold contrast for reliable detection of objects or pedestrians on or beside the roadway.

Vertical light can help reveal a pedestrian, but light directed toward a driver’s eyes can create glare and impair visibility. The goal is not to maximize illumination indiscriminately; it is to make relevant targets visible while controlling glare and unnecessary light spill onto neighboring properties and the night sky. FHWA’s pedestrian lighting report discusses visibility guidance, while its countermeasure page describes lighting as a safety treatment.
More light is not automatically better
In the conditions discussed in FHWA’s pedestrian-lighting report, 9 lux of semi-cylindrical illuminance or 3 lux of vertical illuminance was associated with no additional visibility increase from adding more light. The report also notes that higher levels can be needed where visual clutter is high, and discusses roadway luminance of 2 cd/m² for urban visibility. These are findings and guidance tied to studied conditions, not universal thresholds or substitutes for current local standards. Read the FHWA report for its context.

Lighting color also has no one-size-fits-all answer in the available findings. FHWA’s 2015 spectral-power-distribution research summary reports that both overhead lighting type and level affected object detection and recognition in the experiments. It identifies clothing and roadway-target color as important determinants and notes the role of uniformity; it does not establish a universally best color temperature or lamp type. See the executive summary and chapter 9.

Reducing output while keeping the designed lighting pattern can preserve visibility better than leaving isolated dark gaps. In an FHWA-reported experiment, mean detection distance was 232.6 ft (70.9 m) at 75-percent luminaire power and 223.8 ft (68.2 m) at 50-percent power. It was 204.8 ft (62.4 m) when every other luminaire was extinguished, and 163.4 ft (49.8 m) when only one side of a previously two-sided roadway was lit. These are results for the experiment’s conditions, not guaranteed detection or stopping distances on other roads. The comparison supports considering coverage and uniformity when reducing power rather than switching off individual fixtures. FHWA’s 2014 report describes the experiment.

How to judge a streetlight or lighting plan
- Check the targets: Consider whether people walking and cycling, as well as roadway hazards, stand out against their surroundings—not just whether the pavement looks bright.
- Look for continuous coverage: Assess the relevant roadway area for dark gaps and inconsistent lighting.
- Consider glare and spill: Light should not unnecessarily enter drivers’ eyes, neighboring properties, or the night sky.
- Match design to context: Road class, speed, pedestrian use, visual clutter, crossings, intersections, and other conflict points affect what is needed.
- Use roadway-suitable equipment and design: A luminaire should be appropriate for roadway use, supported by photometric information, and installed with suitable orientation and controls. A household or decorative outdoor light is not automatically a roadway substitute.
The 2014 FHWA adaptive-lighting report cites ANSI/IES RP-8-00 values in its specific historical context. Those values should not be treated as current requirements everywhere; confirm the standard and agency rules adopted for the project’s jurisdiction before applying design numbers. The evidence cited here is U.S. FHWA guidance and reports, not an evaluation of a particular street or installation.
