A missile test is defined by its purpose: evaluating or demonstrating a missile or a capability. A launch is the physical act of sending a missile into flight. A test can therefore be a launch; an operational launch uses a weapon in a military mission. The terms are not opposites, and the exact meaning can depend on the context or governing agreement.
Test describes the purpose; launch describes the event
A military may conduct a test to assess a missile, a component, its performance or reliability, or a particular capability. If that test sends the missile into flight, it is a test launch. By contrast, an operational launch employs the missile as part of a military mission rather than primarily to evaluate it.

The fact that a missile left a launcher establishes that a launch occurred; by itself, it does not establish whether the purpose was testing or operational employment. To characterize a particular event, consider its stated purpose and the relevant military, policy, or treaty context.
Is a test launch still a launch?
Yes. In the START Treaty definitions annex, the U.S. Department of State defines “flight test” as “the launch and subsequent flight of a missile.” That treaty definition makes a test launch a launch, while describing it as a flight test because of its purpose and context. This wording is specific to the treaty and the missile types it covers. It is not a universal legal definition for every missile, country, or military doctrine. Nor does every activity called a test have to involve a full missile flight: the word “test” can describe evaluation of components or capabilities as well as a flight test.
Why treaty terminology matters
Official arms-control agreements may use terms differently from everyday reporting or military usage. The State Department’s analysis of New START says that “launch” in that treaty has the same meaning that “flight test” had in START. That is an explanation of those agreements, not a rule that automatically governs all missile events. Article-by-Article Analysis of New START Treaty Documents.

START also defines a “test range” for its covered ICBM and SLBM context as a designated land area, other than an ICBM base, from which those missile launches are conducted. A launch from a test range may be a clue to the setting, but location alone does not prove the purpose or legal status of an event. START Treaty, Definitions Annex.

In arms-control agreements, notification requirements can apply to covered tests or launches. State Department materials describe pre-launch notifications for treaty-accountable ballistic-missile launches under New START and notification of flight tests under relevant agreements. The exact obligation depends on the system and the instrument; these transparency procedures should not be generalized to every missile launch worldwide. New START Treaty overview.

Under the START Notification Protocol, advance notice for specified ICBM or SLBM flight tests included the missile type, planned test date, launch area, and planned reentry-vehicle impact area. Those details illustrate the protocol’s treaty-specific requirements, not a universal notification checklist. START Notification Protocol.
The State Department has also described a planned U.S. Minuteman III test launch that was notified to Russia through the Nuclear Risk Reduction Center process. This is a historical example of notification practice, not evidence that the same agreement or procedure governs every current event. The Role of the Nuclear Risk Reduction Centers.

- Purpose: Was the activity intended to evaluate or demonstrate something, or to employ the weapon in a military mission?
- Physical event: Was a missile sent into flight, or was the activity limited to a component or another capability?
- System and launcher: Which missile and launch context are being discussed?
- Applicable rules: Does a particular treaty, policy, or doctrine define the terms or impose transparency obligations for that system?
- Evidence for the label: Is the characterization grounded in a stated purpose or applicable definition, rather than inferred only from the launch location or the fact of flight?
Without details about a particular missile and event, the labels alone do not establish performance, safety, or strategic effect.
