How to Find Your Australian Property’s Bushfire Risk Rating and Local Fire Advice

By Freedom251 Team · · 13 min read

Use two separate checks: an official state or territory map or planning lookup to identify whether the address is in a bushfire-prone or hazard area, and the responsible fire agency or Bureau of Meteorology (BOM) service for today’s fire danger, bans, warnings and incidents. A mapped designation is not your house’s Bushfire Attack Level (BAL), and a BAL is not a live fire warning.

Start by identifying the state or territory, enter the property address or postcode in its official tool, save the result, then ask the local council or planning authority what document or assessment is required for any purchase, building or renovation decision.

What the three different results mean

Result What it answers Typical source What it does not tell you
Bushfire-prone land or hazard overlay Whether a mapped area around the address is identified for planning or bushfire hazard purposes State planning map, fire-service map, council planning records or a planning certificate The exact exposure of the house or its construction requirements
Bushfire Attack Level (BAL) A site and building assessment used to inform construction in bushfire-prone areas Formal assessment under the applicable planning and building rules, often using AS 3959 Whether a fire is burning now or whether an evacuation warning has been issued
Fire danger rating, warning or ban How difficult a fire may be to control under current conditions, or what authorities are directing people to do BOM and the relevant state or territory fire or emergency service The property’s permanent planning designation or BAL

Keeping these categories separate prevents the most common mistake: treating a broad map colour as a house-specific construction rating or treating a forecast rating as an incident instruction.

Find the property’s mapped risk by state

Interfaces and legal terms differ between jurisdictions. Use the official government or fire-service source for the state or territory where the property is located, and check the date or version of the map before relying on it.

New South Wales

  1. Open the NSW Rural Fire Service (NSW RFS) bushfire-prone land or property lookup and search the street address.
  2. Record whether the lot is shown on the map and save a copy or screenshot of the result for your records.
  3. Contact the local council if the map is unclear, the boundary appears wrong or you need the planning basis for a development application.
  4. For a property transaction or formal due diligence, obtain the property’s Section 10.7 Planning Certificate. The NSW RFS says bushfire-prone land information should also appear there.

The NSW RFS explains that councils prepare the bushfire-prone land map. A map result therefore supports planning due diligence, but it does not by itself establish a BAL for an existing house.

South Australia

  1. Use the Planning and Design Code address lookup and enter the property address.
  2. Look for the Bushfire Hazard Rating or relevant bushfire hazard overlay attached to the site.
  3. If the address has a high-hazard overlay, ask the council or the Country Fire Service (CFS) what BAL assessment and development controls apply.
  4. For a new dwelling, extension or relocation, have the proposed plans assessed rather than relying on an old result. CFS notes that changing a house’s size or moving it can change the BAL or other assessed elements.

South Australia’s lookup identifies a planning hazard designation. It is not a substitute for the assessment needed to approve particular building work.

Queensland

  1. Use the Queensland Fire Department (QFD) postcode checker to screen the area’s bushfire risk.
  2. Read the result as an area-level indication, not a measured BAL for the individual dwelling.
  3. If you are unsure how the result applies to your lot, request a QFD Property Advice Visit where available.
  4. For building, buying or renovating, confirm the applicable planning and construction requirements with the local council or building authority.

QFD recommends preparing even when a property is outside a high-risk map area. Fires can occur at any time of year; QFD identifies July to October as Queensland’s higher-chance period and notes that fires can continue through February. That seasonal description is specific to Queensland and should not be applied automatically to other states.

Australian Capital Territory, Victoria, Tasmania, Western Australia and the Northern Territory

Use the territory or state fire agency’s current bushfire-prone land, planning or hazard-map service, then verify the result with the local council or planning authority. The name of the overlay, the map boundary and the document needed for a development application can differ between jurisdictions. If no public address checker is offered, ask the council for the property’s planning controls and the responsible fire authority for local guidance rather than inferring status from a commercial map.

Why a map result is not your BAL

NEMA describes BAL as a system for assessing a property’s bushfire exposure and informing building construction in bushfire-prone zones. The assessment considers the particular site and proposed building, while a planning map generally identifies a wider area or vegetation hazard.

NEMA says new homes in bushfire-prone areas must have a BAL assessment, whereas an older house may not have one readily available. Do not assign a BAL from a map colour, postcode category or a neighbour’s certificate. If a construction decision depends on the rating, ask the council or relevant planning authority whether a qualified practitioner must complete the assessment.

What determines a BAL

The national risk guidance identifies several factors that can change the exposure at a specific building:

Free tools Windows power users keep installed

  • Distance from bushland or other potentially flammable vegetation.
  • Vegetation type and the fuel it can provide.
  • The slope beneath the vegetation, because fire behaviour changes with terrain.
  • Weather and the conditions used for the assessment.
  • The house’s position, design and other features of the property.

AS 3959 is a recognised code or standard that can be used to assess site hazard. The applicable state rules determine how that standard is used and what additional planning or construction provisions apply.

BAL categories

Category Meaning in the BAL system
BAL Low Little or no calculated risk at the assessed site under the applicable method; it is still not a guarantee that smoke, embers or fire cannot affect the property.
BAL 12.5 The lowest numbered exposure category.
BAL 19 A higher assessed exposure than BAL 12.5.
BAL 29 A higher assessed exposure than BAL 19.
BAL 40 A higher assessed exposure than BAL 29.
BAL FZ Flame-zone exposure, the highest category listed by NEMA.

The categories are labels in an assessment system, not a prediction that a house will burn or survive. A BAL can guide siting, landscaping and construction choices, but it does not replace an emergency plan or live warnings.

Check today’s fire danger rating and local advice

Permanent property mapping answers a long-term planning question. For the current picture, check BOM’s location forecasts, fire-weather warnings and district fire-danger pages, then check the responsible state or territory fire agency for bans, restrictions and incident information.

Australian Fire Danger Rating System

BOM explains that fire-danger ratings communicate how difficult a fire may be to control or suppress. State and territory fire agencies set the ratings using weather and other relevant conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Rating Official action message How to use it
Moderate Plan and prepare. Review your survival plan, property preparation and ways to receive warnings.
High Be ready to act. Monitor conditions closely and be ready to leave or follow your plan.
Extreme Take action now to protect life and property. Act on your plan before conditions deteriorate; do not wait for flames to be nearby.
Catastrophic For your survival, leave bushfire risk areas. BOM presents leaving bushfire-risk areas as the survival action for this rating.

A rating is a forecast-level danger category, not an incident alert. A separate warning may be issued for a fire near your location even when the district rating is different. BOM’s wording for the highest category is: “Catastrophic – for your survival, leave bushfire risk areas.”

Warnings, bans and incidents

  • Use the relevant state or territory fire or emergency service for incident warnings, evacuation instructions and local operational advice.
  • Check that agency for total fire bans and restrictions. BOM states that bans are the responsibility of state and territory fire agencies.
  • Follow official instructions over social-media reports or unverified map posts.
  • When fires are likely, keep in touch with emergency services and tune in to emergency broadcasters. A battery-powered radio can help receive broadcasts during a power or mobile-network outage, but it is only a backup to official alert channels.

Authority and recency matter as much as location. A current official map or certificate is more useful for planning than an undated commercial map, while a private practitioner’s report should be checked against the council’s required method. Conversely, a planning map should never replace the fire agency’s incident page during an active fire.

What to ask the council or assessor

Have these questions ready when an online result is incomplete or you are making a building decision:

  • What is the current map or overlay name and version for this parcel?
  • Does the boundary cover the whole lot, or only the part where vegetation or development controls apply?
  • Which planning certificate or written confirmation should be kept for a purchase or application?
  • Is a formal BAL assessment required for this dwelling, extension or relocated building?
  • Which assessment method, standard and practitioner qualifications does the authority accept?
  • Would changing the footprint, position, size or surrounding vegetation change the assessed BAL?
  • Are water access, emergency access, landscaping or vegetation-clearing rules relevant to this site?
  • If the house is older and has no BAL paperwork, what evidence can establish the requirements for proposed work?

South Australian CFS directs people to council officers and, where appropriate, private practitioners for relevant cases. That is a pathway to advice, not an endorsement of a particular provider. Keep the written answer, plan version and assessment date with your property records.

What to do if you are buying, building or renovating

Buying an existing property

  • Check the official map or planning lookup for the address and obtain the planning document used in your jurisdiction, such as the NSW Section 10.7 Planning Certificate.
  • Ask the seller, council or certifier whether a BAL assessment exists for the dwelling and whether it relates to the current building, not an earlier design.
  • Confirm access, water availability, nearby vegetation, insurance terms and any clearing restrictions before settlement.

Building a new home

  1. Check the site’s mapped designation before finalising the design.
  2. Ask the council or planning authority which BAL assessment method and practitioner qualifications apply.
  3. Have the proposed siting and plans assessed; moving the building or changing its footprint can alter the result.
  4. Use the resulting requirements for design, materials, landscaping and approvals.

Renovating or extending

Do not assume an extension inherits the old house’s status. In South Australia, CFS specifically warns that changing a house’s size may change the BAL or other assessed elements. Ask the approval authority whether the work triggers a new assessment or additional construction measures.

Prepare even when the map looks reassuring

A low or absent map designation does not make a household immune from embers, smoke, grassfire or an incident that begins outside the mapped area. Service NSW and QFD advice supports a practical preparation checklist:

  • Write a survival plan stating when you will leave, where you will go and what route you will use if roads change.
  • Prepare the property by removing flammable material around the home and fence line and maintaining access for emergency vehicles.
  • Check water access and understand any local 10/50 vegetation-clearing entitlement; confirm the rules before clearing because eligibility and conditions are jurisdiction-specific.
  • Prepare important documents, medication and equipment for health needs, and make arrangements for pets and livestock.
  • Review insurance cover and keep policy and contact details accessible.
  • Monitor the current fire-danger rating, total fire bans, local radio and television, and official online warnings.

Preparation reduces last-minute decisions, but it does not authorise you to enter a fire area or ignore an evacuation direction.

When an online result is missing or confusing

The address is not found

Try the lot address, street number format or postcode used by the agency. If the property is newly subdivided or rural, contact the council and ask for the planning map or certificate associated with the parcel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The map boundary runs through the lot

Save the map result and ask the council which part of the parcel is regulated. A boundary that crosses a block may affect where a building can be placed and whether a BAL assessment is required.

The map says low risk but a professional mentions BAL

These are not contradictory. The map is an area or planning designation; the professional is assessing the proposed building and site conditions. Ask which rule, standard and document supports the assessment.

An older house has no BAL paperwork

That can occur because older homes may predate current assessment requirements. Ask the council, certifier or building authority what evidence is available and whether a new assessment is needed for the work you plan.

You need advice during an active fire

Stop relying on the property lookup and switch to the responsible fire or emergency service’s incident warnings and instructions, supported by BOM weather information. If anyone faces immediate danger, call Triple Zero (000).

Common interpretation traps

  • Confusing area with address: a postcode checker may classify a broad district even though vegetation, slope and building position vary within it.
  • Confusing hazard with construction: an overlay can trigger an assessment, but it does not prescribe a BAL without the site and building details.
  • Using an old screenshot: retain the date and source because maps, ratings, bans and planning controls can change.
  • Using a forecast as a warning: a High or Extreme rating does not identify every active fire; incident instructions come from the responsible agency.
  • Assuming low means safe: smoke, embers and grassfires can affect places outside a mapped high-hazard area.
  • Clearing without checking: 10/50 provisions and other vegetation rules are local and conditional; confirm eligibility before work.
  • Relying on a neighbour’s BAL: differences in slope, vegetation distance, orientation and footprint can produce different results.

A repeatable address-to-action workflow

  1. Identify the state or territory and open its official fire-service or planning lookup.
  2. Search the exact address or postcode and save the mapped result, date and any reference number.
  3. Obtain the relevant planning document from the council when buying or making a development decision.
  4. Ask whether the result is only a mapped designation or whether a formal BAL assessment is required.
  5. For construction or renovation, have the proposed site and plans assessed under the applicable state requirements.
  6. On the day you are concerned about fire, check BOM’s local rating and warnings, then the state or territory agency for bans and incidents.
  7. Follow your survival plan and official instructions; use Triple Zero (000) for immediate danger.

Frequently Asked Questions

Is there one Australian website that gives every property’s BAL?

No. Mapping and planning processes are state or territory based, and a broad map result is not the same as a house-specific BAL. Start with the relevant state map or planning lookup, then ask the council whether a formal assessment is required.

Does a bushfire-prone map result tell me the BAL?

No. The map identifies a planning or hazard area. BAL depends on vegetation, distance, slope, weather and the proposed building, and must be assessed under the applicable state requirements.

Where do I check today’s fire danger?

Use BOM’s location forecasts, fire-weather warnings and district rating pages. Check the responsible state or territory fire agency separately for total fire bans, incident warnings and evacuation instructions.

What does Catastrophic mean?

BOM’s action message is: “Catastrophic – for your survival, leave bushfire risk areas.” Treat that forecast rating separately from any incident warning and follow official instructions.

Can an older house have no BAL record?

Yes. NEMA notes that older houses may not have a BAL readily available. Ask the council, certifier or building authority what evidence applies and whether proposed work requires a new assessment.

Can moving or extending a house change its BAL?

Yes. South Australian CFS notes that changing a house’s size or moving it can change the BAL or other assessed elements. Have the actual proposed plans assessed rather than relying on an earlier result.

What if the map boundary crosses my block?

Save the result and ask the council which part of the parcel is regulated and where development may occur. The boundary can affect siting and whether a BAL assessment is required.

Is a low-risk map result a guarantee of safety?

No. Smoke, embers, grassfires and incidents outside the mapped area can still affect a household. Maintain a survival plan and monitor current warnings.

Does Queensland’s postcode checker provide a BAL?

No. QFD’s checker is an area-level screen. If you are unsure how it applies to the lot, ask about a Property Advice Visit and confirm requirements with the council or building authority.

What should I do if someone is in immediate danger?

Follow the responsible emergency service’s instructions and call Triple Zero (000). During an active fire, use incident warnings rather than relying on a long-term property lookup.

The Bottom Line

Check the address in the official state or territory map or planning system, and keep the result with the relevant planning certificate or council advice. Treat that designation as a planning screen, not as the property’s BAL.

For building or renovation, obtain the required site-specific BAL assessment. For today’s conditions, switch to BOM and the responsible fire agency for ratings, bans, warnings and incidents. Prepare and follow your survival plan even when the map appears reassuring.
