A quarterback who has met the three-year requirement but still has college eligibility can seek early-entry approval from the NFL; declaring early means giving up the remaining football eligibility if the player is accepted and drafted.
The rule is not based on whether a player is called a junior, redshirt sophomore or senior. It is based on the time elapsed since high school, the player’s individual college-eligibility status and, for early entrants, the league’s approval and that year’s deadlines.

The NFL’s basic eligibility test
NFL Football Operations summarizes the standard in one sentence: "To be eligible for the draft, players must have been out of high school for at least three years and must have used up their college eligibility before the start of the next college football season." That rule applies to quarterbacks in the same way it applies to other positions. The NFL’s published eligibility materials do not create a separate quarterback-only threshold.

Three NFL seasons must have elapsed after high school
The collective bargaining agreement measures the waiting period by completed NFL regular seasons, not by a player’s roster label or the number of college seasons played. Three NFL regular seasons must have begun and ended after either:

- the player’s high-school graduation, or
- the graduation of the high-school class with which the player entered high school,
whichever date is earlier. This wording prevents a player from shortening the waiting period by using an unusual graduation path or class designation.
The CBA gives a useful example: a player who graduated from high school in December 2020 could not apply for special eligibility or otherwise be eligible for the 2023 Draft. The first draft for which that player could be eligible was the 2024 Draft, assuming the other requirements were satisfied.
College football eligibility normally must be exhausted
Most draft prospects become eligible through the ordinary route: their college football eligibility ends, and they enter the NFL Draft in the following year. The league’s wording refers to having used up eligibility before the next college football season, so a player is not made eligible simply by completing a particular number of college seasons. Redshirts, transfers, medical exceptions and other NCAA determinations can change how much eligibility an individual has left.

That player must either remain in college until eligibility is exhausted or request early-entry approval.
How the high-school date is calculated
The controlling question is not usually “How old is the quarterback?” It is “When did the applicable high-school graduation event occur, and have three NFL regular seasons ended since then?” The CBA’s alternative reference to the player’s entering class matters when a player’s personal graduation date differs from the class date.

Why a college class label can mislead
Terms such as “true junior,” “redshirt sophomore” and “four-year senior” describe a college roster situation. They do not, by themselves, establish NFL eligibility. Two quarterbacks with the same college label may have different draft statuses if they graduated from high school in different years or have different amounts of NCAA eligibility remaining.
Likewise, playing three college seasons is not the NFL test. A player could spend fewer or more than three seasons on a college roster because of redshirting, transfers or other eligibility rules while still satisfying—or failing to satisfy—the NFL’s three-season waiting period.

| Route | Time requirement | Player action | Effect on college football eligibility |
|---|---|---|---|
| Ordinary eligibility | At least three NFL regular seasons have begun and ended after the applicable high-school reference date. | Complete or otherwise use all college football eligibility before the next college season, then enter the draft in the eligible year. | No remaining football season is available under the player’s college eligibility record. |
| Early entry | The same three-year high-school waiting period must be met, even though college eligibility remains. | Submit the required early-entry request and receive NFL approval by the draft-year deadline. | An underclassman’s petition renounces remaining college football eligibility. An early graduate with eligibility left also needs league approval. |
Ordinary eligibility after college
This is the route used by a typical graduating quarterback. Once the player’s football eligibility is exhausted, the NFL treats the player as eligible in the year after that eligibility ends, provided the three-year high-school requirement has also been met. The league and the player’s college compliance office verify the details.
Early entry by an underclassman
An underclassman who has reached the three-year point can ask the NFL for special eligibility. The request is not automatic. The player must follow the current draft cycle’s instructions, meet the filing deadline and accept the consequence that an approved underclassman declaration renounces remaining college football eligibility.
Early entry by a graduate with eligibility remaining
A player who graduates from college before using all football eligibility can also request permission to enter early. Graduation alone does not replace the NFL’s three-year high-school rule or guarantee approval. The league reviews the application and confirms the player’s background with the college.

What a quarterback must do, step by step
- Establish the high-school reference date. Use the actual graduation date or, where the CBA requires it, the graduation date of the class with which the player entered high school—whichever is earlier.
- Count completed NFL regular seasons. Confirm that three NFL regular seasons have begun and ended after that reference date. Do not count college seasons instead.
- Check the NCAA eligibility record. Determine whether the player has used all football eligibility, has a season remaining, or has a special NCAA status such as a medical or transfer-related extension.
- Choose the correct route. A player with no football eligibility left follows the ordinary route. A player with eligibility remaining must seek early-entry approval rather than simply announcing for the draft.
- Read the current year’s NFL instructions. Petition and declaration dates change each draft cycle. A deadline from one year cannot safely be reused for another.
- Submit any required petition or written notice. Early entrants must provide the information requested by NFL Player Personnel and comply with the applicable deadline. The player’s school may also need to confirm the academic and eligibility record.
- Wait for league verification. NFL Player Personnel works with college compliance departments to confirm college backgrounds and reviews early-entry applications. A public announcement by a player is not, by itself, the final eligibility determination.
- Understand the post-declaration consequence. If an underclassman is accepted and drafted, the player’s remaining college football eligibility is gone. The NCAA has a separate rule for certain players who declare, are not drafted and timely notify their school that they intend to return.
What the 2026 draft cycle illustrates
The 2026 cycle shows why dates must be checked annually. NFL guidance listed January 5 as an early-petition date, January 14 as the traditional date and January 23 for players on a College Football Playoff National Championship team. Those dates applied to the 2026 Draft and should not be treated as permanent league deadlines.

NFL reporting for that cycle said 42 players were granted special eligibility after meeting the three-year rule and renouncing college football eligibility by written notification. The same report identified 21 underclassmen who had completed their degree requirements while retaining football eligibility. Those are 2026 counts, not a normal annual quota or a prediction for another draft.
The NCAA’s 2026 educational memo also treated a player who participated in, or would have participated in, a fourth season of full-time eligibility during the 2025 season as automatically eligible for the 2026 Draft. Players in the memo’s senior category who intended to return for the 2026 season had to opt out by February 19, 2026. Both provisions were cycle-specific.
NFL draft eligibility and NCAA eligibility are different questions
The NFL decides whether a player may enter its draft. The NCAA decides whether that player may continue competing in college. Meeting one standard does not automatically satisfy the other.
For the 2026 cycle, the NCAA memo described a limited return route: a player who declared for the NFL Draft, was not drafted and wanted to resume intercollegiate participation had to give written notice of that intent within 72 hours after the NFL draft declaration date. The player also had to satisfy the memo’s other conditions. This is not a general promise that every undrafted declaration can be reversed, and the applicable NCAA guidance can change.

Being drafted generally ends the practical college-football option for an underclassman who declared early. An undrafted player must not assume that an automatic return is available; the notice window and all NCAA requirements must be met.

The NFL’s general eligibility rules list routes beyond the usual exhausted-college-eligibility path. Depending on the facts, they include:
- graduating from a recognized four-year college before the next NFL regular season;
- specified circumstances involving elapsed league seasons; and
- special permission from the Commissioner.
The rules also state that remaining athletic eligibility in a sport other than football does not prevent NFL eligibility when the other NFL requirements are met. For example, a quarterback’s remaining eligibility in baseball or another sport is not the same as remaining football eligibility.
These provisions are fact-specific. A player relying on one should obtain the current NFL interpretation through the player’s school and league contacts rather than infer eligibility from a general online summary.
Common mistakes about quarterback eligibility
“Every quarterback has to finish four college years.”
No. The ordinary route requires the high-school waiting period and exhausted college football eligibility, but an eligible underclassman can seek special entry. Some players also reach the draft through the early-graduate route.
Best Value
“A quarterback can enter after three college seasons.”
Not necessarily. The rule is three completed NFL regular seasons after the applicable high-school graduation reference, not three college seasons. College eligibility status and league approval still matter.
“Being listed as a junior makes a player draft-eligible.”
No. A roster label is only a shorthand for college standing. The NFL examines the player’s high-school timeline and actual eligibility record.
“Declaring is the same as being eligible.”
No. A public declaration can precede league verification. NFL Player Personnel confirms eligibility with college compliance departments, and early entrants require approval.
“The 2026 deadlines apply every year.”
No. The January dates and the February 19 NCAA opt-out date belonged to the 2026 cycle. Future drafts can use different dates and procedures.
A practical checklist for a quarterback and school
- Record the high-school graduation date and entering-class date.
- Document every season of college football eligibility used, including redshirt, transfer and medical determinations.
- Confirm that three NFL regular seasons have ended after the applicable high-school reference date.
- Identify whether eligibility is exhausted or whether an early-entry petition is required.
- Obtain the current NFL draft-year deadlines from league instructions.
- Coordinate with the school’s compliance office before submitting a declaration.
- If considering a return after going undrafted, check the current NCAA notice window immediately rather than relying on a prior-year memo.
The Bottom Line
A college quarterback qualifies for the NFL Draft when the player has been out of high school for at least three years and has exhausted college football eligibility, or when the player meets that three-year threshold and receives NFL approval for early entry. The decisive factors are the high-school timeline, the individual eligibility record and the current draft year’s filing rules—not the quarterback’s class label.
