The first decision is whether the laptop will run the model itself or send evaluation requests to a hosted model. For local inference, size memory and performance around the specific model, context length, inference backend, and number of concurrent tasks. For either setup, evaluations that execute code or use network access also need appropriate isolation.
Start by deciding where the model runs
Evaluation software and model inference are separate parts of the workload. If the model is hosted by a provider, your laptop runs the evaluation code, handles data and logs, and connects to that service; the model weights do not need to fit in the laptop’s RAM or graphics memory. The open-source Inspect framework supports provider integrations as well as local inference integrations such as Hugging Face, vLLM, and SGLang.

If you want inference to happen on the laptop, the model’s memory and backend requirements become central. Check the requirements for the particular model and inference software you intend to use. Model-file size alone does not establish the full memory requirement: context length and runtime overhead also matter.

What laptop hardware matters for local inference?
GPU memory—or memory available to the accelerator
LM Studio recommends at least 4 GB of dedicated VRAM as a general requirement for its application, according to its System Requirements documentation. That is an application-level baseline, not a guarantee that a particular model, context size, or evaluation will fit or run well. Do not treat it as a universal minimum for local AI safety evaluations.

When comparing laptops, look at memory available to inference: dedicated VRAM on a discrete GPU or, where supported by the hardware and software, unified memory. Confirm that the inference backend supports the device. The sources do not establish model-by-model memory figures or comparative laptop performance benchmarks, so a precise universal VRAM or RAM tier cannot be recommended here.
System RAM, context, and workload size
System memory needs depend on the model and the way the inference backend uses the machine. Context length can change the resources required, and running evaluations concurrently can raise demand compared with handling one task at a time. Check current requirements for the model and backend together rather than choosing from the model’s download size alone.

CPU and storage
The available guidance does not provide a general CPU or storage specification for these workloads. Treat both as model- and software-dependent: check the chosen model and backend’s current requirements, and allow enough storage for the model files and evaluation data you plan to keep. Neither a faster CPU nor a larger drive substitutes for sufficient inference memory or backend compatibility.

Evaluation type changes the workload
Some evaluations score model inputs and outputs; others assess reasoning, coding, behavior, knowledge, or multimodal understanding. Agentic evaluations may involve tools, code execution, browsing, and multi-step actions, with many model interactions and a need to log trajectories accurately. The UK AI Safety Institute’s Engineering Playbook describes this range of evaluation approaches.

As the number of interactions or concurrent tasks grows, the evaluation can put more demand on inference and orchestration than a simple prompt-and-score test. Plan for the workload you will actually run, including logging and local tool execution, rather than assuming that merely launching an evaluation proves the laptop can handle it at the scale you need.
Do you need a GPU?
Not necessarily for every evaluation. If your evaluation calls a hosted model, the laptop does not need to run local model inference. If you want to run a model locally, the suitable hardware depends on that model and the chosen backend; the LM Studio recommendation of at least 4 GB dedicated VRAM applies to that application and is not a promise of acceptable performance for every workload.

For a buying decision, compare the actual model and context you plan to use, memory available to inference, system RAM, backend compatibility, and expected concurrency. If you already own a laptop, try the intended model and workload before buying hardware on the assumption that one general VRAM figure guarantees fit or speed.

Compute does not replace security controls. When an evaluation gives a model shell access, code execution, or network access, run it in an appropriately isolated environment and grant only the permissions needed for the task. The UK AI Safety Institute’s sandboxing guidance emphasizes minimum necessary permissions rather than requiring the most restrictive setup in every case.

This matters especially for agent evaluations: decide what tools are available, what files or services they can reach, and how actions and results will be recorded. Keep that execution environment separate from sensitive data and systems unless access is deliberately required and controlled.
A practical laptop comparison checklist
- Where inference runs: hosted provider or local model.
- Model and context: the exact target and intended context length, not just the model-file size.
- Inference memory: dedicated VRAM or supported unified memory, checked against the model and backend.
- System resources: RAM and storage adequate for the selected software, model files, data, and logs.
- Concurrency: whether evaluations run one at a time or several in parallel.
- Tools and permissions: whether code or network access is involved and how that execution is isolated.
For submissions to the UK AISI Autonomous Systems evaluation suite, its standard dated 31 October 2024 specifies Inspect as a requirement. This is a rule for that suite, not a general requirement for all evaluation projects; the standard also suggests simulation or subtask testing when assessing potentially unsafe capabilities. See the Autonomous Systems Evaluation Standard.
What an evaluation can—and cannot—tell you
Capability assessments, red-teaming, and human-uplift evaluations address different questions. An evaluation can provide evidence about selected risks or capabilities, but it cannot certify a system as safe. The UK AI Safety Institute states in its approach to evaluations, published 9 February 2024, that its evaluations are not comprehensive assessments of an AI system and are not intended to designate a system “safe.” Separately, the UK Government’s Code of Practice for the Cyber Security of AI discusses security testing and evaluation before deployment and retesting after major model updates.
