How are advanced AI chips made? They emerge from a chain that starts with architecture and circuit design, continues through hundreds of tightly controlled wafer-fabrication steps, and ends with multi-die packaging, memory integration, and electrical, thermal, and functional testing. No single exposure or machine makes a finished processor; usable AI hardware is the result of repeated material processing, measurement, yield management, assembly, and verification.

From architecture to a manufacturable design

Manufacturing starts before a wafer enters a factory. A chip company defines the computing architecture, turns that architecture into a circuit and physical layout, and chooses a semiconductor process on which the design can be built. The process choice determines the available device structures, wiring options, design rules, materials, and manufacturing equipment.

The business model affects who performs each step. A fabless company concentrates on architecture and chip design, then contracts production. Qualcomm, Nvidia, and AMD are examples ASML gives of fabless companies. A foundry manufactures chips for customers; TSMC is an example. An integrated device manufacturer designs and manufactures its own products. In every model, the design must be translated into layer-by-layer patterns that manufacturing equipment can print and process.

Design sign-off also includes manufacturing checks. Engineers verify that the layout can be patterned, etched, connected, powered, cooled, and tested. For an AI processor, the plan may include several compute dies, high-bandwidth memory, or a package-level interconnect scheme rather than one large monolithic die. That decision influences wafer layout, packaging, test coverage, and the final product’s electrical and thermal behavior.

What happens in a wafer fab

ASML describes chipmaking as a sequence of hundreds of steps that can take up to four months from design to mass production. That is a general description from ASML, not a universal cycle time for every chip, factory, or product. The wafer process itself is iterative: manufacturers deposit a film, pattern it, remove or modify selected regions, measure the result, and repeat the sequence for many layers.

Stage What is done Why it matters
Wafer preparation Silicon wafers enter the fab as the substrate for the device layers. A uniform starting surface is needed for repeatable processing.
Film deposition Thin conductive, insulating, or semiconductor films are added. These films become parts of transistors, contacts, and interconnects.
Resist coating and lithography Photosensitive resist is coated on the wafer and exposed through a reticle pattern. The exposure defines where a layer will be opened or protected.
Development and etch Baking and development create openings in the resist; etching transfers the pattern into the underlying material. The printed image becomes a physical structure in the film.
Implantation and other modification Ion implantation and related processes change material properties in selected regions. Electrical behavior is adjusted to form functioning devices.
Inspection and metrology Tools look for defects and measure dimensions, alignment, and process results. Feedback allows the fab to correct drift and protect yield.
Repetition The deposition, patterning, transfer, modification, cleaning, and measurement cycle is repeated across many layers. Modern logic and memory require a complete stack of devices and wiring, not one printed layer.

1. Deposit the next material layer

Each cycle begins by adding a very thin film. Depending on the layer, the film may conduct electricity, insulate neighboring structures, or serve as semiconductor material. Thickness, composition, uniformity, and adhesion are controlled because later patterning depends on them.

2. Coat the wafer with photoresist

The wafer receives a photosensitive coating called resist. The resist is engineered to respond to the lithography exposure and to survive the processing conditions needed to transfer the pattern.

3. Project the reticle pattern

Lithography projects the pattern for that layer onto the resist. A reticle carries the circuit image; the scanner aligns and exposes fields across the wafer. The exposure does not create a finished transistor by itself. It defines which parts of the resist will later be removed or retained.

4. Bake and develop

After exposure, baking and chemical development produce patterned openings in the resist. The resulting resist image is a temporary mask that tells the next process where material may be removed or modified.

5. Etch, implant, strip, and clean

Etching removes exposed portions of the underlying film. Ion implantation and other treatments modify selected regions to establish the desired electrical properties. The remaining resist is stripped, and the wafer is cleaned before the next layer. The exact sequence varies by layer, but the principle is consistent: pattern, transfer, modify, and reset the surface for another cycle.

6. Measure and correct

Inspection and metrology detect particles, pattern defects, overlay errors, and dimensional drift. Measurements feed back into equipment settings and process control. This feedback is central to yield: a defect can make an individual die unusable, and repeated defects can reduce the number of good dies obtained from an entire wafer.

Why lithography uses both EUV and DUV

Leading-edge production does not mean that every layer uses one kind of lithography. ASML says extreme ultraviolet (EUV) systems use 13.5-nanometer light and are used for the most intricate layers in advanced logic and memory production. Deep ultraviolet (DUV) systems remain important for other layers, where their capabilities and economics fit the patterning requirement.

Using EUV can reduce the need to print some dense patterns through multiple DUV exposures, but the product still contains layers made with different tools and process modules. A process name or node label therefore does not, by itself, identify every lithography system used or prove that a particular AI chip was made with EUV.

High-NA EUV is a specific, date-bound milestone

ASML describes its next-generation EXE High-NA platform as having a numerical aperture of 0.55. In a release dated July 15, 2026, ASML reported that Intel Foundry was using EXE High-NA EUV on Intel 18A to produce a subset of Intel Core Ultra Series 3 processors in high-volume manufacturing. ASML also said specified layers had been dual-qualified and that the product was shipping at yields matched to the NXE platform.

Yield turns wafer processing into usable chips

A wafer can contain many individual dies, but the number patterned is not the number that can ship. Inspection identifies defects, while electrical tests on the wafer help separate promising dies from failures. Process engineers use defect maps and measurement data to adjust tools, materials, alignment, and recipes.

Yield management matters economically and technically. Large AI dies occupy more wafer area, so a defect has a greater chance of landing inside a die. Multi-die designs can improve manufacturing flexibility, but they add requirements for die selection, known-good-die testing, assembly accuracy, and package-level validation. Company production statistics should always retain their scope. For example, TSMC reported 15.0 million 12-inch-equivalent wafer shipments in 2025 and said 74% of its wafer revenue came from advanced technologies of 7 nanometers and beyond. Those are TSMC’s company-reported totals and revenue mix, not measurements of total industry output or a universal yield figure.

Why the package is part of the AI processor

Fabrication creates semiconductor dies, not a shippable AI product. Assembly and advanced packaging protect the dies, provide mechanical strength, route power and signals, remove heat, and connect the processor to a system board.

For AI and high-performance computing, the package may integrate several logic dies with high-bandwidth memory. TSMC describes CoWoS as a 2.5D platform that combines multiple system-on-chip dies and high-bandwidth memory. TSMC also describes SoIC for three-dimensional die stacking and InFO among its advanced packaging technologies. These approaches use fine-pitch interconnects, interposers or redistribution layers, and carefully engineered power and thermal paths.

2.5D integration

In a 2.5D arrangement, compute dies and memory are placed side by side on an interposer or similar high-density connection structure. The interconnect density is much higher than a conventional circuit-board connection, allowing the processor to exchange data with memory at the rates AI workloads demand.

3D stacking

Three-dimensional schemes place dies vertically and connect them through very fine-pitch structures. Stacking can shorten connections and save package area, but it makes alignment, heat removal, mechanical stress, power delivery, and test strategy more demanding.

Assembly and final tests

Intel’s assembly-and-test overview describes the package as providing protection, strength, and electrical connections. After dies are assembled, products undergo electrical, thermal, and functional tests before shipment. Testing must verify that the package survives its operating conditions and that the combined dies behave as a system, not merely that each die worked separately on the wafer.

  1. Die separation: the wafer is divided into individual dies after wafer processing and wafer-level checks.
  2. Selection: dies are classified according to electrical results and suitability for a particular product configuration.
  3. Attach and interconnect: dies, interposers, substrates, and memory are joined using the package technology selected during design.
  4. Encapsulation and protection: the assembly receives the structures needed for mechanical strength and environmental protection.
  5. Thermal implementation: heat-spreading and heat-removal features are integrated so the processor can operate within its limits.
  6. Electrical, thermal, and functional qualification: the completed package is tested before it is released for shipment.

Resource use and environmental trade-offs

There is no neutral, industry-wide figure in the available evidence for the cost, water use, or total emissions of one advanced AI chip. A meaningful comparison has to specify the process, wafer size, facility, utilization, packaging, electricity mix, and accounting boundaries.

ASML’s 2025 annual-report feature on imec.netzero describes a process-level model comparing chipmaking technologies introduced between 2013 and 2025. Under the model’s assumptions, EUV single patterning can require around 20% fewer process steps per wafer than DUV multi-patterning, and modeled operational emissions may be approximately 10% lower. Those are scenario results, not guarantees for every fab or product; the emissions estimate depends on the assumptions used.

The model’s value is that it connects environmental effects to specific process choices. As Emily Gallagher, program director at imec leading its Sustainable Semiconductor Technologies and Systems program, said: “Unlike other models, imec.netzero provides actionable data down to the chip manufacturing process level, allowing projections for future technologies and identification of high-impact processes that contribute the most.” The statement describes the model’s analytical usefulness, not a universal impact claim.

How to evaluate claims about AI-chip manufacturing

Manufacturing announcements often combine a process name, a tool milestone, a yield statement, and a production number. Evaluate each claim separately.

  • Process status: Is the node in development, risk production, or high-volume manufacturing?
  • Lithography: Which layers use EUV, DUV, or High-NA EUV?
  • Packaging: Does the product use a monolithic die, multiple logic dies, stacked memory, an interposer, or another arrangement?
  • Yield: Who reported it, for which product, and compared with what baseline?
  • Date and geography: A milestone in one fab and year may not describe another site or a later revision.
  • Evidence type: A vendor announcement is authoritative for that vendor’s own product or operation, but it is not a neutral cross-company ranking.

The complete manufacturing picture

An advanced AI chip is the outcome of a tightly coupled system. Design determines the circuit layers and package architecture. Deposition, lithography, development, etching, implantation, cleaning, and measurement are repeated until the wafer contains a complete device and interconnect stack. Inspection and process control determine how many dies are usable. Separation, die selection, advanced packaging, memory integration, and thermal design turn those dies into a processor. Electrical, thermal, and functional tests are the final gate before shipment.

The most important distinction is between making a die and making a product. Wafer fabrication supplies the silicon circuitry; packaging supplies the high-density connections, protection, power delivery, and heat path that an AI system requires. Both stages, along with yield control and testing, are essential to manufacturing an advanced AI chip.
