A strong One Piece character is not defined by one statistic. The useful test is contextual: what abilities the fighter has, what those abilities cost or cannot overcome, and what the character has actually demonstrated in combat. Devil Fruits supply varied supernatural powers, while role-specific skills—such as Van Augur’s long-range marksmanship—can determine how effectively those powers are used. Haki and combat experience belong in the comparison, but they should be judged from specific canon evidence rather than assumed to work as automatic power multipliers.
Strength in One Piece is a combination, not a single ranking
When fans ask which character is strongest, they often want a neat order from highest to lowest. The story’s fighting system makes that approach unreliable. A character may have a versatile Devil Fruit but poor options in water, a powerful defensive ability but a bad matchup, or an ordinary-looking power that becomes dangerous when paired with exceptional timing and skill.

A practical comparison therefore has three layers:
- Capability: What can the character’s ability do? Consider attack range, defense, movement, transformation, utility and the number of situations in which it works.
- Constraints and counters: What weakens the ability? Terrain, distance, stamina, an opponent’s defense and the user’s own vulnerabilities all matter.
- Demonstrated execution: Has the character shown the accuracy, judgment, tactics or endurance needed to use the ability under pressure?
This framework prevents a Devil Fruit category, a Haki label or a reputation for experience from being treated as a guaranteed victory. It also explains why two characters with apparently impressive powers can perform very differently in the same fight.

Devil Fruits: the clearest source of a character’s special ability
The official Devil Fruit explainer describes eating a fruit as granting a supernatural ability, with effects that vary from fruit to fruit. It groups the fruits into three categories—Paramecia, Zoan and Logia—whose characteristics create different kinds of combat potential.

Paramecia
Paramecia is the broadest category in the official classification. Its abilities can alter the user’s body, affect surrounding matter or produce unusual effects that do not fit the other two groups. Because the category covers such varied powers, the label alone says little about who would win a fight. A Paramecia user’s strength depends on the exact effect, its range, how quickly it can be activated and whether the user can apply it creatively.
For comparison, record the specific result the fruit produces rather than treating “Paramecia” as a strength score. A power that controls space, restrains an opponent or changes the battlefield may be more useful in one encounter than a straightforward destructive effect, while the reverse could be true in an open confrontation.
Zoan
The official explainer presents Zoan fruits through transformation and physical enhancement. Their value is therefore closely tied to the user’s body, the forms available and the situation in which those forms are used. A transformed fighter may gain a different reach, mobility profile or physical approach, but the category does not establish an identical level of power for every user.

Look for which form the character chooses, how reliably the change is used in a fight and whether the character’s demonstrated skills make the enhanced body more effective.
Logia
The official explainer characterizes Logia fruits as rare, highly defensive and broadly powerful. It also names Armament Haki as an effective counter when an individual Logia weakness is absent. That is an explanation of the category’s general characteristics, not a universal ranking of every Logia user.

A Logia comparison should therefore ask two separate questions: how much defensive and offensive scope does the particular fruit provide, and what has the individual user actually shown? A broad elemental effect may control space and make ordinary attacks ineffective, but the user still has to choose targets, manage positioning and respond to a counter. The official description supports calling Logia unusually capable in general; it does not prove that every Logia user defeats every opponent.
Devil Fruit drawbacks can change the result
The same official explainer identifies a fundamental cost: Devil Fruit users lose strength and mobility in water. This is not a minor footnote. A fight near the sea, on a ship or around a flooded battlefield can turn a powerful ability into a liability because the user may be unable to move or fight normally.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →The page also states that a person cannot eat a second Devil Fruit. That restriction prevents characters from simply collecting multiple fruit abilities to cover every weakness. A user’s build is consequently defined by one fruit, the skills developed around it and the ways opponents can exploit its limits.
Use the following checklist when assessing a fruit user:
- Does the battlefield contain water or a risk of falling into it?
- Does the power require a particular distance, line of sight, material or setup?
- Can the opponent avoid the effect rather than resist it directly?
- Does the user have a demonstrated method for defending against attacks while activating the fruit?
- Is the fruit’s advantage broad, or does it depend on one narrow trick?
These questions turn “strong Devil Fruit” into a concrete matchup analysis instead of a category-based assumption.

Why demonstrated skills matter as much as the fruit
An official profile of Van Augur lists the Wapu Wapu no Mi and describes him as a sniper capable of hitting a target from far away. That profile illustrates an important distinction: a fighter’s role-specific skill can determine the practical value of a power.

Long-range marksmanship changes how an opponent must approach, where the fight can happen and how much warning the target receives. The fruit and the sniper’s accuracy are not interchangeable attributes. The ability creates an option; the demonstrated skill determines whether the option is reliable under combat conditions.
Apply the same distinction to other characters without assuming that every case works identically. Ask:
- What is the character’s established combat role—sniper, close-range fighter, defender, controller or something else?
- What actions have actually been shown, and at what range?
- Does the character combine the ability with timing, positioning or deception?
- Can the character maintain that performance when pressured or surprised?
This is why a character with a less spectacular-looking fruit can still be dangerous. A precise, repeatable application may matter more than theoretical versatility that the user has never demonstrated.
Where Haki fits—and why mechanics must come from specific canon evidence
Haki is one of the comparison terms in this question, but broad claims about its mechanics should not be made without a cited manga passage or official reference that establishes the rule being discussed. The official Devil Fruit explainer specifically names Armament Haki as an effective counter to Logia defenses when an individual weakness is not present. That supports a limited conclusion: the story presents Armament Haki as relevant to confronting at least that category of Devil Fruit.

It does not, by itself, establish a complete Haki power scale, a universal interaction with every fruit or an automatic result in a fight. Avoid treating “has Haki” as a numerical upgrade that settles the matchup. A sound comparison should identify the exact canon scene or official profile supporting any claim about what a character’s Haki can do, how consistently it is used and against which kind of opponent.
For a reader building a character comparison, the evidence standard is simple:
- Name the specific Haki ability being discussed only when an official source or manga scene establishes it.
- Separate a character’s demonstrated use from assumptions based on reputation, title or fan ranking.
- Describe the interaction with a Devil Fruit in the narrow circumstances shown, rather than extending one scene into a universal rule.
- Keep the opponent, terrain and objective visible. A defense-breaking option may matter less if the user cannot reach the target or protect against return fire.
This approach leaves room for Haki to be decisive while avoiding unsupported claims about mechanics that have not been documented in the material being used here.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Combat experience is evidence, not an automatic win condition
Experience can influence a battle through decision-making, composure and recognition of danger, but “more experienced” is not a measurable victory by itself. To use experience responsibly, point to specific fights or official character material showing what the fighter learned, endured or executed repeatedly.
Useful evidence includes a character adapting after an opponent reveals a technique, choosing favorable distance, protecting a weakness, or keeping a plan intact while injured or surprised. Those are observable behaviors. Simply assigning extra strength because a character is older, famous or has participated in many battles is speculation unless the story connects that background to demonstrated performance.

Experience also interacts with the fruit rather than replacing it. A practiced user may exploit a narrow ability efficiently, while an inexperienced user may waste a versatile power. Conversely, experience cannot erase a hard constraint such as losing strength and mobility in water. Treat it as an execution factor that changes how capabilities are applied.
A practical method for comparing two characters
Use this sequence when the question is “Who is stronger?”
- List established abilities. Record the Devil Fruit category and the specific effects shown. Add Haki only with a source or scene that establishes the relevant use.
- Map the constraints. Include water vulnerability, range, activation conditions, recovery time and any individual weakness shown in canon.
- Record demonstrated skills. Note marksmanship, hand-to-hand technique, movement, tactics, defense and accuracy instead of relying on labels.
- Define the matchup. State whether the fight is on land, at sea, indoors, at long range, by surprise or under a specific objective. The same two characters can have different prospects in different settings.
- Compare win conditions. Decide how each fighter can realistically disable, outmaneuver or outlast the other, and what must go right for that plan to work.
- Mark uncertainty. If a Haki interaction, experience claim or ability limit is not established by the cited material, label it unresolved rather than converting it into a fact.
The resulting judgment should read as a matchup conclusion—“Character A has the better range and Character B has the stronger demonstrated counter in this terrain”—not as a permanent universal ranking.
What reference books can—and cannot—tell you
Shueisha’s physical VIVRE CARD booster pack is a character-reference product, not a comparative combat ranking. The publisher listing identifies a 32-page edition released September 4, 2024, with a displayed list price of 440 yen including tax and ISBN 978-4-08-908466-3. Its listed New World lineup includes Kaido, King, Queen, Shanks, Buggy, Mihawk and Crocodile.
Such a reference can help readers verify profile information and identify characters, but the product listing does not claim to rank their fighting strength. Do not treat inclusion in the lineup, a profile entry or a printed statistic as proof that one character defeats another. Combat conclusions still require the ability, limitation and demonstrated-performance analysis above.
The bottom line: context decides strength
Devil Fruits explain what supernatural option a character possesses: Paramecia effects vary widely, Zoans emphasize transformation and physical enhancement, and Logias are described officially as rare, highly defensive and broadly powerful. Every fruit user also faces the stated water drawback and the one-fruit restriction. Those facts establish capability and limits, not a complete ranking.
Haki should be evaluated from the exact canon rule or scene that supports the claim; the official explainer’s specific point is that Armament Haki can counter Logia defenses when an individual weakness is absent. Combat experience should likewise be grounded in observed decisions and adaptations. Add demonstrated role-specific skill—such as Van Augur’s documented long-distance marksmanship—and the strongest comparison is the one that explains who can use an ability, under which conditions, and against what counter.
