What Is the Space Development Agency? How Its Satellite Layers Work

The Space Development Agency builds the Proliferated Warfighter Space Architecture. Its layers are cooperating functions—not always separate satellite fleets—for sensing, communications, command, navigation, and support.

The U.S. Space Development Agency (SDA) develops, fields, and operates the Proliferated Warfighter Space Architecture (PWSA), a low-Earth-orbit system intended to provide space-based capabilities for terrestrial missions and the joint warfighter. Its “layers” describe functions—such as moving data, tracking threats, or supporting navigation—not necessarily separate fleets of satellites. The article reflects SDA information available on October 7, 2026.

What is the Space Development Agency?

SDA is a U.S. defense agency responsible for delivering the PWSA. The architecture is designed to combine capabilities in low Earth orbit to support military missions on Earth. SDA describes its approach as building a proliferated architecture: many space vehicles working as a connected system rather than relying on a small number of large satellites.

The key to understanding the system is to separate its functional design from its physical construction. SDA defines a layer as “a particular function of the architecture that delivers or enables a warfighting capability.” A layer may use satellites from multiple parts of the architecture, and some functions may be hosted across other layers rather than on a dedicated fleet. SDA gives Battle Management processing as an example: its software and processing may be hosted on most or all PWSA satellites. SDA’s FAQ explains the terminology.

How do the satellite layers work together?

Think of the layers as cooperating jobs. Tracking and Custody gather and refine information about threats or targets; Transport moves data through the space network; Battle Management supports tasking and dissemination. Navigation and Ground & Launch provide additional capabilities and infrastructure, while PWSA Futures works on concepts for later tranches. This is SDA’s intended architecture, not a guarantee that every connection or capability is already operational.

Transport: moving data

The Transport Layer is intended to form a mesh network of communications satellites linked to one another, other space vehicles, and ground stations through optical intersatellite links (OISLs). Its role is to provide resilient, low-latency military communications and data connectivity. In practical terms, it is the data path that can carry information between sensing systems, other spacecraft, and users on the ground. SDA’s agency overview describes the architecture’s intended capabilities.

Tracking: detecting and following missile threats

The Tracking Layer is intended to provide global indications, warning, tracking, and targeting for advanced missile threats, including hypersonic missile systems. It supplies information about threats; the Transport Layer is intended to carry that information onward.

Custody: maintaining track on time-sensitive targets

Custody is intended to provide continuous, all-weather custody of time-sensitive targets. SDA describes the function as drawing on multiple SDA and partner constellations, different sensing modalities, on-orbit data fusion, and low-latency transport. In this context, custody means maintaining useful awareness of a target over time, rather than relying only on an initial detection. SDA’s Custody overview outlines the agency’s intended approach.

Battle Management: tasking and sharing information

Battle Management supplies architecture-level tasking, mission command and control, and data dissemination. It helps coordinate what the architecture does and how information is distributed. It is a function, not necessarily a stand-alone constellation: SDA says its processing may be hosted on satellites assigned to other layers. SDA’s FAQ discusses this distinction.

Navigation: positioning without relying on GPS

The Navigation Layer is intended to support GPS-independent navigation using optical inter-satellite ranging and optical links from space to the ground. SDA presents it as a capability of the PWSA architecture; the agency’s public overview does not establish that it replaces GPS for every user or mission.

Ground & Launch: supporting the space system

Ground & Launch covers integrated, resilient ground infrastructure needed to support the architecture. Satellites depend on ground systems for functions such as operating and supporting the space segment; the layer name refers to this enabling role, not another satellite fleet.

What does spiral development and a “tranche” mean?

SDA calls each PWSA generation a tranche. Its spiral-development model is intended to deliver new capabilities incrementally, in two-year tranches, with each iteration improving on the previous one and adapting to changes in threats and technology. SDA’s FAQ characterizes Tranche 0 as a feasibility demonstration, Tranche 1 as initial warfighting capability, Tranche 2 as enhanced capability, and later tranches as continued improvement. These are program descriptions, not proof that every planned capability is in service.

SDA summarizes its delivery ambition this way: “SDA will deliver a minimum viable product – on time, every two years- by employing spiral development methods, adding capabilities to future generations as the threat evolves.” That is the agency’s stated approach, not an independently verified record of schedule performance. See the SDA FAQ for its explanation of spiral development.

What was the PWSA status in July 2026?

Counts need dates and status labels: contracted, launched, on orbit, and operational describe different milestones. SDA’s July 2026 releases distinguish vehicles already on orbit from a described completed configuration and from newly announced awards.

Milestone What SDA reported What the figure means
Tranche 1 vehicles on orbit 63 space vehicles, reported July 16, 2026 On-orbit count at the time of SDA’s release; not the full planned completed configuration.
Planned completed Tranche 1 configuration 154 operational space vehicles: 126 Transport and 28 Tracking, plus four missile-defense demonstration vehicles The configuration SDA described in its July 16, 2026 release, not a claim that all these vehicles were then on orbit.
Accelerated Tranche 3 Tracking awards Approximately $1.75 billion for 36 vehicles, announced July 13, 2026 Procurement awards, not vehicles reported on orbit.

The July 13 award announcement divided the 36 accelerated Tranche 3 Tracking Layer vehicles across four orbital planes: 18 missile-warning and missile-tracking variants and 18 missile-defense variants. Those numbers describe the announced procurement, not an on-orbit deployment. The July 16 Tranche 1 release and July 13 Tranche 3 award release provide the agency’s figures.

How to read SDA’s layer and tranche announcements

  • Layer names describe functions. Do not assume every named layer maps to a dedicated group of satellites.
  • Follow the data flow. Sensing and target information can be produced by Tracking or Custody functions, moved by Transport, and handled or distributed through Battle Management.
  • Check the milestone and date. An award is not a launch; a launch is not an on-orbit count; and an on-orbit count is not by itself proof that a complete operational capability is available.
  • Treat tranche labels as program steps. They describe SDA’s development model and intended capability progression, not an automatic statement of fielding status.
