The Open Voice Network (OVN) began as a Linux Foundation community announced in 2021 to develop open, trustworthy standards for voice assistants. Its work later evolved into the Open Voice Interoperability Initiative, a project of the Linux Foundation AI & Data Foundation focused on helping conversational-AI assistants built with different technologies communicate through standard protocols.
What the Open Voice Network set out to do
On June 22, 2021, the Linux Foundation announced OVN as an open-source association dedicated to advancing standards for AI-enabled voice-assistance systems. Businesses were developing their own voice assistants rather than relying only on general-purpose platforms. An independent assistant could give an organization more control over the user experience, connect voice interactions to services such as call centers, stores, branches, and internal business processes, and help protect consumer or proprietary data. OVN proposed shared standards and usage guidelines to make this ecosystem more open, inclusive, and trustworthy.
Three initial areas of work
- Standards development: Research and recommendations for global standards supporting user choice, inclusivity, and trust.
- Industry guidance: Sharing conversational-AI practices across industries and business sectors.
- Advocacy: Working with industry associations on regulatory and legislative questions, including data privacy.
The technical landscape involved automatic speech recognition (ASR), natural-language processing (NLP), advanced dialog management (ADM), and machine learning (ML). The intended ecosystem was not limited to one kind of assistant: general-purpose platforms and independently built assistants could coexist and interoperate.

Why voice-assistant interoperability matters
Interoperability means assistants built by different organizations can discover and address one another, then exchange dialog in a standardized way. In practice, an assistant could hand a user’s request to another assistant with a relevant capability, without requiring the user to move everything into one proprietary platform. Shared conventions can reduce one-off integrations and give organizations a way to connect services while retaining control of their own assistant.
The 2021 announcement compared this vision to the web: common open standards made it possible for independently built systems to connect. The analogy is about the role of standards, not a claim that assistants already work together as seamlessly as websites.

Trust is part of the technical problem
Voice data can reveal more than a speaker’s identity. The launch announcement noted that voice may carry signals about emotional state or mental health, making privacy and security important considerations in how voice systems handle data. The Linux Foundation’s 2023 annual report said OVN released a Message Envelope, described as the first element in defining an open universal API for interoperability between conversational-AI assistants. The project’s history page says the interoperability initiative joined the Linux Foundation AI & Data Foundation as a project in November 2023, alongside Trustmark work. Current project pages use the name Open Voice Interoperability Initiative and describe the goal as enabling assistants built with different technologies to interoperate through standard communication protocols. Together, these artifacts address more than simple message delivery: assistants need a shared way to exchange dialog and describe capabilities if they are to collaborate on a user’s goal. The available project descriptions establish the intended role of these formats, but do not by themselves demonstrate broad real-world deployment or measured performance.

The documented milestones show a shift from a broad standards community to a project with named interoperability artifacts and a current home in the Linux Foundation AI & Data Foundation. The 2023 report identifies one Message Envelope milestone as the first element of a planned interoperability API. The cited sources do not provide verified user counts, adoption percentages, revenue figures, or independent performance benchmarks, so they do not establish how widely the formats are used or how well they perform in production.
