Media over QUIC (MoQ) is an IETF effort to develop low-latency ways to publish and deliver media. Its current transport protocol, Media over QUIC Transport (MOQT), uses a publish/subscribe model over QUIC and WebTransport and can send media directly or through relays. It is an evolving Internet-Draft—not a finished standard or a streaming app.
What do MoQ and MOQT mean?
Media over QUIC, usually shortened to MoQ, is the name of an IETF effort to develop mechanisms for media ingest and distribution. The transport protocol being developed is called Media over QUIC Transport, or MOQT. The IETF transport draft describes MOQT as a publish/subscribe protocol that operates over QUIC and WebTransport.

In practical terms, a producer publishes media, and subscribers receive it. The protocol is designed to work between endpoints directly or through intermediate relays. The IETF draft says that, despite its name, MOQT is media agnostic and can be used for a wide range of use cases. That describes the protocol’s design scope; it does not establish that every kind of media or deployment is already supported by a production service.

MOQT defines publication and subscription behavior above the underlying QUIC and WebTransport layers. Its draft uses transport mechanisms that include streams, datagrams, priorities, and partial reliability. These are tools in the protocol design, not guarantees of a particular latency, playback quality, or delivery outcome.

- Compact but Powerful Design: ZowieBox is smaller than a phone, featuring a tally light and LCD screen for streaming status. Capture console gameplay in up to 4K with zero-lag HDMI passthrough, while the built-in video encoder converts video for IP streaming. The IP stream can also be decoded back to a 4K HDMI signal.
- Standalone Game Streaming: Just plug and play—ZowieBox enables PC-free live gaming without affecting gameplay. As an RTMP hardware encoder and HDMI streamer, it delivers stable streaming directly from your source, making it ideal for gaming, live events, and professional broadcasting.
- NDI|HX3 Converter Technology: ZowieBox converts HDMI signals to NDI|HX3/HX2/HX, functioning as an NDI video encoder, or NDI Video Decoder for flexible IP workflows. Certified NDI technology enables low-latency gameplay streaming through OBS/vMix. Note: Encoder and decoder modes cannot run simultaneously; full NDI signals are not supported.
- UVC to HDMI Conversion: Supporting up to 4K@30fps and 1080p@60fps decoding, ZowieBox enables flexible conversion for webcam and video workflows. As a video decoder and HDMI to IP converter, it expands connectivity options for professional video devices. Note: USB capture card functionality is not currently supported.
- All-around Configuration Options: Control ZowieBox through its web UI on a PC, phone, or tablet. Manage connected PTZ cameras, tally light, video/audio, OSD, work mode, streams, network, and system settings. Support for VISCA over IP encoder workflows enables flexible PTZ control, while the dashboard provides video preview and system status.
Publication and subscription
A producer makes media available as a publication, and a subscriber requests or receives that media. The protocol aims to support distribution beyond a single direct connection, so an architecture can place relays between publishers and subscribers.
Relays, caches, and replication
Relays can pass media along the delivery path; caches and replication points can also form part of a system where applicable. The IETF describes these as ways to improve delivery performance. Their presence does not, by itself, promise a measurable improvement: results depend on the deployment and network conditions.

Media and metadata
The IETF working-group charter describes a scope that includes audio, video, and timed metadata, such as closed captions and cue points. It also identifies interoperable media-format indication, rate-adaptation strategies, and cache-friendly mechanisms as areas the common protocol should support. These are design goals, not evidence that a particular implementation supports every feature.
What is MoQ intended to be used for?
The IETF charter names live streaming, gaming, and media conferencing as target use cases. It describes a goal of low-latency media ingest and distribution and calls for solutions that can be implemented in browser and non-browser endpoints. These stated aims should not be mistaken for independent performance tests or proof that a given product supports MoQ today.

MoQ is a protocol effort, not a consumer streaming app. It does not, by itself, provide a user interface, identify available publishers, or guarantee a ready-to-use service. Organizations considering an implementation still need to evaluate how the protocol fits their media pipeline, delivery topology, endpoints, and operational requirements.
Is MoQ a finished standard?
No. The IETF transport document available on 8 September 2026 is draft-ietf-moq-transport-21, an Internet-Draft intended for standards-track publication. The IETF working-group overview lists publication milestones for the transport and related documents, so the work remains in progress. An Internet-Draft can change; it should not be described as a completed RFC or as proof of broad production interoperability.

For implementation decisions, check the current draft and working-group status rather than relying on an older description. Draft versions and milestones can change as the IETF process proceeds.
What MoQ does not define
The IETF charter sets boundaries around the work. MOQT is not intended to modify QUIC itself, and the working group does not define signaling to discover media producers, consumers, or relays. A deployment therefore needs other mechanisms for discovery.

The charter also says media metadata should be authenticated and integrity-protected end to end, while establishing the keys for those protections is outside the group’s scope. MOQT alone should not be treated as a complete key-management or security solution.
How should MoQ be evaluated against existing streaming protocols?
The IETF sources establish MoQ’s goals and architecture, but do not provide a head-to-head basis for claiming that it replaces HLS, DASH, or WebRTC. A useful evaluation should start with the requirements of the intended service rather than a universal latency or scale claim.
- Latency needs: identify the actual end-to-end target and test the complete delivery system; the draft’s low-latency goal is not a measured result.
- Delivery topology: determine whether direct delivery or relays, caches, and replication points fit the audience and infrastructure.
- Endpoint mix: consider browser and non-browser endpoints, which the charter identifies as implementation targets.
- Media handling: check required format indication, rate adaptation, and timed metadata against the implementation’s capabilities.
- Maturity: account for the fact that MOQT remains an evolving Internet-Draft, and confirm interoperability and support for the exact draft or standard version in use.
Where StreamNeo fits—and where it does not
StreamNeo is a cloud service for keeping a YouTube channel live from uploaded videos. It is not an implementation of MoQ and does not stream from a camera. For a prerecorded-video YouTube stream, the workflow is to upload a recording or build a playlist, add the YouTube stream key, and go live; StreamNeo loops the content from the cloud.
StreamNeo is relevant if the practical problem is keeping a YouTube stream running, not if the goal is to implement or evaluate the MoQ protocol. The two solve different problems.
Or let it run in the cloud
Upload your video, add the YouTube stream key, and go live. Nothing has to stay on at home; videos stream as uploaded at any quality up to 4K 60fps for one flat price per slot. StreamNeo automatically recovers if YouTube drops the stream. The first day is free with no card, and the monthly option is $9.99 per month. See StreamNeo, or start your free day.
