Agentic AI describes a broader architecture or behavior pattern in which a system can plan, choose actions, use tools and adapt over multiple steps. The labels overlap: a single agent can be agentic, and there is no universally accepted boundary between the terms.
For architecture decisions, look past the label and ask who controls the execution path. A fixed workflow follows predefined steps; an agentic system can derive or revise steps as it works.

What do “AI agent” and “agentic AI” mean?
There is no settled taxonomy that every researcher or vendor uses. A 2026 systematic review found several interpretations of agentic AI, including autonomous agents, multi-agent systems and systems enhanced by feedback loops, memory or tool use. Treat the terms as useful working labels, not mutually exclusive technical categories.

In a practical working model, an AI agent is a task-performing system or component that can take actions toward a goal. Agentic AI describes a system or approach that gives the model some capacity to plan, select actions, use tools and adjust its process across steps. Cisco presents the distinction as an individual agent versus the wider infrastructure and orchestration that enables agents; its “driver” and “car and road system” analogy is an explanation, not a formal standard. These labels do not imply a simple progression from “agent” to a more advanced, separate kind of system. A single agent can display agentic behavior, while a system containing several agents may still rely on fixed orchestration.
What changes between a workflow and an agentic system?
The most useful distinction is control over execution. In a workflow, developers define the sequence of model and tool calls in advance. In an agentic pattern, the model has a role in deciding what to do next and which tools to use.
ISACA’s 2025 article quotes Anthropic: “workflows are systems where LLMs and tools are orchestrated through predefined code paths, while agents are systems where LLMs dynamically direct their own processes and tool usage.” The same article quotes Anthropic’s caution that “being an agent doesn’t automatically mean being autonomous.” This is an attributed distinction, not a universal definition. The UK Government’s AI Insights describes the change in execution this way: “The fundamental difference with agentic AI is that the execution pathway is now derived intelligently, by utilising LLMs in the planning process.” UK Government AI Insights on agentic AI
Fixed workflow
A fixed workflow suits a process with known steps and stable handoffs. For example, a system might classify an incoming request, retrieve a record and draft a response in that order. The model may perform parts of the work, but the application determines the path.
Agent-directed execution
An agent-directed system is given a goal and a set of available actions, then chooses steps based on the task and the results it receives. It might search a knowledge base, inspect the result, choose another tool and revise its plan. The defining architectural change is not merely adding a model or tool call; it is allowing the system to direct some of its own process.
Does agentic AI require multiple agents?
No. Multi-agent coordination is an option, not a prerequisite. Google Cloud describes a single-agent pattern built from a model, a defined tool set and a comprehensive prompt; that one agent can handle a request autonomously. Its guidance is to begin with a single agent and add complexity where the task calls for it. Google Cloud’s agentic AI design patterns

A multi-agent system may divide work among specialized agents or coordinate their outputs. That adds coordination and oversight questions, but the mere presence of several agents does not establish that the system plans dynamically. Conversely, one agent can make decisions across a sequence of tool calls and behave agentically. AWS notes that a system can be agentic as a whole through decisions made via tool invocations, even when its agency is limited. AWS guidance on agentic AI patterns
Which architecture dimensions should you compare?
Compare observable capabilities rather than relying on product labels. The relevant design dimensions include execution control, planning, tools, memory, feedback, coordination and human oversight. A systematic review of agentic AI
| Dimension | Workflow-oriented design | More agentic design |
|---|---|---|
| Execution path | Predefined code path and handoffs | Steps or tool use can be selected dynamically |
| Task scope and planning | Bounded task with a stable sequence | Multi-step goal may be decomposed and revised as intermediate results arrive |
| Tools and permissions | Application invokes specified tools at defined points | System may choose among accessible tools; allowed actions need explicit boundaries |
| Memory and feedback | State and feedback are handled according to the workflow’s design | State may persist and results may inform later decisions |
| Coordination | One model or component may follow application-controlled steps | One agent or several can participate; multiple agents are not required |
| Human oversight | Review can be placed at defined workflow stages | Review and approval boundaries should account for the actions the system can choose |
The table describes common architectural contrasts, not hard categories: systems can combine predefined stages with agent-directed decisions. AWS describes LLM-based agentic systems as commonly augmented with retrieval, tools and memory. AWS guidance on agentic AI patterns

More ability to choose and execute actions makes permissions, action boundaries, feedback and human review more consequential design decisions. This is an architectural implication of the cited guidance, not a universal legal or safety threshold. Specify what the system may read, change, send or trigger, and decide which actions require approval before execution.
- Constrain tools: expose only the tools and actions needed for the task.
- Set action boundaries: distinguish low-impact information gathering from consequential changes or external actions.
- Make feedback usable: determine which tool results or errors can alter the next step.
- Place human review deliberately: identify decisions or actions that should pause for approval, based on the system’s autonomy and the consequences of an error.
When should you use a workflow, one agent or multiple agents?
Choose a conventional workflow for a stable sequence
If the task is bounded and its steps are predictable, a conventional workflow can keep execution explicit. It may be preferable to give a model a tightly defined role within that sequence rather than letting it choose the overall process.
Best Value
Use a single agent when the next step depends on results
An agent pattern may fit when the system must choose among tools, decompose a goal or revise its steps in response to results. Start with one agent, define its tools and boundaries, and add agent-directed execution only where the task needs it.
Add coordinated agents only for a real division of work
Consider multiple agents when the task structure benefits from distinct responsibilities or parallel work. Coordination is additional architecture, not a synonym for agentic AI. The sources establish these as design implications and patterns, not a guarantee that one architecture will perform better in every case.
