What Is the Pentagon’s Replicator Initiative, and How Does It Work?

The Pentagon’s Replicator Initiative aims to accelerate delivery of military capabilities, first targeting autonomous systems at scale and later counter-small-UAS defenses.

The Pentagon’s Replicator Initiative is a Department of Defense effort to speed the delivery of capabilities for urgent military needs—not a single weapon or standalone procurement program. Its first effort set a goal of fielding multiple thousands of attritable autonomous systems across multiple domains by August 2025. That was an announced target; the official material cited here does not establish the final number delivered.

What Replicator is—and what “attritable” means

Replicator is an organizational and acquisition approach: senior leaders focus the department on a specific operational challenge, coordinate services and other defense organizations around it, and work to remove obstacles to acquiring and scaling selected capabilities. The initiative builds on existing Department of Defense (DoD) efforts and authorities rather than creating a separate bureaucracy. In announcing it, then-Deputy Secretary of Defense Kathleen Hicks said, “We’re not creating a new bureaucracy, and we will not be asking for new money in [fiscal 2024].” (DoD, September 7, 2023)

“Attritable” describes systems designed and priced so commanders can accept a greater risk of losing them than they would with scarce, expensive platforms. Replicator’s initial focus was affordable unmanned systems across multiple domains.

How the initiative is supposed to work

  1. Identify an operational problem. Senior leaders set a focused challenge, and the department validates what forces need to address it.
  2. Select capabilities suited to rapid delivery. The department looks for systems that can be fielded quickly and scaled, rather than treating Replicator as one platform or a single buying program.
  3. Coordinate across organizations and suppliers. The services, combatant commands, the Defense Innovation Unit (DIU), and industry work together to move selected capabilities toward acquisition and delivery.
  4. Reduce acquisition and integration barriers. For Replicator 1.2, DoD said some integrated software enablers were being acquired through DIU-led Commercial Solutions Openings, a route intended to connect commercial offerings to defense needs. (DoD, November 13, 2024)

Replicator was not described as having its own dedicated funding line in the FY2025 budget request. In May 2024, DoD reported about $500 million secured for FY2024: approximately $300 million from the FY2024 defense appropriations bill supporting a reprogramming request, with additional funding identified through existing authorities and Defense-wide sources. In July 2024, Hicks said a similar amount was budgeted for FY2025; a budget plan is not the same as enacted or spent funding. (DoD, May 6, 2024; DoD, July 2024; DoD FY2025 Budget Request Overview)

What systems and phases are included?

The tranches address different problems and should not be read as interchangeable products. Replicator 1 and 1.2 focused on scaling autonomous capabilities; Replicator 2 shifted toward defense against small uncrewed aircraft.

Effort Operational focus Publicly described capabilities What the cited material establishes
Replicator 1 Field autonomous systems at scale across domains. Uncrewed surface vehicles, uncrewed aerial systems, and counter-uncrewed aerial systems of varied sizes and payloads. The named air-domain system was AeroVironment’s Switchblade-600 loitering munition. DoD announced the first tranche in May 2024. It said additional capabilities and vendors were included but did not publicly name all of them. (DoD, May 6, 2024)
Replicator 1.2 Continue scaling all-domain autonomous systems while enabling their operation. Additional air and maritime systems, plus integrated software intended to improve autonomous operation, collaboration, and resilience against jamming and other countermeasures. DoD announced the tranche in November 2024 and retained the multiple-thousands goal for August 2025. (DoD, November 13, 2024)
Replicator 2 Improve defenses against small uncrewed aircraft. Counter-small-UAS capabilities intended to improve protection for critical assets. DIU Deputy Director Aditi Kumar said in December 2024 that execution had begun. The FY2026 budget request describes the intended direction and identifies challenges; it is not proof of delivery or enacted funding. (DoD, December 12, 2024; DoD FY2026 Budget Request Overview)

The FY2026 request lists Replicator 2 challenges that include production capacity, technology, authorities, policies, open systems architecture, integration, and force structure. These are planning concerns identified in a budget request, not evidence that each has been resolved or that specific results were achieved.

What is known about the August 2025 goal?

Hicks announced the initiative in August–September 2023 with a goal of fielding multiple thousands of attritable autonomous systems across multiple domains over 18 to 24 months. Subsequent DoD announcements set the target at the end of August 2025. In July 2024, Hicks said the department had received its first systems, trained initial units, and was on track. She also reported more than 550 company submissions to Replicator-related Commercial Solutions Openings. Both were interim statements about progress at that time—not a final tally. (DoD, July 2024)

A DoD Inspector General evaluation of selected Replicator 1.1 systems’ ability to meet U.S. Indo-Pacific Command operational needs appears in the FY2026 management-challenges report, dated August 28, 2025. The cited listing does not provide the evaluation’s findings or a final delivery count. The available official evidence therefore does not establish whether the multiple-thousands goal was met or missed. (DoD Inspector General, August 28, 2025)

Why Replicator matters beyond the systems it selects

The initiative’s significance is as much about how the department buys and coordinates as about particular hardware. It aims to concentrate leadership attention on urgent needs, link military requirements with commercial suppliers, and address barriers to getting scalable capabilities into service. Its changing tranches also show that “Replicator” is an umbrella for efforts organized around operational problems: scaling autonomous systems in the first effort, then improving counter-small-UAS protection in the second.
