Orbital ephemeris data describes where a spacecraft or other object is, or is expected to be, at a particular time. It can provide position and velocity at one epoch, a sequence of states over an interval, or information used to calculate a trajectory. Satellite teams rely on it to plan tracking, communications, observations, rendezvous and collision-risk analysis—but a file’s format alone does not tell you whether its orbit is accurate enough for a particular job.
What orbital ephemeris data means
An ephemeris is a time-dependent description of an object’s location. A single state can specify position and velocity at an epoch; a longer ephemeris can provide states across a period or data from which the object’s state can be calculated. NASA/JPL’s SPICE system, for example, uses SPK segments to compute a target’s geometric state relative to a center over a finite interval (NAIF SPICE).

The word is sometimes used loosely for orbit-related products that are not identical. An orbit determination solution is an estimate derived from observations; a propagated trajectory is calculated forward from an orbit representation and a model; and a reconstructed trajectory describes an estimated past path. The specific product may combine these ideas, so its provider’s description matters.

Tracking and communications
Knowing when a spacecraft will be in a useful position helps teams schedule tracking and plan communications links. NASA says accurate ISS trajectory data supports maintaining communications links (NASA’s ISS Trajectory Data page).

Rendezvous and mission scheduling
Operators use trajectories to coordinate activities and plan approaches by visiting vehicles. The CCSDS Orbit Data Messages standard includes tracking-support planning and scheduling; NASA also identifies visiting-vehicle rendezvous planning as a use of the ISS trajectory (CCSDS Orbit Data Messages Recommended Standard; NASA).
Navigation, reconstruction and orbit comparison
Orbit data can help calculate or reconstruct a path and compare one orbit solution with another. These are among the purposes named in the CCSDS standard, alongside navigation and tracking operations (CCSDS Orbit Data Messages Recommended Standard).

Science observations
To establish what a spacecraft instrument observed, analysts need more than the spacecraft’s position. They may combine ephemeris with information about time conversion, coordinate frames, spacecraft orientation and instrument geometry. NASA/JPL describes SPICE as supporting planning and interpretation of space-borne observations; archived SPICE data can include kernels for these complementary geometry and timing details (NAIF SPICE; NASA Planetary Data System).

Conjunction assessment and coordinated observations
Comparing trajectories can help identify possible close approaches and inform collision-risk work. The CCSDS standard lists orbit-conjunction studies, and NASA names collision avoidance as a reason accurate ISS trajectory data matters. NASA Goddard’s Satellite Situation Center also maintains ephemerides to plan and support coordinated observations involving multiple satellites (CCSDS; NASA ISS trajectory; NASA Satellite Situation Center).

Common satellite orbit data formats and systems
| Product or system | What it represents | What to know |
|---|---|---|
| CCSDS OPM | Orbit Parameter Message, an orbit-data exchange message. | One of three message types in the CCSDS Orbit Data Messages standard. Check the particular message’s fields and metadata. |
| CCSDS OMM | Orbit Mean-Elements Message, an orbit-data exchange message. | Includes mean-element data; TLE-related fields are associated with SGP/SGP4 mean-element theory in the standard. |
| CCSDS OEM | Orbit Ephemeris Message, an orbit-data exchange message. | Used to exchange ephemeris information. A label does not establish accuracy or suitability for an operation. |
| SPICE / SPK | SPICE is a mission geometry system; SPK is its ephemeris kernel type. | SPK segments cover finite intervals. Other kernel types can supply frames, orientation, instrument geometry and time information. |
| TLE | A compact two-line mean-element representation used with SGP/SGP4 propagation contexts. | Do not treat it as the same thing as a time-tagged OEM state-vector series; their representation and use differ. |
The CCSDS standard defines OPM, OMM and OEM as exchange messages intended for purposes such as tracking, navigation, reconstruction, conjunction studies and collaborative maneuvers. The version cited here is CCSDS 502.0-B-2, published in November 2009, with Correction 1 from May 2012; consult CCSDS for any later revision before relying on that version as current (standard PDF).
NASA Goddard’s Satellite Situation Center says it receives many active-satellite orbital elements as TLEs, while other locations come from sources including JPL NAIF SPICE kernels, missions and flight-dynamics software (Satellite Situation Center). A TLE is used with its associated propagation theory, not as a direct substitute for every other ephemeris product.

Why the format does not tell you the accuracy
CCSDS explicitly says that defining the accuracy underlying an orbit message is outside the standard’s scope; participants should specify it separately, for example in an interface control document or message comments (CCSDS Orbit Data Messages Recommended Standard). In practical terms, a standard can make files easier to exchange without certifying that an orbit estimate is sufficiently precise for a particular task.
Do not infer a universal accuracy from an OEM, OMM, OPM, SPICE or TLE label. Accuracy and uncertainty depend on the particular provider, solution, data, intended use and time span. For a consequential operation, use the product’s own accuracy or uncertainty information and the applicable mission procedures; public availability by itself is not evidence that a file is approved for safety-critical use.

What to check before interpreting an ephemeris
- Object identity and provenance: Confirm which spacecraft or body the data describes, who produced it and which mission or solution it belongs to.
- Time basis and epoch: Identify the time system and the time or interval covered. A timestamp without its time standard can be ambiguous.
- Reference frame: Check the coordinate frame; position values have no unambiguous meaning without one.
- Units and state components: Verify units and whether the product includes position only, velocity as well, or parameters intended for propagation.
- Coverage and intended use: Establish whether the data is predicted, reconstructed or operational, and whether its interval and provenance suit your task.
- Accuracy or uncertainty: Find a stated accuracy, covariance or uncertainty model where available. Do not substitute the format name for this information.
Example: NASA’s International Space Station trajectory
NASA says flight controllers in the ISS Trajectory Operations and Planning Office at Johnson Space Center generate the ISS ephemeris and distribute it in CCSDS OEM text and XML formats. The page describes state vectors in a J2000-related frame with UTC times and position and velocity components. It also describes regular sampling, with denser points around translation maneuvers (NASA ISS Trajectory Data).
Those details illustrate why metadata is part of the data, not decoration: a user needs to know the frame, time basis, quantities and coverage to interpret the vectors. NASA’s downloadable trajectory and its current coverage can change, so consult the live page for the file’s present contents and intended use rather than treating one description as a permanent specification.
How to choose between orbit data products
There is no universal best format. Choose based on the operation and the representation a receiving tool or team expects. A tracking workflow may consume a TLE with an appropriate propagator; a state-vector exchange may use an OEM; and an observation-geometry workflow may need SPK plus supporting SPICE kernels. Those examples are not accuracy rankings: verify the specific product’s conventions, provenance and uncertainty before using it.
