What does website authoring software mean?
The World Wide Web Consortium (W3C) defines authoring tools as software and services that authors use to produce web content, including static web pages and dynamic web applications. In plain language, website authoring software helps someone make or update content intended for a website.
The term describes a purpose, not a single product format. An authoring tool might be a web app or desktop program, and it may support one person or a team. It can create a single page, generate a site from templates, or manage content across a larger website.
W3C’s Authoring Tool Accessibility Guidelines overview, updated November 14, 2025, gives the broad definition. Its ATAG glossary provides a wider range of examples, including editors, conversion features, and content-management systems.

What are examples of website authoring software?
Common categories differ in how authors edit and how much of a site they manage:

These examples reflect categories described by W3C; they are not a ranking of products. Some tools combine visual editing and code, while others concentrate on one part of the publishing workflow.

Is a website builder the same as a CMS?
No. Both can be authoring tools, but the labels describe different kinds of systems and do not guarantee the same workflow. A website builder commonly helps authors create a site through a visual interface or templates. A CMS is centered on creating and organizing website content, potentially across pages and contributors. A particular product may overlap both categories, so the useful question is what it lets you edit and manage—not just what it is called.
How is authoring software different from a browser?
A browser primarily retrieves and presents web content for visitors. Authoring software creates or changes that content. A browser may show a preview while someone is editing, but that preview does not make the browser itself an authoring tool; the distinction is the software’s purpose.

Does authoring software have to be no-code or publish the site?
No. The category includes code-based tools as well as visual ones, and the definition covers creating or modifying web content—not necessarily hosting or publishing it. Some tools handle much of a website workflow; others only edit content that is then moved into another system or published separately.

Accessibility has two sides. The authoring tool itself should be usable by people with disabilities, and it can help authors create accessible web content. W3C’s ATAG guidance addresses both: accessibility of the tool and support for producing content that conforms to WCAG. Its overview recommends using the latest version of WCAG 2; it does not specify a version number there.

In the United States, Section508.gov’s authoring-tool guidance describes software or software components used to create or modify content for others, individually or collaboratively, and notes that Section 508 includes authoring-tool requirements. This is U.S. federal accessibility guidance, not a universal certification of every product in the category.
