The Board investigates suspected or alleged breaches and chooses how to respond; it does not automatically send every concern to a Commission. For a referred complaint, the Commission decides whether the Rules were breached and, where relevant, what sanction should follow. Its proceedings are private, but the League says final awards are published and may be appealed.
What the Commission is—and how it differs from the Board
The Commission is a case-specific decision-making group drawn from the Premier League’s independent Judicial Panel. The Panel is a pool of legal, financial and other experts; the independent chair selects members to sit on a particular Commission. The League says Commissions are independent of both the Premier League and its clubs.

The Board and Commission have different roles. The Board investigates suspected or alleged breaches and chooses a procedural response. A Commission adjudicates a complaint referred to it. In the League’s description of the PSR process, the Commission determines whether there was a breach and, if so, the sanction.

The League says it moved to an entirely independent Judicial Panel in 2019. Its current governance page identifies Sir Gary Hickinbottom as chair, appointed for a five-year term following club approval in February 2025. These are the League’s stated structural safeguards; they do not, by themselves, explain every procedural protection used in an individual case.

How a club charge reaches a Commission
- Investigation: The Premier League Board has authority to investigate suspected or alleged breaches of the Rules. Referral to a Commission is one possible response, not an automatic step in every matter.
- Written complaint and referral: If the Board believes there is a suspicion or allegation of a breach, it can issue a written complaint and refer the matter to a Commission. The complaint puts the issue before the decision-making group.
- Commission selection: The independent chair selects members from the Judicial Panel to sit on the Commission for that matter.
- Decision: The Commission considers the complaint and determines whether the Rules were breached. If it finds a breach, it decides an appropriate sanction.
- Possible appeal: A party may appeal under Section W to an Appeal Board appointed by the independent chair.
What sanctions can a Commission impose?
The League lists fines, points deductions and other sporting sanctions as examples of what a Commission may impose. Those examples are not exhaustive; the appropriate order depends on the case and the applicable Rules. The Commission’s role is to decide both whether a breach occurred and, if one did, the sanction. An Appeal Board considers a challenge afterward rather than making the original decision.
Are hearings public, and are decisions published?
Section W proceedings are private and confidential. The League says a Commission’s final award is published, so a private hearing and a later public decision can coexist.

That distinction is also reflected in the League’s October 2026 statement about Manchester City: it said the club had appealed a decision of an independent Commission and that the Appeal Board hearing would remain private and confidential until publication of the outcome was permitted. The statement does not establish the appeal’s merits or outcome.
How does an appeal work?
A party can appeal to a three-member Appeal Board appointed by the independent chair. One member, who has held judicial office, chairs the Appeal Board. It may allow or dismiss an appeal, or make another order, including varying the Commission’s order.

What the public explanations do not establish
The League’s public summaries describe the institutional structure and broad sequence, but they do not set out all hearing mechanics. They do not, by themselves, establish the evidentiary standard or burden of proof, disclosure requirements, witness arrangements, conflict-of-interest procedures, rights to challenge panel composition or the complete sequence of a hearing. Those details should not be assumed; the applicable version of the Premier League Handbook, especially Section W, is the reference for procedural rules.
The League’s proceedings index lists published proceedings commenced under Sections W, X, Y and Z and directs readers to the Handbook for details. Rule numbering and timelines can change, so the Handbook version applicable to a proceeding matters—particularly when comparing older statements with current rules.
