Start by finding the public notice and the agency handling each permit. Read the notice for the comment deadline and submission instructions, review the project record, and send specific written comments through the formal channel. Hearing rules and appeal routes vary by permit and location, so check the project’s own notice rather than assuming a standard process.
1. Find out who decides and what is pending
Begin with the project’s public notice and the environmental agency identified in it. A project may involve more than one permit or agency; do not assume a single office controls every decision. Ask the agency which permits are involved, who issues each one, where the application and draft materials can be reviewed, and where future notices will appear. Request to be added to the facility or project mailing list.

The notice is the controlling guide to the applicable deadline, submission address or portal, and any hearing-request procedure. EPA’s New Source Review participation guidance describes a comment period that is usually 30 days for that program; this is not a universal deadline for industrial projects. Other programs and permit actions may follow different schedules. EPA’s hazardous-waste permitting guidance explains participation opportunities in that separate process.

When available, review the permit application, draft permit, fact sheet or statement of basis, technical support documents, and relevant earlier agency decisions. Note what the applicant proposes, what conditions the agency would impose, and which claims or impacts are not clear to you. Write down questions and, where possible, identify the page or document that prompted each one.

- Stay informed – Get an indication of current indoor air quality from the color-coded LED, and detailed information and an easy-to-understand air quality score in the Alexa app.
- Real-time alerts - Get notifications on your phone or announcements on Echo devices when Alexa detects poor indoor air quality.
- Automate climate control - Enable Routines to turn on or off your compatible Alexa devices, such as air purifiers, dehumidifiers, and fans, when the indoor air quality sensors detect changes.
Ask the project contact or permitting agency to explain difficult material, clarify how to inspect the administrative file, or arrange an informational meeting. You can also speak with local officials and civic, environmental, or public-interest groups. EPA’s RCRA public participation tools and resources describe ways residents and communities can take part in that program.
3. Submit comments through the formal channel
Use the channel and deadline in the notice. A useful comment identifies the project and draft decision, describes a concrete concern, points to relevant facts or documents, and says what information or action you want the agency to consider. For example, instead of saying only that a proposal is worrying, identify a specific statement in the application that you believe needs clarification and ask the agency to address it in its decision.

Keep a dated copy of what you submit and proof of delivery. Residents may coordinate their comments or file separate comments reflecting different concerns; a petition or shared template does not automatically have a particular legal effect. In the covered EPA permitting processes, significant comments submitted during the formal period must be considered, but comments do not guarantee that a project will stop or that the agency will adopt a requested change. The agency makes its decision under the applicable law.

4. Decide whether to request a hearing or attend a meeting
Read the notice to learn whether a hearing is planned, how to request one, and when a request is due. A hearing is not automatic: the applicable program rules and agency process determine whether a request is required and whether a hearing will be held. A formal hearing can provide an opportunity to make a record; an informational meeting may instead be intended for questions and dialogue.

These formats are not interchangeable. EPA’s public involvement reference guide distinguishes formal hearings from informal meetings. Attending a meeting does not necessarily file a formal comment or preserve any review rights. If you speak at a hearing or meeting, submit written comments separately through the official process when the notice provides for them. State procedures can differ; for example, the Illinois EPA describes public meetings and hearings in its Environmental Justice policy, which is an Illinois-specific example rather than a nationwide rule.
5. Make participation workable for the community
Share the notice, documents, and deadlines with neighbors. If it helps, choose a point person to communicate with the agency and keep a shared calendar of dates and submissions. Ask the agency about accessible formats, language needs, meeting locations, or other participation arrangements. EPA describes public participation as two-way engagement: providing information to interested people and receiving their ideas, questions, and concerns.

6. Read the final decision and check review deadlines
After the agency acts, read the final permit or decision and its responses to significant comments. If you are considering reconsideration or an appeal, promptly check the issuing authority’s rules and deadline. EPA’s New Source Review guidance says appeal procedures depend on the state and on whether EPA or a delegated state or local agency issued the permit; it also says draft-permit comments normally must be submitted to appeal in that process. Those details are specific to New Source Review, not a universal rule. For a live deadline or a question about legal rights, contact the issuing authority and consider seeking qualified local legal advice.
