Server-side request forgery (SSRF) occurs when an application makes a request to a destination controlled or influenced by a user. If the feature can be used before login, an unauthenticated visitor may be able to make the server contact services the visitor cannot reach directly. That exposure is a risk, not proof of an exploitable vulnerability: the result depends on destination validation, redirects, network access, and what the application reveals.
What server-side request forgery means
In SSRF, the application—not the visitor’s browser—makes a network request on the visitor’s behalf. OWASP describes SSRF as an attack vector that abuses an application to interact with an internal or external network, or the machine itself. The flaw commonly appears in features that fetch a user-supplied image, call a webhook or callback URL, or import content from a URL. If the application accepts an attacker-controlled destination without adequate safeguards, it can act as a proxy to destinations the visitor cannot contact directly. OWASP’s SSRF Prevention Cheat Sheet explains the attack pattern and defenses.

SSRF is distinct from cross-site request forgery (CSRF). SSRF causes a server-side component to make a request; CSRF abuses a user’s authenticated browser to send a request in that user’s context.

Pre-authentication means the relevant functionality is reachable without signing in. If an unauthenticated visitor can submit a destination to a vulnerable server-side fetcher, the visitor may be able to trigger requests from the application’s network position. The key issue is reachability: login is not a barrier to invoking that request path.

Public availability alone does not make a URL-fetching feature an SSRF vulnerability. Exploitability depends on whether the destination is meaningfully controllable, how URLs are parsed and validated, whether redirects are followed, what the server can reach, and whether useful response information is exposed. OWASP’s SSRF overview describes the risk of applications making requests without validating user-supplied URLs.
What internal services might be exposed
A server may have access to destinations that are unavailable from the public internet. Depending on the application’s network position and behavior, an SSRF request could reach cloud instance metadata, internal APIs, HTTP services, databases, or resources on the local machine. OWASP discusses internal and metadata targets in its SSRF overview.

Reaching a service and disclosing its contents are separate questions. The application might return the upstream response, expose only an error or status, or reveal no useful response content at all. Even without direct response disclosure, a vulnerable fetcher could be used to probe which services respond. Possible consequences include information disclosure, internal service enumeration, bypassing network boundaries, or follow-on attacks against reachable services; none is guaranteed by the presence of an SSRF flaw.

Use controls at both the application and network layers. Application rules constrain which destinations the feature is meant to contact; egress restrictions limit what the fetcher can reach if application validation fails.

Restrict destinations in the application
- When the feature needs only known services, use a positive allowlist of expected destinations rather than trying to enumerate every forbidden destination.
- Parse URLs with a well-tested URL parser, then validate the scheme, host, and port against the feature’s requirements. Regular expressions alone are not a reliable way to parse complex URLs.
- Disable redirects where possible. If redirects are required, validate every redirect destination under the same rules as the original URL.
- Avoid returning raw upstream responses to the requester. Return only the information the feature needs.
OWASP warns that deny-lists are prone to bypass and recommends allowlists where feasible. If the business requirement is to fetch arbitrary external destinations, apply layered restrictions to prohibited address ranges and metadata endpoints, and account for DNS resolution and redirects that could send a permitted-looking name to an internal address. See the OWASP SSRF Prevention Cheat Sheet.
Limit network reach
Restrict outbound network access for the component that performs fetches so it can reach only the services it needs. This provides containment if an application-level check is bypassed or fails. Allowlisting and egress controls are complementary: one defines intended destinations, while the other limits the fetcher’s actual network reach.

Protect cloud metadata and credentials
In cloud deployments, review metadata-service configuration and the credentials available to the workload. AWS Instance Metadata Service Version 2 (IMDSv2) adds a defense-in-depth measure against some SSRF attempts, but it is not a substitute for destination validation and network controls. See AWS Prescriptive Guidance on SSRF mitigation.
How OWASP classifies SSRF
OWASP lists SSRF as API7:2023 in the 2023 API Security Top 10 and as A10:2021 in the 2021 OWASP Top 10. These are classifications in those specific editions, not evidence that every URL-fetching feature is vulnerable.
