Volume Shadow Copy Service (VSS) is a Windows framework that coordinates a point-in-time view of a storage volume so compatible backup software can copy data while applications continue running. VSS is not the backup itself: a backup application requests the operation, applications prepare their data, and a provider creates the snapshot.
What is a Volume Shadow Copy?
A Volume Shadow Copy is a view of a volume as it existed at a particular moment. It sits alongside the live volume and gives a backup application a consistent source to read, even as files on the live volume continue to change.

VSS is the Windows service and set of COM interfaces and APIs that coordinate this process. Microsoft describes it as a framework for performing volume backups while applications continue writing to those volumes: Volume Shadow Copy Service overview.
How does Volume Shadow Copy work?
VSS brings three participants together. The backup application is the requester; applications that know how to prepare their data are writers; and the provider implements the snapshot.

- The requester starts the operation. It asks VSS to coordinate a backup and requests information from participating writers.
- Writers prepare application data. They describe the files or components relevant to backup and prepare data so it can be captured consistently.
- The provider creates the snapshot. Writers briefly pause relevant I/O around snapshot creation. Once the stable view exists, they resume ordinary activity.
- The requester reads the snapshot. It uses the point-in-time view as the source for its backup rather than relying on files that may be changing on the live volume.
Microsoft says the creation interval between the VSS Freeze and Thaw phases typically takes about one minute. That is an approximate description, not a guaranteed duration or service target: Overview of processing a backup under VSS.
What preserves the point-in-time view?
Windows includes a system provider, which uses copy-on-write. After a snapshot is created, when a sector on the live volume changes, the system provider preserves the earlier sector in a shadow copy storage area. That lets the snapshot continue to present the volume’s earlier state.

VSS also supports software and hardware providers. They may preserve the view using different implementations, so copy-on-write describes the Windows system provider—not every VSS provider. Microsoft outlines the provider categories in its Shadow Copy Providers documentation.

No. A shadow copy is a stable source that a backup requester can use; creating the snapshot alone does not mean a complete backup has been made. Whether data is retained and can be recovered depends on the backup application and its configuration.

Restore is a separate workflow. Microsoft’s VSS restore overview explains that a VSS-based restore does not require creating a new shadow copy; it coordinates restoration with writers and uses backup and writer metadata: Overview of Restore Under VSS. VSS should therefore not be understood as automatically rolling a volume back whenever a restore is needed.

- Provider type: whether the workflow uses the Windows system provider, a software provider, or a hardware provider.
- Snapshot implementation: how that provider preserves the point-in-time view.
- Backup and recovery workflow: what the requester actually backs up and how it supports restoring data.
VSS starts on demand, and Microsoft says it must be enabled for VSS operations to succeed. The applicable service state and troubleshooting steps can depend on the Windows version and system configuration; see Microsoft’s VSS documentation portal rather than assuming one setting applies to every PC.
