Samsung Package Installer is the Android system feature that handles installing, updating, and removing apps on a Galaxy device. It is part of the phone’s software—not the APK file being installed and not ordinarily a separate app you need to download. It may appear when you open an APK, but its presence does not mean the app has been installed or granted access to sensitive data.
What does Samsung Package Installer do?
Android’s PackageInstaller API supports app installation, upgrades, and removal. An app package may contain one APK or multiple split APKs; the installer manages the package operation on the device. The screen you see is part of that installation flow.

Seeing Package Installer in a prompt or in the phone’s software is not, by itself, evidence that it is malware. It is a normal Android system capability. Installing an app and granting that app runtime permissions—such as access to location or photos—are separate matters in Android 10 and later. The install prompt alone does not mean the app received every sensitive permission.
Why does an APK prompt say the source is not allowed?
Samsung says Galaxy phones and tablets prohibit app installations from sources other than Google Play and Galaxy Store by default. Samsung’s support page puts it this way: “By default, your Galaxy phone or tablet is set to prohibit apps from being installed from sources other than the Play Store and Galaxy Store.” Samsung’s current US instructions explain how to grant permission to a specific source app.

If you open a downloaded APK and see a warning, the relevant setting is usually for the app that handled the file—for example, the browser or file manager—not a blanket approval for every APK. Use Settings search for Install unknown apps, choose the app that opened or downloaded the package, and decide whether to allow it. Samsung menu names and paths can vary by model and software version, so searching Settings is more reliable than following a fixed path from an older guide. Samsung’s Galaxy S9/S9+ Android Oreo instructions are a version-specific example, not a universal current path.
What if an APK still will not install?
There is no single cause for every failed installation. Check the source and the device’s controls first, then consider whether the APK itself is valid and compatible with the phone.

- Identify where the app came from. An installation from Google Play or Galaxy Store follows a different path from an APK downloaded elsewhere.
- Check the specific source app’s permission. In Settings, search for Install unknown apps and review the browser or file manager involved. Allowing that source does not establish that the APK is safe.
- Check Auto Blocker. Samsung says Auto Blocker can stop installations from unauthorized sources. It is on by default for Galaxy devices released with One UI 6.1.1; that default should not be assumed for every Galaxy model. Review your device’s settings and support information before changing a security control.
- Read the exact error and verify the package. A damaged or incompatible APK can fail even when the source permission is allowed. Compatibility depends on the particular package and device; use the error message and device-specific support to narrow it down.
Another device policy may also restrict installation. If the phone is managed by an employer, school, or administrator, that policy can affect what is allowed. Samsung’s guidance on Auto Blocker describes that feature; do not treat disabling security protections as the default fix.

Sideloading means installing an app package obtained outside a usual app store. It can be legitimate, but allowing an installation source is not a safety check of the APK itself. Samsung warns: “Your phone and personal data are more vulnerable to attacks from unknown apps.” Samsung’s guidance recommends caution with apps from unknown sources. - Install only APKs you have a trustworthy reason to use and whose source you can verify.
- Grant permission only to the source app you intend to use.
- Turn that source’s install permission back off afterward if you no longer need it.
Can you delete Package Installer?
Package Installer is part of Android’s app-installation system, not an APK you downloaded. It is not ordinarily something you need to remove to stop an unwanted prompt. If it appears unexpectedly, check which app or file initiated the installation and review that source’s permission rather than assuming the installer itself is malicious.
