What Is One Health, and How Does It Help Prevent Outbreaks?

One Health links human, animal, plant and ecosystem health so agencies can share surveillance, detect risks earlier and coordinate prevention and response. It strengthens preparedness but cannot guarantee that outbreaks will be eliminated.

One Health is a way for public-health, veterinary, wildlife, food, agricultural, environmental and other specialists to work as one system. It treats the health of people, animals, plants and ecosystems as interdependent. That matters because many disease risks arise where those systems meet, while useful warning signals may be held by a sector that does not normally share data with human-health authorities.

By coordinating surveillance, risk assessment, information sharing and response, One Health can reveal hazards earlier and support faster, better-targeted action. It cannot eliminate spillover or guarantee that outbreaks will be prevented, but it can reduce the chance that important evidence remains trapped in separate institutional silos.

The official meaning of One Health

The One Health High-Level Expert Panel defines the approach as “an integrated, unifying approach that aims to sustainably balance and optimize the health of people, animals and ecosystems.” That wording appears in the joint statement issued by the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH) on 1 December 2021.

The definition is broader than cooperation between doctors and veterinarians. It recognizes links among human health, domestic and wild animals, plants and the wider environment, and calls for multiple sectors, disciplines and communities to make decisions together. WHO’s fact sheet, updated 8 May 2026, likewise describes One Health as an integrated approach to optimize the health of people, animals, plants and ecosystems through collaboration, communication and coordination.

One Health is therefore an operating model, not a single agency, software platform, law, vaccine or consumer product. A country, region or local authority can apply the principles through its own institutions and plans.

Why outbreaks often require more than human-health data

Infectious threats do not respect organizational boundaries. A virus can circulate in wildlife, move into farm animals, contaminate food or water, and then infect people. A mosquito population can expand after environmental changes and transmit a pathogen to humans. Antimicrobial use in hospitals, farms or aquaculture can contribute to resistance that affects treatment across all of those settings.

Human-health surveillance may detect patients after transmission is already under way. Veterinary services may see unusual illness or deaths in animals first. Wildlife experts may notice changes in species or habitats. Laboratories, food inspectors and environmental agencies may hold test results that explain how a hazard is moving. If these observations are assessed separately, no team necessarily has the complete picture.

WHO identifies several conditions that can create opportunities for disease emergence: land-use change, trade in live wild animals, agriculture and livestock farming, urbanization, extractive industries, climate change, habitat fragmentation and encroachment into wild areas. One Health does not claim that any one factor automatically causes an outbreak. Its purpose is to connect the people who can evaluate how such pressures combine in a particular place.

How One Health helps prevent and contain outbreaks

1. It connects surveillance systems

Coordinated surveillance brings together observations from human clinics and laboratories, animal-health services, wildlife monitoring, food-safety programs and environmental sampling. WHO’s Surveillance and Information Sharing Operational Tool describes multisectoral systems in which routine data sharing supports early detection and timely response to zoonotic disease events.

Sharing does not mean sending every record to every agency. Effective systems define which signals matter, who can access them, how data are standardized, and what threshold triggers a joint investigation. The goal is to make relevant information visible to the people who can act on it while respecting legal, privacy and technical constraints.

2. It uses animal and environmental signals as early warnings

The US Centers for Disease Control and Prevention gives a practical example involving West Nile virus. Birds often die from the virus before people in the same area become ill. Monitoring bird deaths can therefore provide a public-health warning that prompts mosquito control, public communication or closer clinical testing.

This is a surveillance connection, not a rule that animal signals always precede human cases. Signals can be missed, delayed or unrelated to human transmission. Their value increases when animal-health and human-health teams agree in advance how to investigate an unusual event.

3. It supports joint risk assessment

Each sector sees a different part of a threat. A veterinarian may assess infection in livestock; an ecologist may evaluate wildlife contact; an epidemiologist may model human exposure; and an environmental scientist may identify contamination pathways. A joint assessment can combine these perspectives before officials choose controls.

For example, a response to an unusual disease in farm animals might consider animal movement, worker exposure, wildlife interfaces, food handling, water quality and local land use at the same time. That can produce more proportionate measures than waiting for each agency to issue separate advice.

4. It coordinates action during an event

Once a threat is detected, coordination can align case definitions, laboratory testing, contact tracing, animal movement controls, food-safety decisions, risk communication and community support. The Tripartite Zoonoses Guide from FAO, WHO and WOAH sets out country-level options to prevent, prepare for, detect and respond to zoonotic diseases through multisectoral work.

Clear roles reduce delays. A plan can specify which authority leads an investigation, which laboratory confirms results, how information moves between agencies, and who communicates uncertainty to the public. The same arrangements can be adapted for foodborne illness or antimicrobial resistance.

5. It addresses drivers before an outbreak

One Health is not limited to emergency response. Prevention may involve safer livestock practices, vaccination of animals where appropriate, improved food handling, habitat management, vector control, responsible antimicrobial use, worker protection and planning for land-use changes. Which measures are suitable depends on the hazard and local conditions; the framework itself does not prescribe one universal intervention.

What problems fall within One Health?

One Health is commonly associated with zoonoses, diseases that can pass between animals and people. Examples include Ebola, avian influenza and rabies. It also covers risks that may not fit a simple animal-to-human narrative.

  • Vector-borne disease: Dengue, West Nile virus, Lyme disease and malaria are influenced by hosts, vectors, climate, land use and human behavior.
  • Antimicrobial resistance: Resistant organisms and antimicrobial use can move among people, animals, food systems and the environment.
  • Food safety and foodborne illness: Prevention may require farm controls, animal health, processing oversight, laboratory testing and clinical surveillance.
  • Environmental health: Pollution, climate change, water quality and habitat disruption can alter exposure pathways and affect health across species.
  • Agrifood systems and livelihoods: Animal and crop health, nutrition, food security and the income of farming and other communities are connected to health risks and the feasibility of interventions.

What a functioning One Health system looks like

There is no single blueprint, but implementation can be evaluated by asking practical questions about scope, data and authority.

Implementation dimension What to look for
Sectors included Human health, animal health, wildlife, food safety, agriculture, environment and relevant community or research organizations are represented for the risk being assessed.
Surveillance and data Agencies use agreed indicators, definitions and channels for routine information sharing, with procedures for urgent alerts.
Risk assessment Experts from the affected sectors jointly evaluate exposure, transmission pathways, uncertainty and possible consequences.
Decision-making Responsibilities, escalation thresholds and leadership are defined before an emergency.
Environmental and wildlife expertise Plans include people who can interpret habitat, species, vector and ecosystem changes instead of treating them as background information.
Prevention as well as response Work includes reducing underlying risk, not only investigating cases after people become ill.

A plan can be called multisectoral yet remain weak if agencies meet only after an emergency, exchange data irregularly or lack authority to act on shared findings. The operational details matter as much as the label.

A step-by-step outbreak workflow

  1. Define the hazard and the area. Identify the suspected pathogen or event, the populations and species involved, and the geographic or environmental setting.
  2. Bring the relevant sectors together. Include the agencies and communities that can detect exposure, transmission or consequences. The exact membership should match the hazard; not every event requires every institution.
  3. Agree on signals and case definitions. Decide what counts as an unusual animal death, a suspected human case, a contaminated food sample or an environmental warning.
  4. Share and interpret data. Combine laboratory, clinical, animal, wildlife, food and environmental information using compatible formats and documented quality checks.
  5. Assess risk jointly. Map possible sources, routes of exposure, populations at risk and uncertainties. Consider how proposed controls could affect animals, ecosystems, food supplies and livelihoods.
  6. Choose coordinated measures. Align testing, treatment, animal-health actions, movement or trade decisions, vector control, environmental measures and public communication.
  7. Review and improve. After the event, examine what was detected early, what was missed, how quickly information moved and whether interventions caused unintended effects.

One Health compared with siloed monitoring

Question Siloed approach One Health approach
Where is evidence held? Each sector primarily reviews its own records. Relevant human, animal, plant and environmental observations are assessed together.
When does collaboration occur? Often after a problem crosses an agency boundary. Relationships, protocols and data-sharing routines are established before crises.
How are risks judged? Decisions may reflect one discipline’s exposure or mandate. Teams evaluate transmission pathways and consequences across sectors.
What is the time horizon? Emphasis may fall on detecting and responding to cases. Prevention, preparedness, detection, response and recovery can be planned together.
What can be missed? Animal, wildlife, environmental or food signals may arrive late or not at all. Cross-sector signals can provide additional context and potential early warning.

What One Health cannot guarantee

One Health improves the basis for decisions; it does not make outbreaks impossible. Surveillance can be incomplete, laboratories can have limited capacity, data may arrive late and a pathogen can spread before its source is understood. Cooperation also requires funding, compatible systems, trained staff, governance and trust among institutions and communities.

The approach should not be used to claim that every animal illness predicts human disease, that every environmental change will produce an outbreak, or that a coordinated system can remove all uncertainty. Its defensible promise is narrower: connecting evidence and expertise can help identify risks earlier, target prevention and coordinate a response when hazards cross sector boundaries.

Why investment in prevention is discussed

WHO reported in 2026 that more than 60% of emerging infectious diseases reported globally come from animals, wild and domestic. The same WHO material cites an estimate of approximately US$10.3–11.5 billion per year for prevention guided by One Health principles. WHO attributes that estimate to the World Bank; it is not presented as a new WHO calculation.

The figure illustrates the scale of prevention under discussion, not a universal price tag for every country or program. Costs vary with surveillance coverage, laboratory capacity, workforce, infrastructure, animal and environmental measures, and the risks a jurisdiction prioritizes. Spending should therefore be tied to a defined threat assessment and measurable capabilities rather than to the label alone.

How communities and organizations can use the idea

Most people will encounter One Health through institutions rather than a product to buy. Health departments, veterinary services, farms, laboratories, universities, wildlife managers, food businesses and local communities may all contribute observations or follow coordinated guidance.

  • Report unusual illness or animal deaths through the appropriate local authority instead of assuming another agency is monitoring them.
  • Follow public-health and animal-health advice during investigations, especially around sick wildlife, food handling and occupational exposure.
  • Support communication that explains what is known, what is uncertain and which behaviors reduce risk.
  • Ask whether preparedness plans include animal, wildlife, environmental and food-safety partners when a local hazard affects more than one domain.

For officials and organizations, the practical starting point is to map existing surveillance, identify gaps between agencies, establish contact points and exercise information-sharing and response procedures before an emergency.

Further official guidance

WHO’s Surveillance and Information Sharing Operational Tool (2022) describes systems for multisectoral coordinated surveillance and information sharing. The Tripartite Zoonoses Guide (FAO, WHO and WOAH, 2019) provides country-level guidance for zoonotic disease work and can also inform food-safety and antimicrobial-resistance planning. FAO provides an overview and points to a One Health e-learning course, while WOAH maintains guidance and operational tools developed with partner agencies.

Together, these resources show that One Health is best understood as a practical way to organize institutions around shared risks. Its contribution to outbreak prevention comes from making connections—between sectors, data streams and decisions—that would otherwise remain separate.
