“Russia’s everything app” is not one fixed product category. It is a loose label for a platform that brings messaging together with other everyday services. In 2023, NATO StratCom COE used the phrase for VK’s expanding ecosystem; today, MAX is the newer messenger and services platform being developed toward a similar role.
What does “everything app” mean?
An “everything app,” also called a super-app, combines functions that people might otherwise use separate apps for. Communication is often the starting point, with services such as payments, media, bookings, document tools or government-linked features added around it. The term is descriptive, not a formal certification: it does not mean an app literally does everything or that all its features are available to every user.

For Russia, the label has referred to more than one platform at different times. Which app it means depends on the date and context.
Why has the label shifted from VK to MAX?
VK was the earlier “everything app” example
In its 2023 brief, NATO StratCom COE called VKontakte (VK) the “Kremlin’s Everything App.” The report described VK’s expansion beyond social networking into services and tools comparable to payments, messaging, short video, documents, video hosting and videoconferencing, as well as state and business workspace functions. MAX is the newer national-messenger and services project
VK says MAX launched on 26 March 2025. It is the newer example most closely associated with Russia’s national-messenger and government-linked super-app project. MAX brings communication together with additional services, but its feature set and integrations have developed over time; it should not be treated as a finished, uniformly available all-in-one platform. What does MAX offer?
MAX’s own website describes a lightweight app for communication and everyday tasks. Its listed functions include text chats, audio and video messages, animated stickers, large-file sharing, calls, author channels, and document features such as age confirmation and online signing. The site links to mobile, desktop and web versions. These are product claims from MAX, not independent test results. MAX’s official website

VK’s H1 2025 report provides a dated account of the rollout:
- At launch: messaging, audio and video calls, and transfers for clients of Alfa-Bank and VTB.
- Later integrations: the GigaChat 2.0 assistant and Ozon Travel booking service.
- Testing: channels and group calls.
- Agreed, not evidence of universal availability: VK reported an agreement to implement Russia’s Faster Payments System in MAX.
In September 2025, VK announced a pilot Digital ID feature for confirming age and certain statuses. The announcement described verification and setup involving MAX and Gosuslugi, with limited initial retail examples. MAX’s current site advertises age confirmation and online document functions, but readers should distinguish a listed feature from one that is available in every situation. How large are VK and MAX?
Usage figures refer to different measures and should not be treated as direct comparisons. VK reported the following MAX figures on 2 October 2026: more than 90 million daily users, over 140 million app installs, 1.9 billion messages per day and approximately 34 million calls per day. These are company-reported figures; installs are not the same as users, and the figures do not show that MAX has replaced competing services or that every user uses its additional features. For context, VK reported that VKontakte averaged 92.5 million monthly users in Russia in Q2 2025, citing Mediascope. That is a monthly audience measure for VKontakte, not a MAX daily-user figure. The older VK-wide figures summarized in NATO StratCom COE’s 2023 brief—more than 95% monthly reach and 76 million daily active users—are historical and describe VK services, not current MAX usage. What does MAX’s privacy policy say?
MAX’s privacy policy, revised 25 September 2026, lists account information such as name and phone number; technical and interaction data such as device details, IP address, operating system, browser, location and activity; address-book data if access is authorized; and cookies. It also says data may come from Russian government information systems when a user consents to a relevant Digital Service. The practical trade-off is clear: combining communication, services and government-linked identity features can be convenient, while the range of data categories and integrations makes data handling and user choice important considerations. The policy describes what MAX says it collects and how it says it responds to lawful requests; it does not by itself settle broader questions about security or civil liberties.
Is MAX Russia’s version of WeChat?
Calling MAX a Russian super-app is a useful shorthand for its direction, not proof that it is functionally equivalent to WeChat. MAX combines messaging with transfers, channels, service integrations and government-linked digital features, but the available evidence describes a changing rollout, including pilot and test functions. A meaningful comparison would need to assess service breadth and maturity, identity and government-service integration, audience and geographic reach, data governance, and how voluntary use is.
