It is not a single protocol, app or device: IMS brings together SIP-based session control, network functions, subscriber-related capabilities and IP media bearers. 3GPP also uses the longer name “IP Multimedia Core Network Subsystem.”
What does IMS stand for?
IMS stands for IP Multimedia Subsystem. In some 3GPP material, the expanded name is IP Multimedia Core Network Subsystem. The term describes a network architecture for multimedia services, not one standalone piece of equipment.

An early IETF overview defines IMS as “an architecture for supporting multimedia services via a SIP infrastructure.” That description appears in RFC 3574, published in 2003, and reflects the architecture’s early 3GPP Release 5 context. It is useful for the basic concept, but not as a complete description of current deployments.
What does IMS do in a telecom network?
IMS provides a common framework for registering users, routing and controlling sessions, applying service logic, and connecting IP multimedia sessions to other networks when needed. Its signaling and control functions work with packet-network bearers that carry media such as voice or video.
#1 Best Overall
A 3GPP specification describes the IMS core as comprising the core-network elements needed to provide multimedia services. It identifies access independence and interoperability as architectural aims, and discusses services including voice, video, messaging, data and web-based technologies. Services can be created by operators or third parties; IMS is a framework for supporting them, not a guarantee that every service is available on every carrier or device. See 3GPP document SP-010121.
Which network functions are part of IMS?
IMS is made up of coordinated functions rather than a fixed, universal equipment layout. RFC 3574’s early overview discusses SIP proxies, servers and registrars, as well as three Call Session Control Function roles:
Rank #2
- P-CSCF (Proxy-CSCF): the subscriber’s first contact point within IMS.
- I-CSCF (Interrogating-CSCF): an interrogating function in the SIP control path.
- S-CSCF (Serving-CSCF): the serving function responsible for subscriber session control.
The exact functions and signaling depend on the network and the applicable 3GPP release. These role descriptions explain the foundational architecture; they should not be read as a complete specification of every current implementation.

How IMS can connect to non-IP networks
A media gateway can interwork between IMS and a non-IP network such as the public switched telephone network (PSTN). That is an optional interworking role where a deployment requires it: IMS is not the PSTN, and not every session passes through a gateway.

How is IMS different from SIP?
SIP (Session Initiation Protocol) is a protocol for initiating, managing and ending communication sessions. IMS is the broader telecom architecture that uses SIP for session control alongside subscriber, routing, service and interworking functions.
| Term | What it is | Role |
|---|---|---|
| SIP | A session-control protocol specified by the IETF | Signals the setup and control of sessions; it can also be used outside IMS. |
| IMS | A standardized telecommunications architecture | Combines SIP-based control with network functions, subscriber-related capabilities, packet bearers and service integration. |
3GPP selected SIP as IMS’s session-establishment protocol. RFC 4083 explains that choice and describes how subscriber services and authentication can involve the home network, while a visited network may provide an outbound SIP proxy. SIP and IMS are therefore related but not interchangeable: SIP is one protocol used within the larger IMS system.

For mobile networks, IMS is principally associated with 3GPP specifications. Its standards context also draws on IETF-defined capabilities, including SIP. Separately, ITU-T describes IMS as an IP multimedia service component of the Next Generation Network (NGN) functional architecture, supporting session-based and other SIP-based services. The ITU-T Recommendation Y.2021 summary presents that NGN perspective.
