Should you pay IGST or export under LUT? For a qualifying export of services from India, neither route is universally better. Exporting under a Letter of Undertaking (LUT) avoids paying IGST upfront, but the refund is limited to eligible unutilized input tax credit (ITC) under the prescribed calculation. Paying IGST creates an upfront cash outflow and lets you seek a refund of the IGST paid on the export. The practical choice depends on whether your supply qualifies as an export, how much eligible ITC you have, your cash position, and your ability to maintain the required filing evidence.
This guide explains the statutory tests, compares the two routes, and gives a filing-oriented decision framework. Official materials establish the legal mechanisms, but they do not establish that either route consistently produces faster refunds for service exporters.

Confirm that the supply is an export of services first
The LUT-versus-IGST decision exists only for a transaction that meets the export-of-services definition in section 2(6) of the Integrated Goods and Services Tax Act. Check every condition against the contract, actual work, customer location, place-of-supply rules, and payment records before choosing a refund route.

- Supplier located in India: The person supplying the service must be located in India.
- Recipient located outside India: The customer must be outside India for the relevant supply.
- Place of supply outside India: The applicable place-of-supply rule must put the service outside India. A foreign billing address alone does not establish this condition.
- Permitted payment receipt: Payment must be received in convertible foreign exchange, or in Indian rupees where the Reserve Bank of India permits receipt in rupees for that transaction.
- Not merely distinct establishments: The supplier and recipient must not simply be establishments of the same person treated as distinct persons under the statutory explanation.
CBIC’s sectoral FAQ warns that a payment arrangement failing the statutory receipt condition can prevent export treatment. Its discussion of payments into an NRE account is tied to that particular fact pattern; do not turn it into a blanket rule for every overseas customer or every Indian-rupee receipt.

Eligibility evidence to assemble
- The signed statement of work or contract identifying the service, customer, and contracting entities.
- Invoices that clearly identify the export supply and show the relevant tax treatment.
- Documents supporting the recipient’s location and the place-of-supply analysis.
- Bank or other permitted payment evidence showing receipt in the required currency or an RBI-permitted rupee arrangement.
- Records connecting input tax credits to the business and supporting the amount claimed in a refund application.
If one of the five conditions is uncertain, do not select a route merely because it appears to offer a more convenient refund. Resolve the export-status question first, using the current Act, rules, and professional advice where the facts are unusual.
How the two zero-rating routes differ
Section 16 treats export of services as a zero-rated supply. Parliament’s statutory wording, as reproduced in CBIC’s IGST Act text, is: ‘zero rated supply’ means any of the following supplies of goods or services or both, namely:–– export of goods or services or both; or supply of goods or services or both to a Special Economic Zone developer or a Special Economic Zone unit.
| Decision point | LUT or bond, without payment of IGST | Pay IGST and claim refund |
|---|---|---|
| Tax charged when the qualifying export is made | No IGST is paid on the export under the furnished LUT or bond. | IGST is paid on the qualifying export. |
| Refund sought | Refund of eligible unutilized ITC, subject to the refund rules and calculation. | Refund of the IGST paid on the export, under the applicable procedure. |
| Immediate cash effect | No IGST cash payment is made solely to make the export. | Cash or available credit is used to pay IGST before the refund is requested. |
| Dependence on accumulated ITC | High: the claim is based on eligible unutilized ITC and the statutory formula. | The claim is tied to the IGST paid on the export rather than a general balance of accumulated ITC. |
| Main administration | Furnish the LUT or bond, report the export, and prepare an RFD-01 claim with the required ITC and turnover data. | Report the export, pay the tax correctly, and file the refund claim for the IGST paid. |
| Typical fit | A business that wants to preserve cash and has the records and eligible credits needed for an ITC refund. | A business that can fund the tax payment and prefers a refund linked to the tax paid on each export. |
The table describes route mechanics, not a promise about approval time or a substitute for checking a particular taxpayer’s eligibility. Current rules and portal validations control the claim.

1. Furnish the LUT or bond before using the route
Section 16(3) and Rule 96A provide the basis for making a zero-rated supply without payment of integrated tax under a bond or LUT. The GST Portal’s published instructions identify Form GST RFD-11 for furnishing the LUT. The described navigation is Services > User Services > Furnish Letter of Undertaking (LUT); select the relevant financial year and complete the form.
Portal labels and validations can change. Open the current GST Portal instructions while filing rather than relying on an old screenshot or an earlier year’s sequence. Keep the acknowledgement or reference generated by the portal with the export records.
2. Issue and report export invoices consistently
Use the no-IGST export treatment only after the LUT or bond requirement has been met. The invoice, books, and return data should agree on the recipient, service description, value, currency, and export status. The GST Portal’s GSTR-1 guidance treats exports as zero-rated inter-State supplies and requires export invoice details to be reported in returns.

3. Track the inputs that may support the refund
An LUT export does not make every GST credit automatically refundable. Identify eligible unutilized ITC, retain purchase and tax-invoice records, and reconcile the credit ledger with the figures used in the refund application. Credits that are ineligible, unsupported, reversed, or unrelated to the claim can reduce the amount that may be refunded.
4. File the accumulated-ITC refund in RFD-01
The refund application for exports without payment of tax is made electronically in Form GST RFD-01 under the refund rules. The GST Portal has stated that a taxpayer applying for an accumulated-ITC export refund must enter a valid LUT number in the application. That functionality statement dates from 2021, so verify the current form fields and validation rules before submission.
5. Apply the statutory calculation rather than the entire credit balance
The maximum refund for zero-rated supplies made without payment of tax is calculated using the turnover of zero-rated supplies, Net ITC, and Adjusted Total Turnover. In simplified form, the rule uses the relationship:
maximum refund = (turnover of zero-rated supplies × Net ITC) ÷ Adjusted Total Turnover
The formula is a ceiling, not an automatic entitlement to the whole electronic credit balance. The claim still depends on eligible credits, the relevant period, supporting documents, and the refund rules in force when the application is filed.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems6. Pay attention to service-export timing
For service exports, the rules determine relevant turnover using payment received during the period, completed services for which payment was received earlier, and advances for services not completed during the period. Consequently, the amount that enters the calculation can move between periods as services are completed and payments arrive. Reconcile invoices, completion evidence, advances, and bank receipts before finalising the period’s turnover.

How the pay-IGST route works
1. Confirm export eligibility and the tax amount
Run the same section 2(6) export test. Paying IGST does not cure a transaction that fails the export definition. Determine the taxable value and applicable IGST under the current law, and ensure the invoice and return data identify the supply as an export.
2. Pay IGST when the supply is reported
Under this route, the exporter pays IGST on the qualifying service export instead of using the no-payment LUT treatment. The payment is the cash-flow cost that must be funded before the refund is requested. If the business uses available credit to discharge the liability, reconcile that utilisation with the return and refund records.
3. Report invoice details in the return
Export invoice information is reported through the GST return process. Ensure the recipient, invoice number and date, export value, tax amount, and other required fields are consistent across the invoice, GSTR-1 data, payment records, and ledger.
4. Claim the IGST paid
The refund sought under this route is the IGST paid on the export, subject to the applicable refund rules and procedural checks. Preserve evidence that the tax was actually paid and that the underlying supply met every export condition. The route is not a general refund of accumulated ITC; its central figure is the IGST paid on the qualifying supply.
Which route should you choose?
Use the following sequence instead of treating “LUT vs IGST payment for exporting services” as a one-size-fits-all question.
Choose LUT when preserving cash is the priority
An LUT route avoids the upfront IGST payment on each qualifying export. It can suit a service business with long refund cycles in its working-capital plan, provided the business can furnish the LUT and support an eligible unutilized-ITC claim. The benefit is strongest when the business has a reliable credit trail and understands that the refund is constrained by the statutory formula.

Consider paying IGST when the business can fund the outlay
The payment route may be operationally attractive where the exporter can finance IGST until the refund is received and wants the claim to be tied to tax paid on the export. It does not remove the need to prove export status, report invoices accurately, or comply with refund checks. The upfront payment should be modelled against expected receipts and the business’s borrowing or cash constraints.
Compare the expected refundable amounts
Estimate the LUT claim from eligible Net ITC and the rule-based turnover fraction. Separately estimate the IGST that would be paid on the exports and claimed back. Use the same period, service completion data, payment receipts, and tax values in both scenarios. A large credit balance is not by itself proof that the LUT route will return the same amount as the IGST route.
Assess filing capability
The LUT route requires a valid LUT reference and detailed ITC and turnover support. The IGST route requires accurate tax payment and matching export reporting. If the accounting system cannot reconcile invoices, advances, service completion, bank receipts, and credits, the weaker process—not the theoretical tax saving—should determine whether specialist help is needed.
Do not choose on an assumed speed advantage
Official materials explain the legal options and calculation, but they do not provide a current, comparable processing-time dataset showing that service-export refunds under one route are generally faster. Processing depends on the claim, records, validations, queries, and the rules and systems operating when it is filed.

- Verify all five section 2(6) conditions for each category of service and customer.
- Confirm whether the payment currency or rupee receipt is permitted for the facts involved.
- For LUT exports, retain the RFD-11 acknowledgement or current portal reference for the relevant financial year.
- Reconcile export invoices reported in GSTR-1 with the general ledger and customer contracts.
- Separate eligible Net ITC from blocked, reversed, unsupported, or unrelated credits.
- Recalculate zero-rated turnover using payments, completed services, and advances in the period as required for service exports.
- Check the Adjusted Total Turnover and the period used in the formula.
- For IGST-paid exports, reconcile the tax paid in the return with the amount requested in the refund.
- Keep payment evidence and explanations for unusual settlement arrangements.
- Review the current consolidated Act, rules, forms, and portal validations before submitting.
Common mistakes and how to correct them
Treating a foreign customer as automatic export proof
A customer’s overseas address does not establish the place of supply, permitted payment receipt, or the distinct-establishment condition. Perform the complete statutory test and document the result.

Using LUT without a valid filing record
If the portal requires an LUT number for the RFD-01 claim, an exporter that cannot produce a valid reference may face a validation or evidence problem. Check the current portal status before issuing no-IGST export invoices and retain the acknowledgement.
Best Value
Claiming the whole ITC balance
The LUT refund is limited by eligible Net ITC and the turnover formula. Reconcile the claim to the prescribed period and exclude credits that do not qualify.
Ignoring payment and completion timing
Service-export turnover is not necessarily the value invoiced during the period. Payments, previously completed services paid in the period, and advances for incomplete services affect the calculation. Build a period-wise schedule before filing.
Assuming an NRE-account example applies to every rupee receipt
CBIC’s FAQ addresses a particular payment arrangement. Use the exact facts and current RBI permissions rather than extending that example to all overseas customers.

The published navigation and fields can change. Confirm the current Services menu, financial-year selection, RFD-11 requirements, and RFD-01 validation messages at the time of filing.
Choosing a route before checking exceptional facts
The general comparison does not resolve every special taxpayer, contract, place-of-supply, or payment circumstance. Escalate unusual cases for a current professional review instead of assuming the general route rules settle them.
When professional review is worthwhile
Obtain qualified GST advice before filing when the recipient is a related overseas establishment, the service has a special place-of-supply rule, payment is received in an unusual currency or account, contracts cover multiple deliverables, advances and completion dates cross refund periods, or the ITC ledger contains reversals and shared costs. A professional can review eligibility and the calculation; accounting or return software can help track invoices and filing data but cannot decide the legal export status for you.
Practical answer for three common situations
You have little accumulated ITC and ample working capital
Model the IGST-paid route first because the LUT refund is constrained by eligible Net ITC. Confirm that the business can carry the tax outlay until the claim is processed and that the payment and return data can be reconciled.
You have substantial eligible ITC and tight working capital
Model LUT first. It avoids paying IGST upfront, but only if the LUT is properly furnished and the expected claim survives the Net ITC and turnover calculation. Prepare the evidence before the first refund period closes.
Your export status or payment terms are uncertain
Do not use either route as a workaround. Resolve the section 2(6) conditions, place of supply, and payment-receipt issue before invoicing or claiming a refund.
