What Is the Joliet File System?

Joliet is an ISO 9660 extension for optical discs that adds Unicode filenames and more flexible directory structures, with optional ISO 9660 compatibility.

Joliet is an extension of the ISO 9660 file system used on optical data discs. It adds a supplementary index that supports Unicode filenames and allows more flexible names and directory structures, while a disc can retain an ISO 9660 index for older readers.

How Joliet works

A Joliet disc contains a supplementary volume descriptor (SVD) that identifies a file set recorded with Unicode characters. The standard ISO 9660 primary volume descriptor can remain alongside it, and the two indexes refer independently to the files on the disc. As Microsoft’s overview of disc formats explains, Joliet is derived from ISO 9660; the Joliet header begins at sector 17.

The current ECMA-119, sixth edition, published in December 2025, retains Joliet as an informative annex. Its design uses the supplementary descriptor for Unicode filenames while leaving the primary descriptor available to software that does not read the Unicode descriptor.

What Joliet changes about filenames and directories

The Joliet annex specifies UCS-2 characters recorded in big-endian order. It permits file and directory identifiers up to 128 bytes—64 Unicode characters—and directory hierarchies deeper than eight levels. These are standards-level limits; a particular operating system, disc reader, or authoring program may display or handle names differently.

Microsoft’s IMAPI overview separately describes names up to 32 characters and says Joliet distinguishes uppercase from lowercase. That 32-character figure belongs to Microsoft’s documentation context; it should not be treated as a replacement for the 64-character identifier limit stated in ECMA-119’s Joliet annex.

Why a disc may include both Joliet and ISO 9660

The two file-system views are useful when a disc needs Unicode or longer names but also needs a route for older ISO 9660-compliant readers. A reader that understands Joliet can use its supplementary index; a reader that does not may use the primary ISO 9660 view. The exact filenames visible to an older reader depend on how the image was authored.

Joliet is intended for optical-disc distribution, not as a general-purpose modern disk file system. Microsoft describes UDF as a newer format commonly used for DVD media, especially for read/write use.

Choosing Joliet options when creating an image

Microsoft’s Oscdimg command-line documentation describes two Joliet modes:

Practical File System Design
  • Used Book in Good Condition
Option Documented result When it fits
-j1 Writes Joliet Unicode names and generates DOS-compatible 8.3 names in the ISO 9660 namespace. Use when the image needs a Joliet view and an ISO 9660 compatibility namespace.
-j2 Writes Joliet Unicode names without standard ISO 9660 names. Use when the Joliet namespace is sufficient and an ISO 9660 naming view is not required.

Choose based on the names the disc needs and the capabilities of the devices expected to read it. A Joliet-only image does not provide the same ISO 9660 naming compatibility path as a paired image.
